백악관 커비 조정관 “김정은 ‘핵 무력 추구’ 예의주시…미한일 군사협력 강화 모색” 

미국은 북한 정권의 핵 무력 추구를 면밀히 주시하며 미한일 군사협력 강화를 계속 모색할 것이라고 백악관 고위관리가 밝혔습니다. 또 미국은 북한 비핵화를 위한 외교를 여전히 원하지만 북한이 반대 방향으로 가고 있다고 지적했습니다. 박형주 기자가 보도합니다.

백악관은 다음 주 열리는 미일 정상회담에서 북한의 긴장 고조 행위에 대응한 미한일 군사협력 강화 방안 등을 논의할 것이라고 밝혔습니다.

존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 4일 온라인 브리핑에서 ‘바이든 대통령과 기시다 후미오 일본 총리가 다음 주 정상회담에서 북한의 핵 위협에 대응한 모의훈련(TTX) 방안을 논의하느냐’는 질문에 "회담 결과에 대해 예단하지 말자"면서 이같이 말했습니다.

[녹취: 커비 조정관] "You saw that the Japanese rewrote their initiative new national security strategy, which we we allotted and welcomed appropriately so as it demonstrates Japan's renewed commitments to not only this terrific alliance that we have with them, but to greater regional security. It gives them more opportunities to contribute more security than their previous national security strategy did..

커비 조정관은 일본의 최근 국가안보전략 개정을 언급하며 이는 "우리가 그들과 맺은 훌륭한 미일동맹은 물론 더 큰 역내 안보에 대한 일본의 새로운 약속을 보여주는 것"이라며 "기존 국가안보전략보다 안보에 기여할 수 있는 더 많은 기회를 제공하는 것으로 미국이 환영했다”는 점을 상기했습니다.

그러면서 "평양의 김정은 정권이 긴장을 고조하는 것에 대응해 미국과 일본이 최근 몇 주간 양자 훈련을 진행하는 것을 봤을 것"이라며 "앞으로도 그런 훈련을 계속 볼 것"이라고 말했습니다.

[녹취: 커비 조정관] "you've seen in just recent weeks, some bilateral exercises between the United States and Japan specifically in response to the increased tensions by the Kim regime in Pyongyang I think you're gonna see that continue,I think you're gonna see us continue to look for ways to not only improve our bilateral military cooperation which is already quite extraordinary, but our trilateral military cooperation with Japan, South Korea and United States together and so, you know, stay tuned for more of that coming forward."

이어 "우리가 이미 매우 대단한 양자(미일) 군사협력뿐만 아니라 미한일 3자 군사 협력을 개선할 방안을 계속 모색하는 것을 보게 될 것"이라며 "앞으로 더욱 많은 것들을 기대하라"고 덧붙였습니다.

‘핵탄을 기하급수적으로 증대할 것’이라는 김정은 위원장의 새해 메시지에 대한 질문에는 "정보 평가에 대해서는 공개적으로 언급하지 않을 것"이라면서 "우리는 김정은의 첨단 군사역량 확충과 핵 야망을 긴밀히 주시해왔으며 앞으로도 그렇게 할 것"이라고 답했습니다.

[녹취: 커비 조정관] On Kim's comments about his coming nuclear capabilities. I'm of course, loathe to get into any kind of intelligence assessment here in a public setting So I'm not going to do that. But we have been watching closely and we'll continue to watch closely the Kim pursuit of additional advanced military capabilities and certainly their nuclear ambitions. In that regard and continue to make sure that we are properly postured to defend both our chief alliances in that part of the world, Japan and South Korea but also our greater national security interest in the region and beyond, which is why we've increased our ability to collect intelligence there near and off the peninsula. That's why we've done these additional exercises I was talking about before. It's why we devoted on military capabilities to that part of the world. And we're just going to we're going to continue to focus on that."

또한 이와 관련해 "역내 주요 동맹인 일본과 한국, 그리고 더 넓게는 역내와 그 밖에서 우리의 국가 안보이익을 보호하는데 필요한 적절한 대비태세를 갖추도록 계속 분명히 할 것"이라고 설명했습니다.

그러면서 "그것이 우리가 한반도와 그 주변에서 정보수집 역량을 계속 강화하고 추가 훈련을 진행하며 역내에 군사력을 투입하는 이유"라면서 "우리는 이 부분에 계속 집중할 것"이라고 말했습니다.

커비 조정관은 이어 "북한 비핵화를 향한 외교적 경로를 모색하기 위해 북한과 전제조건 없이 마주앉을 것이라는 우리의 제안은 여전히 유효하다"는 점도 거듭 강조했습니다.

[녹취: 커비 조정관] "the offer still stands for us to be willing to sit down with the North Koreans without precondition to find a diplomatic path forward a denuclearization of the of the DPRK. To date they've not taken a step on that of course. Quite the contrary. They seem to be moving in the opposite direction which is why we've got to make sure that we've got the kind of capabilities that the kind of readiness in place to protect our national security interests. And we'll do that

그러나 "지금까지 북한은 그런 경로에 나서지 않으며 오히려 반대 방향으로 움직이는 것 같다"고 지적했습니다.

그러면서 "이것이 우리의 국가 안보 이익을 보호하기 위한 준비태세 등 역량을 갖추고 있는지 분명히 하려는 이유"라면서 "우리는 그렇게 할 것"이라고 거듭 밝혔습니다.

한편 커비 조정관은 윤석열 한국 대통령이 북한이 다시 영토를 침범하는 도발을 하면 9·19 군사합의 효력 정지를 검토하라고 지시한 것에 대한 입장이 있느냐는 질문에는 "입장이 없다"면서 "그건 윤석열 대통령이 이야기할 사안"이라고 언급했습니다.
