캠벨 조정관 “미한일 안보협력, 건설적·평화적 노력…오래 지속될 것”

미국 정부 고위 관리가 위중해진 역내 안보환경을 거론하며 긴밀한 미한일 협력에 계속 전념할 것이라는 의지를 밝혔습니다. 3국 협력의 제도화를 위해 앞으로 수년 간 노력하겠다는 점도 강조했습니다. 함지하 기자가 보도합니다.

커트 캠벨 미국 백악관 국가안보회의(NSC) 인도태평양 조정관은 미한일 3국 안보 협력이 “미국, 일본, 한국이 공유하는 민주적 관여를 보존하기 위해 건설적이고 평화적인 방식으로 협력하겠다는 노력의 일환”이라고 밝혔습니다.

[녹취: 캠벨 조정관] “And so I think this was an effort to work together in ways constructively, peacefully, to preserve the operating system, the democratic engagement that we all share between the United States, Japan and South Korea, and I think we stand by that and we think it's appropriate.”

캠벨 조정관은 21일 국무부가 아시아 지역 언론을 대상으로 개최한 브리핑에서 중국 정부가 미한일 협력을 아시아판 나토(북대서양조약기구)로 비판하는 것과 관련한 질문에 이 같이 답했습니다.

그러면서 “우리는 (3국 협력을) 지지하고, 이를 적절한 것으로 보고 있다”고 강조했습니다.

캠벨 조정관은 미한일 3국 정상이 (18일 정상회의를 통해) 매우 평화롭게 만나 건설적인 대화를 했으며, 공개적이고 투명하게 교류했다는 사실을 상기시켰습니다.

[녹취: 캠벨 조정관] “The three leaders met peacefully. They talked constructively and they engaged openly and transparently. The same time that we were meeting in Camp David, Russian and Chinese warships were plying waters very close to Japan. And earlier today, North Korea as tested a new cruise missile. I just want to underscore that we believe that there are many reasons why the three countries have chosen to work more closely together. But it is undeniable that the security environment in Asia is not only more complicated, but more worrisome to each of us.””

“그러나 3국이 캠프 데이비드에서 만나던 시각, 러시아와 중국의 군함은 일본과 매우 가까운 해역을 지나고 있었으며, 이날 오전 북한은 새로운 순항 미사일을 시험 발사했다”는 것입니다.

이어 “3국이 더욱 긴밀히 협력하기로 한 데에는 여러 가지 이유가 있다는 점을 강조하고 싶다”며 “아시아 지역의 안보 환경이 더 복잡할 뿐만 아니라 (미한일) 각국에 더 걱정스럽게 됐다는 것은 부인할 수 없는 사실”이라고 덧붙였습니다.

캠벨 조정관은 “우크라이나에서 근거 없는 불법적인 전쟁이 벌어졌고, 북한의 도발은 정기적으로 일어나고 있다”며 역내 안보 환경이 위중한 상태라는 점을 거듭 지적했습니다.

[녹취: 캠벨 조정관] “We have the unprovoked illegal war in Ukraine. We have provocations on a regular basis from North Korea. But we'll underscore that each of our countries have reached out on many occasions restart diplomacy with North Korea, including asking if they would be interested in humanitarian support during the COVID crisis, to no avail. And of course, we've seen a number of steps on the part of China that are provocative, a massive military buildup and a number of steps that have caused anxiety not just in Japan and South Korea, but in the region as a whole.”

그러면서 “(미한일) 3국은 각각 코로나 위기 동안 북한에 인도적 지원에 관심이 있는지 묻는 등 북한과의 외교를 위해 여러 차례 접촉했지만 아무 소용이 없었다는 점도 강조하고 싶다”고 덧붙였습니다.

또한 “중국의 도발적인 조치와 더불어 대규모 군사력 증강, 일본과 한국뿐 아니라 역내 전체에 불안을 야기하는 여러 조치를 목격했다”고 캠벨 조정관은 지적했습니다.

캠벨 조정관은 미한일 3국 협력이 호주, 영국, 미국의 전략 파트너십인 ‘오커스(AUKUS)’나 미국과 인도, 일본, 호주 4개국 안보 협력체인 쿼드(Quad)와의 차이점에 대한 질문에는 “비교하거나 대조하고 싶지 않다”며 “여러 협력기구에는 각각의 고유한 역사와 맥락이 있다”고 답했습니다.

[녹취: 캠벨 조정관] “I'd rather not compare or contrast. You know, various groupings this has its own history, its own context. I will simply say that our two most important partners in Northeast Asia, two of our most important partner partners on the planet, are working more closely with us and we've committed to a trilateral work plan that we believe is unprecedented. So this will stand on its own. We believe that it is deeply significant and that this new three way partnership will stand the best of time.”

이어 “동북아에서 가장 중요하고 지구상에서 가장 중요한 두 파트너가 우리와 더욱 긴밀히 협력하고 있다”며 “우리는 3자 협력 계획에 전념하고 있고, 이는 전례 없는 일”이라고 강조했습니다.

대니얼 크리튼브링크 국무부 동아시아태평양 담당 차관보는 ‘3국 협력의 제도화를 어떻게 보장할 것인가’라는 질문에 “나는 세 정상이 이러한 협력을 제도화하겠다는 약속을 구체적으로 언급했다는 점에 정말 놀랐다”며 “국무부 동료들은 백악관의 지원 속에서 그러한 제도화를 위해 신속하게 움직이기를 열망하고 있다고 본다”고 답했습니다.

[녹취: 크리튼브링크 차관보] “I was really struck that three of the leaders talked in detail about their commitment institutionalizing this cooperation. I think that our colleagues here at the State Department in support of the White House, are eager to move out expeditiously to work on that institutionalization. And I was also struck. President Biden's comments in the press conference in which he said we're we're going to seize these possibilities together, we will be unwavering in our unity and unmatched in our resolve in doing so. And as we do so we're not doing this for a day or a week or a month. This is something we're focused on for decades into the future.”

이어 “또 놀란 건 바이든 대통령이 기자회견에서 한 말 때문이었다”며 “(바이든 대통령은) 우리가 함께 그러한 가능성을 잡을 것이고 단합에 흔들림이 없을 것이며 그런 결의를 다지는 데에 있어 아무도 필적할 수 없을 것이라고 말했다”고 밝혔습니다.

크리튼브링크 차관보는 “우리가 그런 작업을 하루나 일주일, 한달 동안 하는 게 아니다”라며 “이건 우리가 앞으로 수십 년 간 집중해야 할 일”이라고 강조했습니다.
