미한일, 안보리서 '북한 위성발사' 규탄...중·러 '미국 역내 군사활동' 비판

유엔 안전보장이사회가 북한의 위성 발사에 관한 긴급 공개회의를 개최했지만 공식 대응에는 합의하지 못했습니다. 미국과 일본 등 대부분의 이사국들은 북한의 위성 발사를 규탄하며 추가 도발 중단을 촉구한 반면 중국과 러시아는 이번에도 미국에 책임을 돌렸습니다. 박형주 기자가 보도합니다.

유엔 주재 미국대표부의 로버트 우드 대사는 2일 북한의 위성 발사에 대응해 열린 안보리 공개 회의에서 "미국은 북한의 5월 31일 정찰위성 발사를 가능한 가장 강력한 용어로 규탄한다"고 밝혔습니다.

그러면서 "이번 발사는 실패했을지 모르지만 여러 안보리 결의를 뻔뻔스럽게 위반하며 발사됐고 긴장을 고조시켰으며 이미 민감한 역내와 그 너머의 안보 상황을 불안정하게 만들 위험을 초래했다"고 비판했습니다.

[녹취: 우드 대사] "The United States condemns in the strongest possible terms the DPRK’s May 31 reconnaissance satellite launch. This launch may have failed, but it was launched in brazen violation of multiple Security Council resolutions, raised tensions, and risked destabilizing the already sensitive security situation in the region and beyond. This Council cannot ignore the DPRK's failed launches as they allow the DPRK to learn about its capability gaps and determine how to advance its unlawful WMD and ballistic missile programs. Its intent – borne out by action and statements – is clear: to pose a threat to international peace and security."

우드 대사는 이어 "북한은 발사 실패를 통해 자신들의 역량 격차를 파악하고 불법적인 대량살상무기 및 탄도미사일 프로그램을 어떻게 발전시킬지 결정하기 때문에 안보리는 실패한 이번 발사를 무시할 수 없다"고 말했습니다.

또한 "행동과 성명을 통해 드러난 북한의 의도는 분명하다"면서 "국제 평화와 안보에 위협을 가하려는 것"이라고 비판했습니다.

우드 대사는 북한의 최근 발사가 불법이라는 점도 명확히 했습니다.

[녹취: 우드 대사] "The council reaffirmed the freedom of all States to explore and use outer space in accordance with international law. The launch we saw this week however, is undeniably in violation of international law. "

안보리는 모든 국가가 국제법에 따라 우주 공간을 탐사하고 이용할 자유를 확인하고 있지만 "이번 주 우리가 목격한 발사는 명백히 국제법을 위반한 것"이라는 설명입니다.

우드 대사는 또 "미국은 외교에 전념하고 있으며 북한이 전제조건 없이 의미 있는 협상을 위해 대화장으로 나올 것을 계속 촉구한다"는 점도 밝혔습니다.

이어 "그러나 북한은 안보리의 침묵에 의해 안보리 결의 의무를 무시하고 국제 비확산 체제 약화를 모색할 용기를 얻는 한 계속 '식량(nutrition)'보다는 '탄약(ammunition)'을 선택할 것"이라고 비난했습니다.

[녹취: 우드 대사] "The United States remains committed to diplomacy and we continue to urge the DPRK to come to the table for meaningful negotiations without preconditions. But as long as pyeongyang feels emboldened by the silence of this council to disobey security council resolution obligations and seeks to undermine the global nonproliferation regime, it will continue to choose ammunition over nutrition."

북한을 계속 비호하고 있는 중국과 러시아도 직접 거론했습니다.

[녹취: 우드 대사]"Meanwhile, as Russia and China reaffirm their commitment to a diplomatic solution, they argue that a Council product or even holding a Council meeting are provocative actions...China and Russia will likely once again attempt to draw false equivalences between the DPRK’s unlawful ballistic missile launches and lawful, defensive, and pre–announced U.S.–ROK joint military exercises...Our lawful efforts to defend against the DPRK’s repeated escalatory actions do not in any way justify the DPRK’s unlawful behavior. The DPRK is simply using this as an excuse to allow the DPRK to advance its unlawful WMD and ballistic missile programs."

러시아와 중국은 외교적 노력에 전념한다고 강조하면서도 안보리 조치 혹은 안보리 회의 개최조차 도발적인 행동이라고 주장한다는 것입니다.

아울러 "중국과 러시아가 또다시 북한의 불법 탄도미사일 발사와 합법적이고 방어적인 미한 연합군사훈련을 동등한 것처럼 거짓 비교하려들 것"이라고 말했습니다.

