토니 블링컨 미 국무장관은 18일로 예정된 미한일 정상회의와 관련해 3국 협력의 중요성을 강조했습니다. 이번 정상 간 만남을 계기로 고위급 등 다양한 직급에서의 관여가 더 정례적으로 이뤄질 것이라고 확인했습니다. 함지하 기자가 보도합니다.
블링컨 장관은 15일 “일본과 한국이 역내뿐 아니라 전 세계에서 (미국의) 핵심 동맹”이라고 강조했습니다.
[녹취: 블링컨 장관] “Japan and South Korea are core allies not just in the region but around the world. Strengthening our trilateral cooperation is critical to delivering for our people, for the region and for the world. It's a force multiplier for good. It helps us promote peace and stability and furthers our commitment to the complete denuclearization of the Korean Peninsula. It advances our shared values and helps uphold principles of the UN Charter like sovereignty, independence, territorial integrity. It allows us to even more expand opportunity and prosperity.”
블링컨 장관은 이날 국무부 청사에서 개최한 기자 간담회 모두 발언에서 오는 18일로 예정된 미한일 정상회담의 의미를 설명하며 “3국 협력을 강화하는 것은 우리 국민과 지역, 세계를 위해 매우 중요하다”고 밝혔습니다.
특히 3국 협력은 “선의를 위한 힘의 배가”라며 “평화와 안정을 증진하고 한반도의 완전한 비핵화를 위한 우리의 약속을 더 강화하는 데 도움이 된다”고 설명했습니다.
또한 “(3국 협력이) 우리의 공동 가치를 진전시키고, 주권과 독립, 영토 보전과 같은 유엔 헌장의 원칙을 지키는 데 도움이 된다”며 “기회와 번영도 더욱 확대하게 만든다”고 블링컨 장관은 덧붙였습니다.
블링컨 장관은 “이번 정상회의는 우리 지역과 세계가 지정학적 경쟁과 기후 위기, 우크라이나에 대한 러시아의 침략 전쟁, 핵 도발로 인해 시험을 받고 있는 시점에 개최된다”고 말했습니다.
[녹취: 블링컨 장관] “This summit comes at a moment when our region and the world are being tested by geopolitical competition, by climate crisis, by Russia's war of aggression against Ukraine, by nuclear provocations. Our heightened engagement is part of our broader efforts to revitalize to knit together our alliances and partnerships, and in this case, to help realize a shared vision of an Indo Pacific that is free and open, prosperous, secure, resilient and connected.”
그러면서 “우리의 강화된 관여는 동맹과 파트너십을 더욱 공고히 하는 것은 물론 ‘자유롭고 개방적이며 번영하고 안전하며 회복력이 있고 연결된’ 인도태평양이라는 공동의 비전을 실현하기 위한 광범위한 노력의 일환”이라고 말했습니다.
이어 “이것이 바로 바이든 대통령이 2015년 이후 처음으로 해외 정상이 캠프 데이비드를 방문하는 역사적인 회담을 주최하는 이유”라며 이번 회담이 3국 정상 간 첫 단독 정상회의라는 점도 거듭 강조했습니다.
[녹취: 블링컨 장관] “That's why President Biden is hosting this historic meeting, the first-time foreign leaders have visited Camp David since 2015. The first stand-alone summit ever between our three countries. Together, the leaders will have an opportunity to discuss and to strengthen practical cooperation on a variety of shared priorities, from physical security and economic security, from humanitarian assistance to development finance, from global health to critical and emerging technologies.”
이어 “3국 정상은 물리적인 안보 및 경제 안보, 인도적 지원에서 개발 금융과 글로벌 보건, 핵심 첨단 기술에 이르기까지 다양한 공동 우선순위에 대해 논의하고 실질적인 협력을 강화할 기회를 갖게 될 것”이라고 부연했습니다.
[녹취: 블링컨 장관] “Over the years we have moved from addressing difficult and sensitive issues of history to an increasingly ambitious and affirmative agenda, and as we look to the future, this growing partnership will continue to enable us to do more for the security and the prosperity of all.”
또한 “우리는 수년에 걸쳐 어렵고 민감한 역사 문제에서 점점 더 야심차고 긍정적인 의제를 다루는 방향으로 움직였다”며 “우리가 미래를 바라보는 상황에서 이처럼 성장하는 파트너십은 모두의 안보와 번영을 위해 더 많은 일을 할 수 있게 할 것”이라고 블링컨 장관은 말했습니다.
이날 블링컨 장관은 모두 발언이 끝난 후 이번 정상회의에서 중국, 북한 문제가 얼마나 논의되느냐는 질문을 받았습니다.
