국무부가 일본 상공을 통과한 북한의 중거리 탄도미사일 발사를 비난하고, 북한의 조건 없는 대화 복귀를 촉구했습니다. 한국과 일본에 대한 미국의 방위 공약이 여전히 철통같다는 점도 거듭 강조했습니다. 함지하 기자가 보도합니다.
국무부는 북한의 이번 중거리 탄도미사일 발사를 용납 못할 위협으로 규정하며 강도 높게 규탄했습니다.
베단트 파텔 국무부 수석부대변인은 4일 정례브리핑에서 북한의 이날 탄도미사일 발사와 관련해 “우리는 일본 국민들에게 용납될 수 없는 위협을 가한 이번 발사의 구체적 성격을 평가 중”이라고 말했습니다.
[녹취: 파텔 부대변인] “So, we're still assessing the specific nature of this recent launch, which again posed an unacceptable threat to the Japanese public. As you noted at the beginning of your question this is the 39th ballistic missile that the DPRK has launched in 2022. And this kind of continued action not only is it unlawful it is destabilizing to the region and the whole international community. And we continue to condemn this kind of testing and this kind of activity.”
또한 “이번 발사는 2022년 북한이 발사한 39발째 탄도미사일”이라며 “이처럼 지속되는 행동은 불법일 뿐 아니라 역내와 국제사회 전체를 불안정하게 만든다”고 비판했습니다.
그러면서 “우리는 이런 종류의 실험과 활동을 계속 규탄한다”고 거듭 강조했습니다.
파텔 부대변인은 북한의 탄도미사일 발사 이후 미일 정상과 미한일 외교장관의 전화 회동이 이뤄진 것과 별도로 웬디 셔먼 부장관과 성 김 국무부 대북특별대표도 한국과 일본 당국자와 대화했다고 확인했습니다.
이어 “한 걸음 물러서 국무장관과 다른 행정부 관리들의 회동이 강조한 내용을 다시 짚어보고 싶다”며 “이는 우리가 일본 상공을 통과한 위험하고 무모한 장거리 탄도미사일 발사를 비난한다는 점과 이것이 일본 국민들에게 용납될 수 없는 위협이라는 점”이라고 강조했습니다.
[녹취: 파텔 부대변인] “So, Deputy Secretary Sherman and Special Representative Kim had a chance to speak with their counterparts as well. But beyond that, I want to take a little bit of a step back and reiterate what you saw the secretary and some of the communications coming from the administration have reiterated which is that we condemn this dangerous and reckless launch of a long range ballistic missile that flew over Japan and it posed an unacceptable threat to the Japanese public. This action is a clear violation of multiple resolutions adopted by the U.N. Security Council. And it again demonstrates the threat that the DPRK holds, both as it relates to its unlawful weapons of mass destruction program but also its ballistic missile program and the threat that it poses to its neighbors as well.
특히 “이번 행동은 유엔 안보리가 채택한 여러 결의에 대한 명백한 위반”이라며 “이는 북한이 불법 대량살상무기 프로그램뿐 아니라 탄도미사일 프로그램으로 제기하는 위협과 이웃 국가들에 가하는 위협을 다시금 보여준다”고 지적했습니다.
파텔 부대변인은 “우리는 국제사회와 함께 북한이 추가 도발을 자제하고 지속적이고 실질적인 대화에 나설 것을 촉구한다”고 말했습니다.
[녹취: 파텔 부대변인] “Together with the international community, we call on the DPRK to refrain from further provocations and to engage in sustained and substantive dialogue. We continue to consult closely with our allies, as is evidenced by the number of high level communications that have happened from across the interagency with their counterparts. And I'd also reiterate that our commitments to Japan and the Republic of Korea are ironclad.”
이어 “각급에서 진행된 여러 부처 간 고위급 대화가 증명하듯 우리는 계속해서 우리의 동맹과 긴밀히 협의하고 있다”며 “일본과 한국에 대한 우리의 공약이 철통같다는 점도 거듭 강조한다”고 파텔 부대변인은 밝혔습니다.
파텔 부대변인은 구체적인 대응 방안에 대해선 말을 아끼면서 전제조건 없는 북한과의 대화 방침은 유효하다고 강조했습니다.
[녹취: 파텔 부대변인] “Absolutely, so our position on diplomacy and dialogue has not changed and it remains the same, and frankly this action underscores the urgent need for dialogue and diplomacy. I'll also note that our ultimate goal here which is the complete denuclearization of the Korean Peninsula, has not changed either. And we remain prepared to engage in serious and sustained diplomacy to make tangible progress towards these goals. And we continue to be prepared to meet with the DPRK without preconditions. But it's unfortunate that these efforts towards diplomacy and outreach has not responded, they have not reacted, similarly.”
“대화와 외교에 대한 미국의 입장은 변하지 않고 동일하며, 솔직히 이번 (북한의) 행동은 대화와 외교의 시급성을 강조한다”는 설명입니다.
그러면서 “한반도의 완전한 비핵화라는 우리의 궁극적인 목표도 바뀌지 않았다”며 “이런 목표를 향한 가시적인 진전을 이루기 위해 우리는 진지하고 지속적인 외교를 할 준비가 돼 있다”고 덧붙였습니다.
이어 “우리는 계속해서 북한과 전제조건 없이 만날 준비가 돼 있다”면서도 “하지만 외교와 접촉에 대한 이런 노력이 응답받지 못하고, 그들이 반응을 보이지 않는 것은 유감”이라고 말했습니다.
