미 국방부가 북한의 도발에 맞선 미한일 3국 정보 공유 강화의 중요성을 강조했습니다. 북한의 위성 발사 통보와 관련해서는 한국, 일본과 긴밀히 협력해 대응하겠다는 입장을 밝혔습니다. 이조은 기자입니다.
패트릭 라이더 미 국방부 대변인은 22일 미한일 3국이 정상회의에서 정보 공유 강화에 합의한 데 대해 “이는 북한의 도발에 맞서 역내 3국 안보 협력을 강화하고 향후 정보 공유 및 정책 공조를 개선할 것”이라고 밝혔습니다.
[녹취:라이더 대변인] “On enhanced information sharing our three countries will leverage existing secure lines of communications and we continue building and institutionalizing our respective communication channels. This will enhance our trilateral security cooperation in the region in the face of North Korean provocations, and improve information sharing and policy coordination in the future. All of these agreements underscore that our relationships with Japan and the ROK are stronger than ever… Our leaders committed to a multi-year trilateral framework that includes annual multi-domain trilateral exercises…On Ballistic Missile Defense our three countries will activate by the end of this year, a data sharing mechanism to exchange real time missile warning data that will improve mutual detection and assessment of DPRK missile launches. "
라이더 대변인은 이날 정례브리핑에서 미한일 정상이 최근 합의한 정보 공유 강화와 관련해 “3국은 기존의 안보 통신선을 활용해 각국의 통신 채널을 계속 구축하고 제도화할 것”이라며 이같이 밝혔습니다.
라이더 대변인은 미한일 정상이 합의한 ‘3국 연합훈련 정례화’와 ‘탄도미사일 방어 관련 실시간 정보공유 시스템의 연내 가동’ 등을 언급하며 “이 모든 합의는 일본 및 한국과의 관계가 그 어느 때보다 강력하다는 것을 강조한다”고 밝혔습니다.
특히 “3국 정상이 연례 다영역 훈련 등 다개년 3국 프레임워크에 합의했다”는 점을 거론했습니다.
아울러 “탄도미사일 방어와 관련해 세 나라는 북한 미사일 발사에 대한 상호 탐지 및 평가를 개선하기 위해 실시간 미사일 경보 데이터를 교환하는 데이터 공유 메커니즘을 올해 말까지 활성화할 것”이라고 밝혔습니다.
미한일 해군이 지난달 16일 한반도 인근 해상에서 연합 탄도미사일 방어 훈련을 했다.
북한의 위성 발사 통보와 관련해서는 한국, 일본과 협력해 대응할 것이라는 점을 강조했습니다.
라이더 대변인은 “관련 보도를 봤다”면서 “우리가 무엇을 추적하고 있는지 혹은 추적하지 않고 있는지에 대한 정보를 구체적으로 언급하지는 않겠지만, 항상 그래왔듯이 우리는 북한이 주장하는 우주 프로그램을 포함한 북한의 계속되는 도발에 맞서 동맹인 일본 , 한국과 함께 할 것”이라고 말했습니다.
[녹취:라이더 대변인] “So, certainly seen those reports. I'm not going to get into specifics in terms of intelligence on what we may or may not be tracking. I will say that, as always, we will stand with our Japanese and our ROK allies in the face of North Korea's continued provocations to include their claimed space program. So we're going to take all necessary measures to ensure that the security of our homeland and the defense of our allies continues…I'm not going to get into hypotheticals at this point, other than to say, again, we’re aware of those reports. We will continue to remain in close contact and communication with our allies in the region.”
그러면서 “우리는 미 본토의 안보와 동맹국 방어를 보장하기 위해 필요한 모든 조치를 취할 것”이라고 밝혔습니다.
이어 북한 위성 발사의 유엔 안보리 결의 위반 여부와 관련 대응 조치를 묻는 질문에 “가정 상황에 대해 언급하지 않겠다”며 우리는 역내 동맹국들과 긴밀한 접촉과 소통을 계속 유지할 것”이라고 거듭 강조했습니다.