이에 대해 블링컨 장관은 자신이 부장관으로 재직했던 약 8년 전과 비교할 때 3국간 협력은 한일 역사 문제 해결을 돕고 지원하는 것과 북한 문제에 집중하는 것에서 훨씬 더 광범위한 의제를 다루는 것으로 발전해 왔다고 답했습니다.
이어 “물론 북한의 끝없는 도발적 행동을 고려할 때 북한 문제에 계속 초점을 맞추겠지만, 동시에 공동의 비전을 진전시키는 데에도 더 광범위하게 그렇게 할 것”이라며 “그 비전은 앞서 말한대로 자유롭고 개방적이며, 회복력이 있고 안전하게 연결된 인도태평양”이라고 설명했습니다.
[녹취: 블링컨 장관] “What's evolved over the last, now eight years or so, going back to 2015, 2016, when I started to work on this as Deputy Secretary, a trilateral grouping, cooperation among our three countries that's really evolved from, as I said, first some extent to focus on helping and supporting Japan and Korea deal with some historical legacy issues to initially an intense focus on North Korea, to a much more expansive agenda, that, of course, continues to focus on North Korea, given the endless provocative actions it's taken, but also much more expansively to advance what is a shared vision, as I've described it for, a free and open, resilient, secure connected Indo Pacific. So, I think much of what you will see come out of this summit are concrete initiatives that address the broad expanse of that affirmative agenda, including security questions, including economic security questions, but also including things like coordination on development, aid on humanitarian assistance, on shaping the use of emerging technologies, on greater people to people exchanges. So, I don't think there's any one thing that will dominate. But of course, at the heart of our respective bilateral alliances and at the heart of the work that we're doing together as three countries is security.”
그러면서 “따라서 이번 정상회의에서 경제 안보를 포함한 안보 문제뿐 아니라 개발 협력과 인도적 지원, 신흥 기술 활용, 인적 교류 확대와 같은 긍정적인 의제를 광범위하게 다루는 구체적인 계획을 보게 될 것”이라고 밝혔습니다.
이어 “따라서 어느 한 가지 의제가 두드러지진 않을 것”이라면서도 “물론 양자 동맹과 3국이 함께 하는 일의 핵심은 안보”라고 블링컨 장관은 덧붙였습니다.
블링컨 장관은 미한일 정상회의가 정례화될 것으로 보느냐는 질문에는 즉답 대신 “이번 정상회의에서 예상할 수 있는 건 3국 협력이 다양한 방식으로 제도화되는 것”이라며 “여기에는 다양한 직급과 정부 고위급의 정례 회의가 포함된다”고 말했습니다.
[녹취: 블링컨 장관] “So on the trilateral cooperation, I think what you can expect to see coming out of this summit is collaboration on a trilateral basis that is further institutionalized in a variety of ways to include regular meetings at a variety of levels, senior levels in our governments.”
또한 일본이 후쿠시마 원자력발전소 처리수를 방류하려는 계획이 한국 측을 자극하지 않겠느냐는 질문에는 “우리는 일본의 계획에 만족하고 있다”며 “이는 안전하고, 국제 표준 특히 국제원자력기구(IAEA) 핵 안전 기준에 부합한다”고 답했습니다.
이어 “일본은 방류 계획과 관련해 IAEA와 긴밀하고 적극적으로 협력해 왔고, 과학에 기반하고 투명한 과정을 수행해 왔다”며 “이는 우리가 만족하는 수준”이라고 덧붙였습니다.
블링컨 장관은 이날 기자회견에 앞서 박진 한국 외교장관, 하야시 요시마사 일본 외무상과 화상 회담을 갖고 미한일 정상회의 의제를 점검했습니다.
한국 외교부는 보도자료에서 3국 장관은 이번 정상회의가 “3국 협력에 중요한 이정표가 될 것이라는 데 인식을 같이 했다”며 “성공적인 회의가 될 수 있도록 3국이 계속해서 긴밀히 협력해 나가기로 했다”고 밝혔습니다.
이어 “북핵·북한 문제와 관련하여 한미일 간 빈틈 없는 공조를 재확인했다”며 “북한의 핵·미사일 위협과 도발에 대응하기 위한 안보 협력을 강화하고, 러시아의 우크라이나 침공을 포함한 역내외 주요 정세에 관해서도 협의했다”고 설명했습니다.
일본 외무성도 보도자료에서 “3국 장관은 현재 3국을 둘러싼 안보 환경이 더욱 엄중해짐에 따라 북한에 대한 대응뿐 아니라 역내와 그 너머의 평화와 안정 실현을 위해 일본, 미국, 한국 간 3자 협력이 더욱 중요해지고 있음을 재확인했다”고 밝혔습니다.
