백악관 “북한 도발에 지속적으로 우려…전제조건 없는 대화 제안 유지”

북한이 서해 북방한계선(NLL)을 침범하고 방사포를 발사하는 등 도발을 계속하고 있는데 대해 백악관 고위 당국자가 우려를 나타냈습니다. 한국과 일본에 대한 방위 공약을 거듭 강조하는 한편 북한과 전제조건없이 대화할 의향이 있다는 점도 재확인했습니다. 조상진 기자가 보도합니다.

백악관 국가안보회의(NSC)의 존 커비 전략소통조정관이 24일 북한의 도발 고조에 대한 우려를 나타냈습니다.

커비 조정관은 이날 화상 브리핑에서 북한이 서해 북방한계선(NLL)을 침범하고 위협 사격을 하는 등 도발 수위를 높이고 있는데 대한 미국 정부의 입장을 묻는 질문에 “우리는 북한의 도발에 대해 지속적으로 우려해 왔다”며 “북한이 지난 몇 주 동안 미사일 발사를 가속화했기 때문만은 아니다”라고 덧붙였습니다.

[녹취: 존 커비 NSC 조정관] “We've been consistently concerned about North Korean provocations. It's not just because they've accelerated missile launches in the last few weeks. It's been a consistent concern of ours which is why several months ago again, we added some intelligence capabilities off the off the Korean peninsula to help us get a better insight. It's why we have conducted and will continue to conduct bilateral and trilateral exercises with the Japanese and the South Koreans. And it's why we continue to engage the international community inside the UN to try to hold the North accountable through the additional economic means. I think I can say squarely that the level of concern we have over reactions from Pyongyang has been again, consistent and serious.”

커비 조정관은 “그것은 우리의 지속적인 우려였다”며 “우리가 더 나은 통찰력을 얻을 수 있도록 몇 달 전 한반도 근해에서 몇 가지 정보 역량을 추가한 것도 그 때문”이라고 설명했습니다.

이어 “이것이 우리가 일본, 한국과의 양자 및 3자 훈련을 실시했고 앞으로도 계속해야 할 이유”이자 “유엔 내 국제사회와 관여해 추가적인 경제적 수단을 통해 북한에 책임을 묻기 위해 노력하는 이유”라고 말했습니다.

그러면서 “북한의 반응에 대한 우리의 우려 수준은 일관되고 진지했다고 다시 한번 분명히 말할 수 있다”고 강조했습니다.

커비 조정관은 “우리는 한반도와 역내 안보에 걸린 이해관계를 이해하고 있다”고 강조하며, 한국과 일본이 조약 동맹국이라는 점을 지적했습니다.

[녹취: 커비 조정관] We understand the stakes there for security on the peninsula, as well as in the region. And that is why not only have we endeavored to improve our military and defensive capabilities, I mean we have these the Japanese and the South Koreans are treaty allies. This isn't a handshake deal. We actually have treaty commitments to defend of the Korean peninsula to Japan and we take that extraordinarily seriously.

커비 조정관은 “이는 단순한 구두계약이 아니다”라며 “우리는 실제로 한반도와 일본 방어를 위한 조약을 맺고 있고, 그것을 매우 심각하게 받아들이고 있다”고 말했습니다.

커비 조정관은 또한 미국 정부는 한반도 비핵화에 대해 논의하기 위해 전제조건없이 김정은 북한 국무위원장과 마주 앉을 용의가 있다는 점을 분명히 밝혀온 사실을 상기시키면서 “그 제안은 오늘도 유효하다”고 말했습니다.

[녹취: 커비 조정관] “But it's also why we made it clear that we are willing to sit down with Kim Jong Un without preconditions to talk about denuclearization of the peninsula. And that offer stands today. No preconditions, we are willing to sit down and start to have a dialogue. Mr. Kim has proven unwilling to take us up on that offer. And so absent the opportunity to sit down and talk about it, we've got to make sure we are ready to defend against.”

그러나 “김 위원장은 그 제안을 받아들일 의사가 없음을 입증했다”면서 “마주 앉아 그것(한반도 비핵화)에 대해 이야기할 기회를 갖지 못한 상황에서 우리는 방어할 준비가 돼 있는지 확실히해야 한다”고 준비태세의 중요성을 강조했습니다.

커비 조정관은 또 북한의 7차 핵실험 감행 가능성과 관련한 질문에 대해서는 국제적 동맹, 파트너들과 함께 북한의 도발과 유엔 안보리 결의 위반에 대해 책임을 묻기 위해 계속 노력할 것이라고 답했습니다.

[녹취: 커비 조정관] “What I can tell you is that we're gonna continue to make sure that with our international allies and partners, we can lead North Korea accountable for these provocations and these violations of UN Security Council Resolution. Number two, we're going to make sure we continue to improve our intelligence collection capabilities, which we have already started to do. And we're going to make sure that we've got the resources and the defensive capabilities that we need to defend our national security interests on the peninsula and in the region. And that includes continuing to improve our cooperation with the South Koreans, and Japanese bilaterally and trilaterally.”

아울러 “이미 시작한 정보 수집 능력을 지속적으로 향상시키고, 한반도와 역내에서 우리의 국가 안보 이익 수호를 위해 필요한 자원과 방어 능력을 확보할 것”이라면서 “그것은 한국, 일본과의 양자 및 3자 협력을 계속 증진하는 것도 포함한다”고 덧붙였습니다.

커비 조정관은 북한이 7차 핵실험을 감행해도 미국 정부의 대화를 통한 외교적 접근법이 계속 유지될 것인지를 묻는 질문에는 “가정적으로 말하지 않겠다”며 즉답을 피한 채 바이든 행정부의 대북 원칙을 다시 확인했습니다.

[녹취: I'm not gonna get into hypotheticals, as we said that they can conduct one at any time. I will just tell you that the offer stands that we are willing to sit down with them without preconditions.”

커비 조정관은 “우리가 언급했듯이 북한은 언제든지 핵실험을 실시할 수 있다”면서 “우리가 전제조건없이 그들과 마주 앉을 수 있다는 제안은 여전히 유효하다”고 거듭 강조했습니다.
