미국과 일본의 유엔 대사가 북한의 최근 대륙간탄도미사일(ICBM) 발사와 관련해 유엔 안전보장이사회 긴급 소집의 필요성을 강조했습니다. 북한의 인권 침해가 국제 평화 및 안보와 밀접하게 연결돼 있다는 점도 지적했습니다. 이조은 기자입니다.
린다 토머스-그린필드 유엔 주재 미국대사가 16일 이시카네 기미히로 유엔 주재 일본대사와 만나 역내에서 계속되는 북한의 도발과 인권 침해, 러시아의 불법적인 우크라이나 재침공과 유엔 안전보장이사회 개혁 등 공동 관심사에 대해 논의했습니다.
유엔 주재 미국대표부 네이트 에반스 대변인은 이날 발표한 성명에서 이같이 밝히며 “양측은 지난 15일 북한의 대륙간탄도미사일(ICBM) 발사 문제를 다루기 위해 유엔 안보리가 긴급 소집돼야 한다는 공동의 희망을 밝혔다”고 전했습니다.
[에반스 대변인] “The two officials discussed areas of shared concern, including the Democratic People’s Republic of Korea’s ongoing provocations in the region and human rights violations, as well as Russia’s illegal reinvasion into Ukraine and UN Security Council reform. They expressed their shared desire for the UN Security Council to convene urgently to address the DPRK’s March 15 intercontinental ballistic missile launch. The Ambassador reiterated that this launch – like the many before it – needlessly raises tensions and risks destabilizing the security situation in the region.”
이어 “토머스-그린필드 대사는 이번 발사가 이전의 많은 발사와 마찬가지로 불필요하게 역내 긴장을 고조시키고 안보 상황을 불안정하게 만들 위험이 있다는 점을 거듭 강조했다”고 덧붙였습니다.
특히 “이번 발사는 북한이 주민들의 복지보다 불법적인 대랑살상무기와 탄도미사일 프로그램을 계속 우선시하고 있음을 보여주는 것이라고 지적했다”고 전했습니다.
[에반스 대변인] “Ambassador Thomas-Greenfield noted that this launch demonstrates that the DPRK continues to prioritize its unlawful WMD and ballistic missile programs over the well-being of its people. To that end, the Ambassador thanked Ambassador Ishikane for Japan’s co-sponsorship of the March 17 Arria-formula meeting, which is intended to address the DPRK’s ongoing human rights violations and abuses, and how they are inextricably linked to the maintenance of international peace and security.”
이어 “토머스-그린필드 대사는 이시카네 대사에게 17일 아리아 포뮬러 회의를 일본이 공동 지지한 데 감사의 뜻을 표했다"며 “이 회의는 북한의 지속적인 인권 침해와 유린, 그리고 이 문제들이 국제 평화 및 안보 유지와 얼마나 밀접하게 연결돼 있는지 다루기 위한 것”이라고 강조했습니다.
유엔 안보리의 아리아 포뮬러 회의는 안보리 이사국들이 관련 쟁점에 대해 솔직한 의견을 교환하는 비공식 회의입니다.
북한 인권 상황에 대한 이번 아리아 포뮬러 회의는 올해 안보리에서 북한 문제를 공동으로 담당하는 미국과 알바니아가 공동 개최했고 한국과 일본이 공동 후원했습니다.
