미국 정부는 북한의 잠수함 발사 전략순항미사일 발사가 역내 평화와 안정에 위협이 된다며 강하게 비난했습니다. 실기동 훈련이 포함된 미국과 한국의 강화된 연합훈련은 북한이 자초한 것이라고 지적했습니다. 함지하 기자가 보도합니다.
국무부가 북한의 잠수함 발사 전략순항미사일(SLCM) 발사를 규탄했습니다.
네드 프라이스 국무부 대변인은 13일 정례브리핑에서 북한의 SLCM 발사에 대한 논평 요청에 “우리는 북한의 SLCB 발사를 알고 있다”며 “우리가 (북한의) 유사한 행동의 맥락에서 말했듯 이는 역내 긴장을 고조시킬 뿐”이라고 밝혔습니다.
[녹취: 프라이스 대변인] “We're aware of the DPRK submarine launched cruise missile test. As we've said in the context of similar actions, these only serve to heighten tensions in the region. The DPRK's unannounced cruise missile tests are yet another example of DPRK actions that threaten regional peace and stability. They also present an unacceptable safety risk to civil aviation and to maritime operations as well.”
이어 “북한의 예고 없는 순항미사일 시험발사는 역내 평화와 안정을 위협하는 북한 행위의 또다른 사례”라며 “그것들은 민간 항공과 해상 활동에도 용납할 수 없는 안전 위험을 제기한다”고 지적했습니다.
프라이스 대변인은 “우리는 북한이 제기하는 수많은 위협에 대처하고, 이번 행정부 초기에 제시한 공동의 목표인 한반도의 완전한 비핵화를 진전시키기 위해 동맹, 파트너와의 긴밀한 조율에 계속 초점을 맞추고 있다”고 말했습니다.
[녹취: 프라이스 대변인] “We remain focused on close coordination with our allies and partners to address the multitude of threats that's posed by the DPRK and to advance the shared objective that we put forward in the early months of this administration namely the complete denuclearization of the Korean Peninsula. We have had an opportunity in recent weeks to engage in depth with our Japanese allies with our ROK allies. We've had the very happy opportunity to welcome deepened cooperation between those two allies and to make the point that we are going to continue to engage bilaterally but also trilaterally, knowing that the trilateral relationship between the United States between the ROK between Japan, is critical to our shared efforts.”
그러면서 “우리는 최근 몇 주 동안 동맹인 일본, 한국과 깊이 관여할 수 있는 기회를 가졌다”고 강조했습니다.
이어 “이들 두 동맹과 심화된 협력을 환영하고 양자뿐 아니라 3자 간에도 계속 협력할 것이라는 점을 강조할 수 있는 매우 좋은 기회를 가졌다”며 “이는 미국과 한국, 일본 사이의 3국 관계가 우리 공동의 노력에 매우 중요하다는 것을 알았기 때문”이라고 덧붙였습니다.
프라이스 대변인은 “이런 도발을 계속 목격한다면 우리는 북한에 책임을 묻기 위해 인도태평양의 파트너와 협력할 것이고, 대서양의 반대편에 있는 파트너와도 협력할 것”이라고 말했습니다.
[녹취: 프라이스 대변인] “As we continue to see these provocations, we're going to work with our partners in the Indo-Pacific, we're going to work with our partners on the other side of the Atlantic to hold the DPRK accountable. We are going to look at additional ways to do that. Just within recent days you've heard from us on some of the steps that we have taken to clamp down on sanctions evasion and to pursue targets that support the DPRK’s WMD programs. We're also going to continue to make the point and to find ways to reinforce the point that it requires concerted action on the part of, especially, on the part of all members of the UN Security Council, especially permanent members of the U.N. Security Council.”
또한 “그렇게 하기 위한 추가적인 방법도 살펴볼 것”이라며 “최근 며칠 사이 우리가 제재 회피를 단속하고, 북한의 대량살상무기 프로그램을 지원하는 자들을 추적한 사실을 들었을 것”이라고 말했습니다.

프라이스 대변인은 ‘북한이 미한 연합훈련 기간 핵실험을 할 것으로 보느냐’는 추가 질문에도 “7차 핵실험은 그 자체로 역내 평화와 안보에 중대한 위협을 제기할 것”이라며 “전 세계가 대응할 필요가 있을 것”이라고 답했습니다.
[녹취: 프라이스 대변인] “A seventh nuclear test would be a dangerous provocation that would itself constitute a significant threat to peace and security in the region. The entire world would need to respond in a case like that. Countries on the Security Council especially the permanent five, we would expect to see hope to see I should say, concerted action in response to such a destabilizing event.”
그러면서 “우리는 안보리 이사국 중에서도 특별히 5개 상임이사국이 이러한 불안정한 사안에 대응해 공동 행동을 취하는 것을 보길 바란다”고 프라이스 대변인은 말했습니다.
미국과 한국이 5년 만에 실기동 야외훈련을 재개하는 것과 관련한 질문에는 미한 연합훈련은 “오래 지속되고 일상적이며, 방어적인 성격”이라는 기존 입장을 재확인했습니다.
[녹취: 프라이스 대변인] “Look, the exercises that you're referring to are longstanding. They are routine. They are purely defensive in nature. They support the security of both the United States and in this case the ROK. And unfortunately the DPRK has put us in a position to have to reinforce in tangible ways the security commitment that we have. They have made the security environment in Northeast Asia and the broader Indo-Pacific region all the more dangerous, all the more threatening to our deployed troops to Americans in the region and of course to our treaty allies the Japan and the ROK.”
이어 “연합훈련은 미국과 한국의 안보 모두를 지원한다”며 “불행하게도 북한은 우리의 안보 공약을 가시적인 방식으로 강화하도록 만들었다”고 지적했습니다.
또한 “그들(북한)은 동북아시아와 더 넓게는 인도태평양 지역의 안보 환경과 역내 미국인은 물론 우리의 조약 동맹인 일본, 한국을 더 위험에 처하게 만들었다”고 덧붙였습니다.
프라이스 대변인은 “따라서 (연합훈련은) 그런 안보 환경에 따른 것”이라며 “결과적으로 우리는 안보 공약을 지킬 수 있는지 확실히 하기 위해 이를 재확인해야 하는 상황에 놓이게 됐다”고 말했습니다.
[녹취: 프라이스 대변인] “So it is as a result of that security environment. As a result of that we are continually in a position to have to reaffirm that security commitment to make sure that we're able to make good on that commitment. We would much rather be engaging in dialogue and diplomacy and advancing in real ways the vision of the complete denuclearization of the Korean Peninsula.”
그러면서 “우리로서는 대화와 외교에 관여해 한반도의 완전한 비핵화 비전을 실질적으로 진전시키는 게 훨씬 낫다”고 강조했습니다.
