유엔인권기구와 유럽연합이 미국 정부의 북한인권특사 지명을 환영했습니다. 북한 인권 개선을 위한 협력 의지도 강조했습니다. 안소영 기자입니다.
유엔 인권최고대표사무소(OHCHR)는 25일 미국 정부가 북한인권특사를 지명한 것을 환영한다는 입장을 밝혔습니다.
[OHCHR 대변인] “The UN Human Rights Office welcomes any initiatives by Member States to promote human rights in DPRK and engage the DPRK authorities. We also hope that the new US Special Envoy will help prioritise human rights and accountability in diplomacy on DPRK issues.”
OHCHR 대변인은 백악관이 줄리 터너 국무부 민주주의·인권·노동국 동아시아태평양 담당을 북한인권특사로 지명한 데 대한 VOA의 논평 요청에 “유엔 인권사무소는 북한의 인권을 증진하고 북한 당국과 관여하기 위한 회원국들의 어떠한 계획도 환영한다”고 답했습니다.
이어 “우리는 또한 새로운 미국 특사가 북한 문제에 관한 외교에서 인권과 책임 규명을 우선시하는 데 도움을 줄 것으로 기대한다”고 밝혔습니다.
OHCHR 대변인은 유엔 인권이사회가 오는 3월에 열리는 차기 이사회에서 보고할 북한인권특별보고관을 임명했다는 점을 주목하는 것도 중요하다고 말했습니다.
[OHCHR 대변인] “It is important to notice that the Human Rights Council has also appointed a UN Special Rapporteur on human rights in DPRK who will be reporting at the next session of the Human Rights Council in March. The Special Rapporteur welcomes this long-awaited appointment of the Special Envoy for Human Rights in North Korea by the US Government. The Special Rapporteur acknowledges that her and the Special Envoy’s roles are different but understands that both share a common objective to improve the human rights of the people of the Democratic People’s Republic of Korea. The Special Rapporteur looks forward to engaging with the Special Envoy to fulfil this common goal.”
OHCHR 대변인은 “특별보고관은 오랫동안 기다렸던 미국 정부의 북한인권특사 지명을 환영한다”고 전했습니다.
이어 “특별보고관은 자신과 북한인권특사의 역할이 다르다는 것을 인정하지만 두 사람이 북한 주민들의 인권을 개선한다는 공동의 목표를 공유한다는 것을 이해한다”고 밝혔습니다.
그러면서 “특별보고관은 이 같은 공동 목표를 달성하기 위해 북한인권특사와 협력하기를 고대한다”고 덧붙였습니다.
유럽연합(EU)도 25일 VOA에 백악관의 북한인권특사 지명을 환영한다고 밝혔습니다.
[EU 대변인] “We welcome this appointment and more broadly, as part of its policy of critical engagement towards the DPRK, which combines pressure through sanctions and other messages while keeping communication and dialogue channels open, the EU will continue to work – along with its international partners – to concretely improve the human rights situation in the country.”
EU 대변인은 “EU는 제재와 다른 메시지를 통해 압박하면서도 통신과 대화 채널을 열어놓는 것을 결합한
‘비판적 대북 관여’ 정책의 일환으로 북한 인권 상황의 구체적인 개선을 위해 국제 파트너들과 계속 협력할 것이라고 강조했습니다.
이어 “우리는 북한에 인권을 보호하고 존중하라고 촉구하는데 국제적 단합이 매우 중요하다는 점을 재차 강조할 수 있다”고 말했습니다.
[EU 대변인] “We also can reiterate that international unity is critical in urging the DPRK to respect and protect human rights.”
바이든 대통령은 지난 23일 지난 6년간 공석이던 북한인권특사 자리에 줄리 터너 국무부 민주주의·인권·노동국 동아시아태평양 담당을 지명했습니다.
터너 지명자는 북한인권특사실 특별보좌관 등 지난 16년간 국무부에서 북한인권 문제를 주로 다뤘습니다.
국무부 북한인권특사는 2004년 제정된 ‘북한인권법’에 따라 신설된 대사급 직책으로 지명자는 상원의 인준을 받아야 합니다.
