미한일 안보 수장 “북한 미사일 발사 규탄…명백한 안보리 결의 위반”

미국과 한국, 일본이 북한의 탄도미사일 발사를 한 목소리로 규탄하며 유엔 안보리 결의의 명백한 위반이라고 지적했습니다. 한국과 일본에 대한 미국의 철통같은 방위 공약도 재확인했습니다. 안소영 기자가 보도합니다.

제이크 설리번 미국 국가안보보좌관과 조태용 한국 국가안보실장, 아키바 다케오 일본 국가안전국장이15일 공동 성명을 내고 “오늘 북한의 미사일 발사를 규탄한다”고 밝혔습니다.

[공동성명] “Japan, the Republic of Korea, and the United States condemn today’s DPRK missile launches. These launches are clear violations of multiple United Nations Security Council resolutions, and demonstrate the threat the DPRK’s unlawful weapons of mass destruction and ballistic missile programs pose to the region, international peace and security, and the global non-proliferation regime. This action demonstrates the need for all countries to fully implement DPRK-related UN Security Council resolutions that are intended to prohibit the DPRK from acquiring the technologies and materials needed to carry out these destabilizing launches.”

이어 “이 같은 미사일 발사는 다수의 유엔 안보리 결의의 명백한 위반이며, 북한의 불법적인 대량살상무기와 탄도미사일 프로그램이 역내, 국제 평화와 안보, 국제 비확산 체제에 가하는 위협을 잘 보여준다”고 지적했습니다.

그러면서 “이 같은 행동은 북한이 불안정을 야기하는 발사를 실시하는 데 필요한 기술과 물자의 확보를 금지하기 위해 고안된 대북 유엔 안보리 결의를 모든 국가가 완전한 이행할 필요성을 보여준다”고 강조했습니다.

아울러 공동성명은 한국과 일본에 대한 미국의 방위 공약을 재확인했습니다.

[공동성명] “The United States reaffirms unequivocally its ironclad security commitments to both Japan and the ROK. National Security Secretariat Secretary General Akiba Takeo, ROK National Security Advisor Cho Tae-yong, and US National Security Advisor Jake Sullivan met today in Tokyo and discussed ways to further strengthen trilateral cooperation, including through lock-step coordination in responding to the threats posed by the DPRK’s illicit nuclear and missile programs. They also affirmed that Japan-ROK-US cooperation would not be shaken by provocations and shared their belief that the DPRK should take the path of diplomacy rather than continued provocations. The national security advisors stated their intent to redouble their collective efforts to uphold peace and stability in the Indo-Pacific.”

공동성명은 3국 안보실장이 이날 도쿄에서 만나 북한의 불법적인 핵과 미사일 프로그램 위협에 대응하기 위한 긴밀한 공조를 포함해 3국간 협력을 더욱 강화하는 방안을 논의했다는 점을 상기했습니다.

그러면서 “이들은 또한 미한일 협력이 북한의 도발로 흔들리지 않을 것이라는 점을 재확인했고 북한은 지속적인 도발 대신 외교의 길을 택해야 한다는 믿음을 공유했으며 인도태평양 역내 평화와 안정을 수호하기 위한 공동의 노력을 배가할 것이라는 의지를 밝혔다”고 설명했습니다.

앞서 북한은 15일 순안 일대에서 동해상으로 단거리 탄도미사일 2발을 발사했습니다.

한편 백악관은 이날 도쿄에서 열린 미한일 안보실장 회의 직후 보도자료를 내고 “설리번 보좌관이 한일 양측이 관계 강화를 위해 취한 역사적인 조치에 대해 평가하고, 지금 우리 세나라 간 파트너십은 그 어느때보다 더욱 강력하고 잠재력이 크다는 점에 주목했다고”고 전했습니다.

[백악관 보도자료] “Mr. Sullivan commended his counterparts on the historic steps taken by both Seoul and Tokyo to strengthen bilateral Japan-ROK ties, noting that our trilateral partnership is now stronger and has more potential than ever before. The national security advisors discussed the DPRK’s illicit nuclear and missile programs and most recent provocations and identified next steps to strengthen their coordination. They discussed opportunities for coordination in the East China Sea and South China Sea and emphasized the importance of maintaining peace and stability in the Taiwan Strait. The national security advisors discussed ways to increase economic security cooperation, including on critical and emerging technologies, energy security, and countering economic coercion. Mr. Sullivan reiterated the United States’ ironclad commitment to the defense of Japan and the ROK and the national security advisors discussed recent efforts to strengthen both alliances to the benefit of the region. The national security advisors look forward to the trilateral leaders’ summit to be hosted by President Biden in the United States in the coming months.”

이어 “이들 안보실장은 북한의 불법적인 핵과 미사일 프로그램과 가장 최근의 도발에 대해 논의하고 협력을 강화하기 위한 다음 단계를 확인했다”고 밝혔습니다.

또한 “동중국해와 남중국해에서의 협력 기회에 대해 논의하고 타이완 해협에서의 평화와 안정 유지 중요성을 강조”했으며 “주요 신흥 기술, 에너지 안보, 경제적 강압 대응 등 경제 안보 협력을 강화하기 위한 방안에 대해서도 논의했다”고 덧붙였습니다.

아울러 “설리번 보좌관은 일본과 한국 방어에 대한 미국의 철통같은 공약을 거듭 강조했다”며 “이들 안보실장들은 역내 이익을 위해 두 동맹의 강화를 위한 최근의 노력에 대해 논의했다”고 부연했습니다.

그러면서 “이들 안보실장들은 향후 수 개월 내 미국에서 바이든 대통령이 주최할 3국 정상회담을 고대한다”고 밝혔습니다.

이날 한국 대통령실도 보도자료를 내고 “3국 안보실장이 북한 문제와 지역 안보 정세, 한미일 협력 방안을 주제로 협의를 갖고, 역내 평화와 안정에 기여하기 위한 3국 간 공조를 한층 공고히 만들어가기로 했다”고 밝혔습니다.

특히 3국 안보실장은 히로시마 주요 7개국(G7) 정상회담 계기에 3국 정상이 3국간 공조를 새로운 수준으로 발전시켜 대북 억지력 강화와 자유 가치, 법치에 기반한 자유롭고 개방된 국제질서를 공고히 해나가자고 합의한 것을 상기했습니다.