북한이 선제 핵 공격을 거론하고 미한일 3국 정상회의를 비난한 데 대해서는 미국의 역내 활동과 관여는 모두 역내 안보와 안보를 위한 것이라는 점을 강조했습니다.
[녹취:라이더 대변인] “Well, again, our focus is on security and stability in the Indo Pacific. Region, ensuring that that we can work together for our mutual defense. And so any exercises, any summits are predicated towards those efforts. The provocative language coming out of North Korea is, of course, dangerous and as you've heard, this building and others to include the White House say, we certainly would be willing to engage in dialogue with North Korea with no preconditions. And so we'll continue to maintain that stance but to this point, they have not agreed to do that… the US will continue to fly, operate and sail in international airspace and waters wherever international law allows.”
라이더 대변인은 “우리는 상호 방위를 위해 함께 협력할 수 있도록 보장하면서 인도태평양 지역의 안보와 안정에 초점을 맞추고 있다”며 “따라서 모든 훈련과 정상회담은 이런 노력을 전제로 한다”고 밝혔습니다.
이어 “북한에서 나오는 도발적인 언사는 위험하다”며 “백악관 등 여러 부처를 통해 언급됐듯이 우리는 전제 조건 없이 북한과 대화할 의향이 있고 우리는 그 입장을 계속 유지할 것이지만 현재까지 그들(북한)은 그렇게 하는 데 동의하지 않았다”고 설명했습니다.
또한 북한이 미국의 핵잠수함 등 전략자산의 한반도 전개를 비난한 데 대해서는 “미국은 국제법이 허용하는 국제 영공과 영해 등 모든 곳에서 비행과 작전, 항해를 계속할 것”이라고 밝혔습니다.
라이더 대변인은 북한의 대륙간탄도미사일(ICBM) 발사 가능성이 계속 제기되는 가운데 미한일 3국 정상이 이번 회의에서 합의한 ‘핫라인’ 신설의 구체적 시점과 운용에 대해서는 “(3국 합의의) 자세한 내용은 추후에 나올 것”이라고 답했습니다.
[녹취:라이더 대변인] “We'll have more details to follow up on those in the days ahead. How does it work right now? We have multiple means of communication with the Republic of Korea and Japan and our other allies in the region… the intent here is to ensure that we can increase and expedite any communication in the event that there is potential crisis situation, most notably from a trilateral standpoint.”
또한 3국 ‘핫라인’ 작동 상황에 대해 “우리는 한국과 일본, 그리고 역내 다른 동맹국들과 다양한 소통 수단을 갖고 있다”고 밝혔습니다.
그러면서 “중요한 것은 잠재적인 위기 상황이 발생할 경우 특히 3국 관점에서 소통을 강화하고 신속하게 할 수 있도록 하는 것”이라고 강조했습니다.
라이더 대변인은 무단 월북한 미군 트래비스 킹 이병을 전쟁포로(POW)로 분류하는 문제에 대해서는 “현재로서 킹 이병의 신분에는 변화가 없다”고 밝혔습니다.
[녹취:라이더 대변인] “I will tell you, there has been no change in status for private King right now. And you know, those regulations that you will refer to our regulations that pertain to your normal situation this is not a normal situation clearly. So, from a DOD from a US government standpoint, our focus remains on the safety and security of private King and trying to get him home…I don't have any updates to provide in terms of any communication, nothing new to report on that front. But again, we will continue to do everything we can to to learn about his status and bring him home safely.
이어 전쟁포로 분류 규정은 정상적인 상황에서 적용되지만 킹 이병의 사례는 분명히 정상적인 상황이 아니라며 “국방부와 정부의 입장에서는 킹 이병의 안전과 보안에 초점을 맞추고 그를 집으로 데려오는 데 주력하고 있다”고 밝혔습니다.
라이더 대변인은 “(북한 측과의) 소통과 관련해 제공할 새로운 정보가 없다”며 “우리는 킹 이병의 상태를 파악하고 안전하게 집으로 데려오기 위해 최선을 다할 것”이라고 강조했습니다.
