유럽연합은 최근 북한의 잇단 미사일 도발이 세계 평화와 안보를 위협한다며 단합된 국제적 대응의 필요성을 강조했습니다. 뉴질랜드는 추가 도발을 삼가고 건설적인 대화에 복귀할 것을 북한에 촉구했습니다. 안소영 기자가 보도합니다.
유럽연합(EU)이 북한의 미사일 도발을 강하게 비판했습니다.
[EU 성명] “The European Union (EU) strongly condemns the Democratic People’s Republic of Korea’s (DPRK) launch of an intercontinental ballistic missile on 15 March, which followed its launch of short-range missiles. These illegal and dangerous actions all constitute blatant violations of UN Security Council resolutions that threaten international peace and security.”
EU는 17일 호세프 보렐 외교안보정책 고위대표 명의의 성명을 내고 “EU는 단거리 미사일 발사에 이은 북한의 3월 15일 대륙간탄도미사일(ICBM) 발사를 강력히 규탄한다”고 밝혔습니다.
그러면서 “이 같은 불법적이고 위험한 행위는 모두 노골적인 유엔 안보리 결의 위반으로, 국제 평화와 안보를 위협한다”고 지적했습니다.
이어 “EU 는 북한이 모든 핵무기와 다른 대량살상무기, 탄도미사일 프로그램과 기존의 핵 프로그램을 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 폐기함으로써 유엔 안보리 결의에 따른 의무를 즉각 이행하고 모든 관련 활동을 중단해야 한다는 점을 거듭 강조한다”고 밝혔습니다.
[EU 성명] “The EU reiterates that the DPRK must comply immediately with its obligations under UN Security Council resolutions by abandoning all its nuclear weapons, other weapons of mass destruction, ballistic missile programmes and existing nuclear programmes, in a complete, verifiable and irreversible manner and cease all related activities. This is the only viable route to sustainable peace and security on the Korean peninsula. The DPRK cannot and will never have the status of a nuclear weapon state under the Nuclear Non-Proliferation Treaty (NPT) or any other special status in that regard. The EU urges the DPRK to return immediately to full compliance with the NPT and International Atomic Energy Agency (IAEA) safeguards and to sign and ratify the Comprehensive Nuclear Test Ban Treaty. The DPRK’s use of resources to support its unlawful weapons programme exacerbates the humanitarian situation of its population. ”
그러면서 “이것이 한반도의 지속가능한 평화와 안보로 가는 유일한 길”이라고 덧붙였습니다.
EU는 또한 북한이 핵확산금지조약(NPT)에 따른 핵무기 보유국 지위나 다른 특별한 지위를 절대 얻을 수 없으며, 앞으로도 그럴 것이라는 점을 분명히 했습니다.
아울러 “EU는 북한에 NPT와 국제원자력기구(IAEA)의 안전조치를 즉각 이행하고 포괄적핵실험금지조약(CTBT)에 서명 비준할 것을 촉구한다”고 말했습니다.
그러면서 “불법적인 무기 프로그램을 지원하기 위한 북한의 자원 전용은 주민들의 인도적 상황을 악화시킨다”고 비판했습니다.
이어 “EU는 국제사회가 국제 비확산 체제를 수호하고 북한이 역내 군사적 긴장을 더욱 고조시키는 것을 막기 위해 단합되고 확고한 방식으로 대응할 것을 촉구한다”고 밝혔습니다.
[EU 성명]” The EU calls upon the international community to respond in a united and firm manner to uphold the international non-proliferation architecture and to prevent the DPRK from further escalating military tensions in the region. It is critical that all UN Member States, especially Members of the UN Security Council, ensure the full implementation of UN sanctions and urge the DPRK to resume meaningful dialogue with the main parties. The EU expresses its full solidarity with Japan and the Republic of Korea. The EU is ready to work with all relevant partners in promoting a meaningful diplomatic process aimed at building sustainable peace and security through the complete, verifiable and irreversible denuclearisation of the Korean peninsula.”
“유엔 회원국, 특히 유엔 안보리 이사국들이 유엔 제재의 완전한 이행을 보장하고 북한이 주요 당사국들과 의미 있는 대화를 재개하도록 촉구하는 것이 중요하다”는 겁니다.
이어 EU는 한국과 일본에 대한 완전한 연대를 표명하고, 한반도의 완전하고 검증 가능하며 불가역적인 비핵화를 통해 지속가능한 평화와 안보를 구축하는 것을 목표로 하는 의미 있는 외교 과정을 촉진하기 위해 모든 관련 파트너들과 협력할 준비가 돼 있다고 밝혔습니다.
한편 뉴질랜드도 “북한의 탄도미사일 발사는 유엔 안보리 결의를 위반하고 한반도와 인도태평양 지역의 안보와 안정을 위협한다”고 밝혔습니다.
[뉴질랜드 외무부 대변인] “North Korea’s ballistic missile launches violate United Nations Security Council resolutions, and threaten security and stability on the Korean peninsula and the broader Indo-Pacific region. New Zealand is concerned about any escalation of tension on the Korean Peninsula and in the wider region. We again call on North Korea to engage constructively in support of peace and security. New Zealand urges North Korea to abide by its international obligations, refrain from further testing, and engage in constructive dialogue towards building lasting and stable peace on the Korean Peninsula.”
뉴질랜드 외무부 대변인은 20일 북한의 지난 15일 ICBM 발사와 관련한 VOA의 논평 요청에 이같이 전하고 “뉴질랜드는 한반도와 더 넓은 지역의 어떠한 긴장이 고조되는 것을 우려하고 있다”고 덧붙였습니다.
그러면서 “우리는 북한에 평화와 안보를 지원하는데 건설적으로 관여할 것을 다시 한번 촉구한다”고 말했습니다.
아울러 “뉴질랜드는 북한에 국제적 의무를 준수하고 추가 발사를 삼가며 한반도의 지속적이고 안정적인 평화 구축을 위한 건설적 대화에 참여할 것을 강력히 요구한다”고 밝혔습니다.
앞서 한국 합동참모본부은 현지시각 16일 오전 7시 10분쯤 평양 순안에서 동해상으로 고각 발사된 장거리 탄도미사일 1발을 포착했다고 밝혔습니다.
북한의 ICBM 발사는 지난달 18일 화성 15형 발사 후 약 한 달 만입니다.
북한 관영 ‘조선중앙통신’은 17일 “전날 대륙간탄도미사일 화성포 17형 발사 훈련을 단행했다”며 발사 훈련에 참관한 김정은 국무위원장이 “누구도 되돌릴 수 없는 핵전쟁억제력 강화로써 적들에게 두려움을 줘야 한다”고 말했다고 보도했습니다.
