미 국방부는 북한의 지속적인 도발에도 불구하고 대북 억지력이 작동하고 있다고 강조했습니다. 한일 정상회담과 관련해선 동맹 협력과 관련한 모든 기회를 환영한다고 밝혔습니다. 박동정 기자가 보도합니다.
미국 국방부는 북한의 대륙간탄도미사일(ICBM) 발사 등 잦은 도발과 관련해 대북 억지력에 문제가 없다는 입장을 밝혔습니다.
패트릭 라이더 대변인은 16일 브리핑에서 관련 질문에 “훈련에 대한 북한의 반응은 부적절할 뿐만 아니라 역내에 불안정을 야기하고 우려를 안겨줄 것”이라고 지적하며 “하지만 북한의 미사일 발사에도 불구하고 억지력은 계속 작동하고 있다”고 답변했습니다.
[녹취: 라이더 대변인] “And so, in terms of North Korea's reactions to these types of exercises, as you heard me say before, not only is it inappropriate, it's destabilizing and concerning, clearly, to those in the region. But I think what's important for people to understand is, one, deterrence continues to work despite launching missiles into the ocean, North Korea is not attacking and nor should they -- and that the United States, Japan, South Korea and other allies and partners in the region will continue to work together to extend that deterrence and to keep our countries safe, again, with the ultimate objective here being a secure, safe, prosperous, free and open Indo-Pacific region.”
라이더 대변인은 “북한은 해상으로 미사일을 발사하고 있지만 공격을 하는 것은 아니며 그렇게 해서도 안 된다”고 지적하며 “미국, 일본 한국과 이 지역의 다른 동맹, 파트너는 억지력을 확대하고 우리 나라를 안전하게 지키기 위해 계속해서 협력할 것”이라고 말했습니다.
그러면서 “이 모든 것의 중요한 측면은 미국이 한국, 일본, 지역의 다른 동맹, 파트너와 함께 인도태평양 지역의 안정과 안보를 보장하기 위해 지속적으로 협력할 것이라는 점”이라고 설명했습니다.
[녹취: 라이더 대변인] “Well again, I think the -- the overarching important aspect of all of this is that the United States, along with South Korea, Japan and our other allies and partners in the region will continue to work together to ensure stability and security in the Indo-Pacific region, to include addressing the destabilizing activities of North Korea. And so we're going to continue to keep a close eye on that. I think at the end of the day, we -- we all want to see a region that is stable, that is secure, that is safe, and that will be our focus. North Korea clearly is concerning in that regard, but it's something that we're going to continue to work on together and to deter potential aggression.”
이어 “북한이 (미사일) 발사를 할 때마다 우리가 분명히 관찰하고 주시한다”며 “하지만 북한의 능력에 대한 구제적인 내용을 다루거나 그러한 능력에 대한 우리의 평가에 대해선 언급하지 않겠다”고 덧붙였습니다.
북한은 16일 화성-17형으로 추정되는 대륙간탄도미사일(ICBM)을 동해상으로 발사했습니다.
정상각도보다 높은 고각으로 발사된 이 탄도미사일은 약 1천km를 비행한 뒤 동해상에 탄착했습니다.
북한이 ICBM을 쏜 것은 지난달 18일 ‘화성-15형’ 발사 이후 약 한 달만입니다.
라이더 대변인은 ‘한일 정상의 양자 협력이 중국과 북한 위협에 대응하는 데 어떻게 도움이 되느냐’는 질문엔 “우리의 동맹을 강화하는 데 도움이 될 모든 논의를 환영한다”고 밝혔습니다.
[녹취: 라이더 대변인] “What I would tell you is that we certainly welcome the discussions. Anything that is going to help strengthen our alliance -- as you know, Japan and South Korea are two of our strongest allies, and so we welcome any opportunity for us to strengthen our unity and to work together for a free and open Indo-Pacific.”
또한 “일본과 한국은 우리의 가장 강력한 동맹”이라며 “그래서 우리는 단합을 강화하고 자유롭고 개방된 인도태평양을 위해 함께 일할 수 있는 모든 기회를 환영한다”고 설명했습니다.
한편 라이더 대변인은 북한과 러시아의 무기 거래와 관련해선 러시아가 북한과 같은 국가로부터 계속해서 군수품을 찾고 있다는 점을 재확인하면서 특정 거래와 관련해 제공할 새로운 정보는 없다고 선을 그었습니다.
