유럽연합과 영국 프랑스, 독일 등 유럽 주요국이 엿새 만에 재개된 북한의 미사일 발사를 강력하게 규탄했습니다. 북한에 도발을 멈추고 유엔 안보리 결의를 준수하라고 촉구했습니다. 안소영 기자가 보도합니다.
유럽연합(EU)이 18일 “북한의 오늘 다수의 탄도미사일 발사를 규탄한다”고 밝혔습니다.
[EU 대변인] “The EU condemns today’s launch of multiple ballistic missiles. This raises tensions on the Korean Peninsula and risks escalation. The DPRK must immediately comply with UN Security Council resolutions by abandoning all its nuclear weapons, other weapons of mass destruction, ballistic missile programmes and existing nuclear programmes, in a complete, verifiable and irreversible manner and cease all related activities. The EU urges the DPRK to engage in meaningful dialogue with all relevant parties to build a basis for sustainable peace and security and to take steps aimed at pursuing the complete, verifiable, irreversible denuclearisation of the Korean Peninsula.”
EU 대변인은 북한이 엿새 만에 또다시 단거리 탄도미사일 여러 발을 발사한 데 대한 VOA의 논평 요청에 “이는 한반도의 긴장을 고조시키고 위험을 높인다”면서 이같이 말했습니다.
그러면서 “북한은 모든 핵무기와 기타 대량살상무기, 탄도미사일 프로그램 및 기존 핵 프로그램을 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 포기하고 모든 관련 활동을 중단함으로써 유엔 안보리 결의를 즉각 준수해야 한다”고 강조했습니다.
이어 “EU는 북한이 지속 가능한 평화와 안보의 기반을 구축하고, 한반도의 완전하고 검증 가능하며 되돌릴 수 없는 비핵화를 추구하기 위한 조치를 취하기 위해 모든 관련 당사국과 의미 있는 대화에 나설 것을 촉구한다”고 덧붙였습니다.
영·프·독 “한반도와 역내 평화 안보 위협”
독일도 18일 “북한의 불법적인 단거리 탄도미사일 발사를 가장 강력한 용어로 규탄한다”고 밝혔습니다.
[독일 외무부] “We condemn in the strongest possible terms today’s illegal test of several short-range ballistic missiles by North Korea. This test is a further serious violation of the conditions set out in the relevant United Nations Security Council resolutions and is a blatant threat to security both on the Korean Peninsula and in the entire region.”
독일 외무부는 이날 VOA의 관련 논평 요청에 이같이 말하고 “이번 시험발사는 유엔 안보리 결의에 명시된 조건을 더욱 심각하게 위반하는 것이자 한반도와 역내 전체의 안보를 노골적으로 위협하는 것”이라고 지적했습니다.
프랑스는 이날 성명을 내고 “9월 18일 북한의 다수의 단거리 탄도미사일 발사를 강력히 규탄한다”며 “이는 유엔 안보리 결의에 대한 또 다른 위반”이라고 지적했습니다.

이어 이번 발사는 북한이 지난 9월 12일 여러 발의 미사일을 발사한 후 며칠 만에 이뤄졌다고 상기하고 “프랑스는 한국 및 일본과의 완전한 연대를 약속한다”고 강조했습니다.
[프랑스 외무부 성명] “France utterly condemns North Korea’s September 18th launch of multiple short-range ballistic missiles – a further violation of UN Security Council resolutions. This comes several days after a previous launch of multiple missiles on September 12. France assures the Republic of Korea and Japan of its full solidarity. France urges North Korea to immediately cease its destabilizing actions, comply with its international obligations without delay, and return to the negotiating table so that it can engage in a process leading to the complete, verifiable, irreversible dismantlement of its nuclear and ballistic programs. France and its partners remain fully committed to ensuring the implementation of relevant UN Security Council resolutions and encourage dialogue among all the parties.”
그러면서 “프랑스는 북한이 불안정을 조성하는 행동을 즉각 중단하고, 지체 없이 국제 의무를 준수하며, 협상 테이블로 복귀해 완전하고 검증 가능하며 되돌릴 수 없는 핵 및 탄도미사일 프로그램 폐기로 이어지는 과정에 참여할 것을 촉구한다”고 덧붙였습니다.
또한 “프랑스와 그 파트너들은 관련 유엔 안보리 결의에 대한 이행을 보장하고 모든 당사국 간의 대화를 독려하는 데 전념하고 있다”고 말했습니다.
영국 외무부는 이날 성명을 통해 “9월 18일 북한의 탄도미사일 발사는 여러 유엔 안보리 결의를 위반한 또 다른 사례”라고 밝혔습니다.
[영국 외무부 성명] “North Korea’s ballistic missile launches on 18 September are another breach of multiple UN Security Council resolutions (UNSCRs). Unlawful ballistic missile launches continue to destabilise the peace and security of the Korean Peninsula. The UK strongly urges North Korea to stop such provocations, to engage in meaningful diplomacy and accept offers of dialogue.”
그러면서 “불법적인 탄도미사일 발사는 한반도의 평화와 안보를 계속 불안정하게 만든다”고 지적하고 “영국은 북한이 이 같은 도발을 중단하고 의미 있는 외교에 관여하고 대화 제의를 받아들일 것을 강력히 촉구한다”고 덧붙였습니다.

앞서 한국 합동참모본부는 북한이 한반도 시각 18일 오전 6시 50분경 평안남도 개천 일대에서 동북 방향으로 단거리 탄도미사일 수 발을 발사했다고 밝혔습니다.
북한의 탄도미사일 발사는 지난 12일 이후 6일 만입니다.
또한 지난 13일, 김정은 국무위원장이 핵탄두 제조에 사용되는 고농축 우라늄(HEU) 제조 시설을 방문한 장면을 관영매체를 통해 공개한 이후 5일 만입니다.
