유엔이 북한의 대륙간탄도미사일(ICBM) 발사를 거듭 규탄했습니다. 북한 당국자와 정기적으로 접촉하며 긴장 완화와 안보리 결의 이행을 촉구하고 있다고 밝혔습니다. 함지하 기자가 보도합니다.
안토니우 구테흐스 유엔 사무총장이 북한의 대륙간탄도미사일(ICBM)을 규탄하고 대화 재개를 거듭 촉구했습니다.
스테판 두자릭 대변인은 20일 정례브리핑에서 “어젯밤 우리는 북한이 감행한 ICBM 사거리의 탄도미사일 추가 발사에 대한 (구테흐스) 사무총장의 규탄 성명을 발표했다”면서 유엔의 우려를 재확인했습니다.
[녹취: 두자릭 대변인] “Late last night, we issued a statement which the secretary general strongly condemned the launch of yet another ballistic missile of an intercontinental range by the Democratic People's Republic of Korea. The secretary general reiterated his calls on the DPRK to immediately desist from any further provocation actions, to fully comply with international obligations under all relevant Security Council resolutions and to resume dialogue leading to sustainable peace and a complete and verifiable denuclearization of the Korean Peninsula.”
그러면서 “구테흐스 사무총장은 북한에 어떤 추가 도발 행위도 즉각 중단하고, 안전보장이사회 관련 결의에 따른 국제 의무를 완전히 준수하며, 한반도의 지속적인 평화와 완전하고 검증 가능한 비핵화로 이어질 수 있는 대화를 재개하라고 거듭 촉구했다”고 밝혔습니다.
두자릭 대변인은 구테흐스 사무총장이 이달 1일과 지난달 31일 각각 박진 한국 외교장관과 김성 유엔주재 북한대사를 만난 사실을 상기시키며, 유엔의 북한 문제 해결 노력을 설명했습니다.
[녹취: 두자릭 대변인] “As we've told you the secretary general met with his Excellency Pak Jin, minister of foreign affairs of the Republic of Korea earlier, on February 1st, and also met with His Excellency Kim Sung, the permanent representative of the DPRK on the 31st of January. Discussions focused on recent developments related to the peninsula as well as cooperation with the UN. The secretary general is of course concerned about the recent and increasing tensions on the peninsula and appealed for the de-escalation, full implementation of relevant Security Council resolutions. In addition the undersecretary general for political affairs and Peace Building, Peace Building Political Affairs Rosemary DiCarlo, is in regular contact with the DPRK officials as well as other parties. We continue to have contacts also with DPRK at various levels.”
특히 당시 논의는 “유엔과의 협력뿐 아니라 한반도와 관련된 최근 전개 상황에 초점을 맞췄다”며 “구테흐스 사무총장은 최근 긴장이 고조되는 한반도 상황을 물론 우려하면서 긴장 완화와 유엔 안보리 결의의 완전한 이행을 호소했다”고 두자릭 대변인은 설명했습니다.
또한 “로즈마리 디칼로 유엔 정무평화구축국 사무차장도 북한 당국자는 물론 다른 관련국 인사들과도 정기적으로 접촉하고 있다”며 “우리는 각급에서 북한과 계속 접촉해 왔다”고 덧붙였습니다.
