미·일·필리핀, 도쿄서 첫 3국 안보수장 회의…“북한 등 역내 안보 도전 논의”

미국과 일본, 필리핀 안보 수장들이 도쿄에서 회의를 열고 북한 문제 등 역내 안보 도전에 대해 논의했습니다. 인도태평양 역내의 평화와 안정 유지를 위해 3국 협력이 중요하다는 점을 강조했습니다. 안소영 기자가 보도합니다.

제이크 설리번 미국 백악관 국가안보보좌관과 아키바 다케오 일본 국가안전보장국장, 에두아르도 아뇨 필리핀 국가안보보좌관이16일 처음으로 도쿄에서 만나 3국 협력 강화를 위한 구체적인 접근법에 관한 견해를 교환했습니다.

[공동성명] “National Security Advisor Jake Sullivan of the United States, National Security Advisor Akiba Takeo of Japan, and National Security Advisor Eduardo Año of the Republic of the Philippines gathered for the first time on 16 June 2023 in Tokyo, Japan to exchange views on a concrete approach for improving trilateral cooperation. The three NSAs discussed a wide range of regional security challenges, including with respect to the South China Sea and the East China Sea, as well as North Korea. In addition, they reiterated the importance of peace and stability across the Taiwan Strait.”

3국 안보 수장은 이날 회의 뒤 발표한 공동성명에서 이같이 전했습니다.

성명은 “3국 보좌관들이 북한뿐 아니라 남중국해와 동중국해와 관련한 광범위한 역내 안보 도전을 논의했다”고 설명했습니다.

아울러 “타이완 해협 양안의 평화와 안정이 중요하다는 점을 거듭 강조했다”고 덧붙였습니다.

성명에 따르면 아키바 국장과 아뇨 보좌관은 이날 회의에서 설리번 보좌관이 일본과 필리핀에 대한 미국의 철통같은 동맹 공약을 재확인한 데 대해 환영했습니다.

또한 3국 보좌관들은 인도태평양 역내 평화와 안정을 유지하기 위해 미일 동맹, 필리핀과 미국 간 동맹을 기반으로 한 3국 협력과 대응 능력 강화의 중요성을 강조했습니다.

[공동성명] “The three NSAs emphasized the importance of enhancing trilateral cooperation and response capabilities based on the Japan-United States Alliance and Philippines-United States Alliance in order to maintain peace and stability in the Indo-Pacific region. Also, they concurred that a free and open maritime order, characterized by freedom of navigation, and a free, fair, and equitable economic order are essential in the Indo-Pacific, especially given unilateral attempts to change the status quo by force or coercion.”

특히 무력이나 강압에 의한 일방적인 현상 변경 시도를 막고 항행의 자유를 특징으로 하는 자유롭고 개방된 해양 질서와 자유롭고 공정하며 평등한 경제 질서가 필수적이라는 데 의견을 같이했습니다.

[공동성명] “Recalling the security environment discussed in the recent Japan-United States, Japan-Philippines, and United States-Philippines summit meetings, the three National Security Advisors (NSAs) reaffirmed the importance of deepening trilateral cooperation among Japan, the United States and the Philippines, which share fundamental values of freedom, democracy, and respect for human rights, in order to maintain and strengthen a free and open international order.”

아울러 3국 보좌관들은 최근 미국과 일본, 필리핀과 일본, 미국과 필리핀 정상회담에서 논의된 안보 환경을 상기하면서 자유롭고 개방적인 국제 질서를 유지하고 강화하기 위해 자유와 민주주의, 인권 존중이라는 기본적인 가치를 공유하는 3국 간 협력 심화의 중요성을 재확인했습니다.

공동성명은 이어 “3국 보좌관들은 미국과 필리핀 국방협력 강화 협정에 따라 식별된 기지 4곳 추가 등 최근 미국과 필리핀 간 발전을 바탕으로 3국 국방 협력을 진전시키고 일본과 필리핀 간 국방 및 군 당국자들의 상호 방문을 강화하고 촉진하는 프레임워크를 논의하기로 했다”고 밝혔습니다.

[공동성명]” The three NSAs resolved to advance trilateral defense cooperation based on the recent progress between the United States and the Philippines such as the four additional locations identified pursuant to their Enhanced Defense Cooperation Agreement and between Japan and the Philippines in discussing frameworks that will enhance and facilitate reciprocal visits of defense and military officials.”

이보다 앞서 15일엔 도쿄에서 미국과 한국, 일본 안보 수장들이 만나 북한의 불법적인 핵과 미사일 프로그램 위협에 대응하기 위한 긴밀한 공조를 포함해 3국간 협력을 더욱 강화하는 방안을 논의했습니다.

특히 3국 안보 수장은 이날 단행된 북한의 탄도미사일 발사를 한 목소리로 규탄하며 유엔 안보리 결의의 명백한 위반이라고 지적하는 공동 성명을 발표했습니다.
