미한일 외교차관이 북한의 유엔 안보리 결의 위반을 강력히 규탄했습니다. 납북자와 억류자, 미송환 국군포로 문제에 대한 즉각적인 해결도 북한에 촉구했습니다. 함지하 기자가 보도합니다.
미한일 외교차관은 16일 “유엔 안보리 결의에 따른 한반도의 완전한 비핵화를 위한 공약을 재확인했다”고 밝혔습니다.
커트 캠벨 미 국무부 부장관과 김홍균 한국 외교부 제1차관, 오카노 마사타카 일본 외무성 사무차관은 이날 서울에서 차관협의회를 개최한 뒤 발표한 공동성명에서 “북한이 적대적 수사를 지속하고 핵‧탄도미사일 개발과 탄도미사일 발사 및 여타 도발 행위를 계속함으로써 다수의 유엔 안보리 결의 위반을 지속하고 있는 것을 강력히 규탄했다”며 이같이 말했습니다.
[공동성명] “The Vice Ministers and the Deputy Secretary strongly condemned the Democratic People’s Republic of Korea’s continued belligerent rhetoric and violations of multiple United Nations Security Council (UNSC) resolutions through continued development of its nuclear and ballistic missile programs as well as ballistic missile launches and other provocative actions. They reaffirmed their commitment to the complete denuclearization of the Korean Peninsula in accordance with UNSC resolutions. The Deputy Secretary reiterated that the United States’ commitments to the defense of the ROK and Japan are ironclad, and reaffirmed the United States’ commitment to strengthen extended deterrence provided through the ROK-U.S. Alliance and the Japan-U.S. Alliance.”
특히 “캠벨 부장관은 한국과 일본에 대한 미국의 방위공약이 철통같음을 재강조했으며, 미한동맹과 미일동맹을 통한 미국의 확장억제 강화 의지를 재확인했다”고 공동성명은 전했습니다.
아울러 “차관들은 자유, 평화, 번영의 한반도를 위한 윤석열 대통령의 비전에 대한 지지를 분명히 하고, 자유롭고 평화로운 통일 한반도에 대한 지지를 재확인했다”면서 “북한 인권 증진을 위한 협력 강화 공약도 확인했다”고 밝혔습니다.
[공동성명] “The Vice Ministers and the Deputy Secretary acknowledged their support for President Yoon’s vision of a free, peaceful and prosperous Korean Peninsula and reiterated their support for a unified Korean Peninsula that is free and at peace. The Vice Ministers and the Deputy Secretary reaffirmed their commitment to strengthening cooperation to promote human rights in the DPRK and called for the immediate resolution of the issues of abductees, detainees, and unrepatriated prisoners of war.”
또한 “납북자와 억류자, 미송환 국군포로 문제의 즉각적 해결을 촉구했다”고 강조했습니다.
북러 군사협력 심화에도 심각한 우려 표명
북러 무기 거래에 대한 우려도 공동성명에 담았습니다.
공동성명은 “차관들은 관련 유엔 안보리 결의들을 위반하는 무기 이전을 포함한 북러 군사협력 심화에 대한 심각한 우려를 표명했다”며 “북한의 불법적인 대량살상무기 및 탄도미사일 프로그램에 자금 지원을 위한 불법 무기이전, 악성 사이버 활동, 해외 노동자 파견에 대한 심각한 우려를 표명하고, 이를 저지하기 위한 3자간 노력을 계속해 나가기로 했다”고 확인했습니다.
[공동성명] “The Vice Ministers and the Deputy Secretary expressed grave concern over deepening military cooperation between the DPRK and Russia, including arms transfers in violation of relevant UNSC resolutions. They expressed their grave concern over the DPRK’s illicit arms transfer, malicious cyber activities, and dispatch of workers abroad to fund its unlawful weapons of mass destruction and ballistic missile programs, and decided to continue our trilateral efforts focused on combatting them.”
이와 더불어 유엔 안보리 대북제재 결의에 대한 위반과 회피, 국제 비확산체제 약화 시도에도 단호히 대응하기로 했다고 덧붙였습니다.
또한 미국과 한국, 일본이 유엔 안보리 이사국으로 활동 중인 만큼 차관들은 “국제 평화와 안보 유지를 위한 안보리의 일차적 책임을 다하기 위해 함께 협력하기로 약속했다”고 공동성명은 전했습니다.
그 밖에 차관들은 “인도태평양 수역에서의 일방적 현상변경 시도와 남중국해에서의 불법적 해상 영유권 주장을 반대하는 것의 중요성을 인식했다”며 간접적으로 중국을 겨냥했습니다.
