독일이 18일 완전한 북한 비핵화 의지를 재확인했습니다.
[독일 외무부] “The international community has been strongly concerned about the DPRK’s illegal nuclear activities for many years. The DPRK is the only country that has carried out nuclear tests in the 21st century, flagrantly violating the prohibition of nuclear testing. Reports by the UN Panel of Experts have documented that the DPRK is producing fissile material for weapons purposes - a blatant violation of numerous UNSC Resolutions that call on the DPRK to dismantle its nuclear weapons program and discontinue all its nuclear activities. The DPRK’s defiance of UNSC Resolutions and its repeated, escalatory announcements about the growth of its nuclear arsenal are a cause of great concern for the security and stability on the Korean peninsula and the whole region. We will never accept the DPRK as a nuclear weapon state, and will continue to work with our partners to achieve the complete, verifiable and irreversible dismantlement of the DPRK’s nuclear program.”
독일 외무부 대변인은 최근 북한이 고농축 우라늄 생산시설을 처음으로 공개한 데 대한 VOA의 논평 요청에 “북한은 핵실험 금지를 노골적으로 위반하면서 21세기에 핵실험을 실시한 유일한 국가”라고 지적했습니다.
이어 “유엔 전문가패널 보고서에 따르면 북한은 무기를 목적으로 핵분열 물질을 생산하고 있다”며 “이는 북한에 핵무기 프로그램 해체와 핵 활동 중단을 촉구하는 다수의 유엔 안보리 결의를 노골적으로 위반하는 행위”라고 비판했습니다.
독일 외무부 대변인은 아울러 “북한이 유엔 안보리 결의를 무시하고 핵무기 증강에 대해 반복적이고 단계적으로 확대되는 발표를 하는 것은 한반도와 역내 전체 안보 및 안정에 대한 중대한 우려의 원인”이라고 덧붙였습니다.
그러면서 “우리는 북한을 핵무기 보유국으로 절대 인정하지 않을 것이며, 북한 핵 프로그램에 대한 완전하고 검증 가능하며 되돌릴 수 없는 폐기를 달성하기 위해 파트너들과 계속 협력해 나갈 것”이라고 강조했습니다.
앞서 북한은 지난 13일 ‘조선중앙통신’ 등을 통해 핵탄두를 만드는데 사용하는 고농축 우라늄 생산시설을 공개했습니다.
북한은 2010년 핵 물리학자인 미국의 지그프리드 해커 박사를 초청해 평안북도 영변 핵 시설 내 우라늄 농축시설을 보여준 바 있지만 이를 대외에 직접 공개한 건 처음입니다.