그러면서 "북한의 반복되는 긴장 고조 행위를 방어하기 위한 우리의 합법적인 노력은 어떤 식으로도 북한의 불법적인 행동을 정당화하지 않는다"며 "북한은 이를 불법 대량살상무기과 탄도미사일 프로그램을 진전시키는 구실로 이용하고 있을 뿐"이라고 지적했습니다.

우드 대사는 이어 "북한의 대량살상무기와 탄도미사일 위협이 커지고 있는데도 안보리가 침묵하고 있는 상황에서 미국과 동맹국들이 가만히 있으리라고 안보리 두 이사국이 기대하고 있다는 것은 믿을 수 없는 일"이라고 말했습니다.

[녹취: 우드 대사] "In the face of the growing DPRK WMD and ballistic missile threat and the Council’s silence, it is unbelievable that the two members of this Council expect the United States and our allies to stand idly by. Our commitments to our Alliances are ironclad and we will take all necessary measures to ensure our security. We call on all Council members to uphold the credibility of the Council, join us in condemning this unlawful behavior, and urge the DPRK to not follow–through on its stated plan to conduct another launch that will further pose a threat to international peace and security."

동맹에 대한 미국의 약속은 철통 같으며 미국은 자국의 안보를 보장하기 위해 필요한 모든 조치를 취할 것이라는 겁니다.

그러면서 "우리는 모든 안보리 이사국들이 안보리의 신뢰를 지키고 이러한 불법적인 행동을 규탄하는 데 동참할 것을 촉구하며, 또한 북한이 국제 평화와 안보에 더욱 위협이 될 추가 발사 계획을 실행에 옮기지 않을 것을 강력히 촉구한다"고 우드 대사는 강조했습니다.

안보리 비상임이사국으로 미국과 함께 이날 회의를 요청한 일본의 이시카네 기미히로 주유엔 대사는 “북한의 반복되는 위반 행위에 대한 안보리의 지속적인 침묵과 무대응”을 지적하며 “북한이 안보리의 침묵과 무대응을 최대한 이용하고 있다"고 비판했습니다.

[녹취: 일본 대사] "First, North korea's steady implementation of the long-pursued nuclear and missile programs and military satellite launch being as part of them. Second, continued silence and inaction by the council against repeated violations by North Korea. Third, North Korea taking full advantage of the council's silence and inaction."

이해당사국 자격으로 안보리 회의에 참석한 한국의 황준국 주유엔 대사는 "탄도미사일 기술을 이용한 어떤 발사도 유엔 안보리의 여러 결의에 따라 명백히 금지된 행위"임을 거듭 상기했습니다.

그러면서 이는 “북한이 핵확산금지조약(NPT) 체제를 남용하고 공개적으로 핵무기와 그 운반체계를 개발한 최초이자 유일한 사례"이기 때문이라고 덧붙였습니다.

[녹취: 황준국 대사]"The reason is simple. The DPRK is the first and only case that has abused the NPT regime and then openly developed nuclear weapons and their delivery systems...Place a nuclear warhead instead of a satellite on a space launch vehicle and you end up with a nuclear weapon"

또한 "우주발사체에 위성 대신 핵탄두를 탑재하면 핵무기가 되는 것"이라고도 황 대사는 지적했습니다.

반면 중국과 러시아는 '북한 규탄' 없이 책임을 미국에 돌렸고, 특히 미국의 역내 군사활동을 거론했습니다.

겅 솽 주유엔 중국대표부 부대사는 "미국은 한반도와 주변 지역에서 군사 활동을 계속하고 군사 주둔을 크게 증가시켜 한반도와 주변 국가의 전략적 안보 이익을 심각하게 훼손했다"고 주장했습니다.

[녹취: 겅 솽 부대사] "the U. S. Has continued its military activities and significantly increased its military presence both on the peninsula and in its surrounding areas, seriously undermining the strategic security interests of the peninsula and its neighboring countries.”

안나 에브스티그니바 러시아 차석대사도 "점점 늘어나는 미한일의 군사 활동이 동북아에서 파괴적인 영향을 주고 있다"면서 미국과 그 동맹들이 '확장억제'라는 개념 아래서 북한에 대한 압력을 높이고 있다고 주장했습니다.

이번 이날 회의는 안보리 차원의 구체적인 대응 조치 없이 끝났습니다.

한편 유엔 측을 대표해 브리핑에 나선 로즈마리 디칼로 유엔 정무평화구축국 사무차장은 인공위성을 발사하고 우주 활동의 혜택을 누리는 것은 주권 국가의 당연한 권리라며, 하지만 안보리 결의는 북한이 탄도미사일 기술을 이용한 어떠한 발사도 명시적으로 금지하고 있다고 말했습니다.
