유럽의회는 최근 채택한 외교 국방 보고서에서 북러 무기거래를 강력히 규탄하며 양국 군사협력 차단의 시급성을 강조했습니다. 한국,일본 등 인도태평양 국가들과의 협력 강화도 촉구했습니다. 조은정 기자가 보도합니다.
유럽의회는 28일 채택한 ‘공동 안보∙국방 정책 이행에 대한 2023 연례 보고서’에서 북러 무기 거래를 강력히 규탄했습니다.
유럽의회가 이날 프랑스 스트라스부르그에서 열린 본회의에서 찬성 350대 반대 91, 기권 96표로 채택한 이 보고서는 “최근 북한과 러시아 정상 간의 만남에 대해 깊은 우려를 표명한다”고 밝혔습니다.
그러면서 “우크라이나 침략 전쟁에 사용되고 있는 북한의 무기와 탄도미사일이 러시아에 전달된 것을 강력히 규탄하며, 러시아가 군사협력 강화를 통해 유엔 대북 제재와 결의를 위반하고 있음을 지적한다”고 밝혔습니다.
[보고서] “expresses its profound concern about the recent meeting between the North Korean and Russian leaders; strongly condemns the deliveries of North Korean arms and ballistic missiles to Russia, which are being used in the war of aggression against Ukraine, and notes that, through its enhanced military cooperation, Russia is violating UN sanctions and resolutions on North Korea;”
보고서는 또 “2023년 북한이 실시한 수많은 미사일 실험을 강력히 규탄하고, 북한에 대한 중국과 러시아의 특별한 책임을 강조하며 긴장 격화를 방지하기 위해 영향력을 행사할 것을 촉구한다”고 밝혔습니다.
유럽 국가들이 인도태평양 국가들과의 협력을 강화할 것도 권고했습니다.
보고서는 “미국, 일본, 한국이 2023년 8월 18일 역사적인 첫 3국 회의를 개최했다”며 “특히 인도태평양 지역에서 같은 생각을 가진 국가들이 상호 협력하는 것은 역내 평화와 번영을 보장하는데 핵심적”이라고 밝혔습니다.
[보고서] “whereas the United States, Japan and South Korea held a historic first trilateral meeting on 18 August 2023; whereas mutual cooperation among like-minded countries, in particular in the Indo-Pacific region, is fundamental to ensuring the peaceful and prosperous development of the region; whereas the EU should also strive to enhance its security collaboration with these like-minded countries in the region;”
그러면서 “유럽연합은 이 지역 내 같은 생각을 가진 국가들과 안보 협력을 강화하기 위해 노력해야 한다”고 밝혔습니다.
유럽의회가 이날 찬성 338대 반대 86, 기권 122표로 채택한 ‘공동 외교∙안보 정책 이행에 대한 2023 연례 보고서’도 한국 등 인도태평양 국가들과의 협력 강화를 촉구했습니다 .
[보고서] “Encourages closer political ties with like-minded partners, in line with the EU strategy for cooperation in the Indo-Pacific, particularly with Japan, the Republic of Korea, Australia, New Zealand, Taiwan and the ASEAN member states, including on maritime security, non-proliferation and resilience to hybrid threats”
보고서는 “EU의 인도태평양 협력 전략에 따라 같은 생각을 가진 협력국들, 특히 일본, 한국, 호주, 뉴질랜드, 타이완, 아세안 회원국들과의 협력을 장려한다”고 밝혔습니다.
그러면서 협력 분야로 해양 안보, 비확산, 하이브리드 위협을 꼽았습니다.
보고서는 또 “북한에 완전하고 검증가능하며 돌이킬 수 없는 방식으로 대량살상무기와 탄도미사일 프로그램을 포기할 것을 촉구하고, 현재 자행하고 있는 반인도적 범죄를 가장 강력한 용어로 개탄하며 북한 당국이 모든 인권이 존중되고 보호되는 개혁 과정을 밟을 것을 촉구한다”고 밝혔습니다.
또한 북러 밀착에 대해 “유럽연합과 국제사회가 러시아와 북한 간의 군사 협력과 무기 교류를 막아야 할 긴급한 필요성을 강조한다”고 밝혔습니다.
[보고서] “Calls on the DPRK to abandon its weapons of mass destruction and ballistic missile programmes in a complete, verifiable and irreversible manner; deplores, in the strongest possible terms, the ongoing crimes against humanity and urges the country’s authorities to undertake a process of reform whereby all human rights are respected and protected; stresses the urgent need for the EU and the international community to prevent military cooperation and arms exchanges between Russia and the DPRK;”
한편 우르줄라 폰데어라이엔 EU 집행위원장은 이날 표결에 앞서 행한 연설에서 북러 무기 거래를 지적했습니다.
폰데어라이엔 집행위원장은 “우리는 불안한 권위주의자들의 힘과 위험성을 목격하고 있다”고 밝혔습니다.
[녹취: 폰데어라이엔 집행위원장] “We are seeing the potency and the dangers of a rising and disturbing league of authoritarians. North Korea is delivering order after order of ammunition shells to Russia. And Iran is providing attack drones, and crucially also the technology behind them, to inflict untold damage on Ukrainian cities and citizens.”
폰데어라이엔 집행위원장은 “북한은 러시아에 탄약과 포탄을 연이어 전달하고 있고, 이란은 공격용 드론과 기술을 제공하며 우크라이나 도시와 시민들에게 막대한 피해를 입히고 있다”고 지적했습니다.
그러면서 유럽이 궁극적으로 스스로의 안보를 책임져야 한다며, 러시아가 승리하도록 내버려둘 수 없다고 밝혔습니다.
