아세안지역안보포럼 외교장관들이 급증하는 북한의 탄도미사일 발사가 역내 평화를 위협한다고 비판했습니다. 완전하고 검증가능하며 되돌릴 수 없는 한반도 비핵화에 대한 국제사회의 노력도 지지했습니다. 안소영 기자가 보도합니다.
인도네시아 자카르타에서 지난 14일 만난 아세안지역안보포럼(ARF) 외교장관들이 점증하는 북한의 위협에 대한 우려를 나타내며 평화적 대화의 중요성을 강조했습니다.
아세안 의장국인 인도네시아는 17일 공개한 제30차 아세안지역안보포럼(ARF) 의장성명에서 북한과 관련해 “이번 회의는 지난 7월 12일 북한의 탄도미사일 발사에 대한 우려를 표명했다”고 밝혔습니다.
[의장성명] “The Meeting expressed concerns over launch of the ballistic missiles by the Democratic People’s Republic of Korea (DPRK) on 12 July 2023. The Meeting stressed the importance of continued peaceful dialogue among all concerned parties in order to realise lasting peace and stability in a denuclearised Korean Peninsula. The recent surge in the DPRK’s intercontinental ballistic missile testing and ballistic missile launches and resulting tensions in the Korean Peninsula are a worrisome development that threatens peace and stability in the region. “
이어 “비핵화된 한반도에서 항구적인 평화와 안정을 실현하기 위해 모든 관련 당사국들 간의 지속적인 평화적 대화의 중요성을 강조했다”고 덧붙였습니다.
그러면서 “최근 북한의 대륙간탄도미사일 시험과 탄도미사일 발사의 급증과 그에 따른 한반도 긴장은 역내 평화와 안정을 위협하는 우려스러운 상황”이라고 지적했습니다.
의장성명은 “이번 회의는 모든 관련 당사국들이 평화적 대화를 재개하고 비핵화된 한반도의 항구적 평화와 안정 실현을 위해 계속 노력할 것을 촉구했다”고 설명했습니다.
아울러 “이번 회의는 모든 관련 유엔 안보리 결의의 완전한 이행에 대한 약속을 재확인하고 한반도의 완전하고 검증가능하며 불가역적인 비핵화를 평화적 방식으로 이뤄내기 위한 국제적 노력에 주목했다”고 밝혔습니다.

Korean Peninsula. The Meeting reiterated commitment to the full implementation of all relevant UN Security Council Resolutions and noted international efforts to bring about the complete, verifiable, and irreversible denuclearisation of the Korean Peninsula in a peaceful manner. ”Different views were expressed at the Meeting on the root causes of the tensions. Diplomatic efforts, including the creation of a conducive environment for peaceful dialogue among all concerned parties should remain a priority.”
이와 함께 “이번 회의에서는 한반도 긴장의 근본 원인에 대한 다양한 견해가 표명됐다”고 의장성명은 설명했습니다.
그러면서 “모든 관련 당사자 간의 평화적 대화에 도움이 되는 환경 조성을 포함한 외교적 노력이 우선순위로 유지해야 한다”고 강조했습니다.
성명은 이어 “이번 회의는ARF와 같은 아세안 주도 플랫폼을 활용한 관련 당사자들간의 평화로운 대화 분위기 조성을 포함해 건설적인 역할에 나설 준비가 돼 있다는 점을 거듭 강조했다”고 설명했습니다.
[의장성명]”The Meeting reiterated readiness to play a constructive role, including through utilising ASEAN-led platforms such as the ARF in promoting a conducive atmosphere for peaceful dialogue amongst the concerned parties. Some Ministers emphasised the importance of addressing issues of humanitarian concerns of the international community, including the immediate resolution of the abductions and detainees' issues.”
또한 “일부 장관들이 북한에 의한 납치와 억류자 문제 등 인도주의적 문제 해결의 중요성을 지적했다”고 성명은 덧붙였습니다.
ARF는 북한이 참여하는 유일한 역내 다자안보협의체로, 역내 정치와 안보 문제를 논의하기 위해 1994년 결성됐습니다.
