유엔 “북한 장거리미사일 발사 강력 규탄”…프랑스 “안보리 결의 또 노골적 위반”

유엔이 북한의 장거리 탄도미사일 발사를 규탄하며 안보리 결의를 준수할 것을 북한에 거듭 촉구했습니다. 프랑스도 북한의 잇따른 미사일 도발을 규탄하면서 한국, 일본과의 연대 의지를 확인했습니다. 이조은 기자가 보도합니다.

스테판 두자릭 유엔 대변인은 18일 “올해 들어 다섯 번째인 북한의 장거리 탄도미사일 발사를 우리는 강력히 규탄한다”고 밝혔습니다.

[녹취:두자릭 대변인] “We, of course, strongly condemn the launch of the long range ballistic missile by the DPRK that took place yesterday, I believe. I think it's the fifth such launch this this year. Again, we call on the DPRK to fully comply with its international obligations, including under relevant Security Council resolution… And I think it's important for the two to reestablish a communications channel so we can resume a diplomatic dialog to achieve what the Secretary-General has been called for, which is sustained peace and a complete and verifiable denuclearization of the peninsula.

두자릭 대변인은 이날 정례 브리핑에서 북한이 전날 대륙간탄도미사일(ICBM) 발사를 강행한 데 대해 “우리는 북한이 관련 안보리 결의를 포함한 국제적 의무를 완전히 준수할 것을 다시 한번 촉구한다”고 말했습니다.

이어 “안토니우 구테흐스 유엔 사무총장이 촉구해 온 ‘지속 가능한 평화와 완전하고 검증 가능한 한반도 비핵화’를 달성하기 위한 외교적 대화를 재개할 수 있도록 양측(한국과 북한이)이 소통 채널을 다시 구축하는 것이 중요하다고 생각한다”고 강조했습니다.

프랑스도 이틀 연속 이어진 북한의 미사일 도발을 강력히 규탄했습니다.

프랑스 외무부는 18일 VOA에 보낸 부대변인 명의의 성명에서 “북한의 17일 단거리 탄도미사일 발사와 18일 ICBM 발사는 유엔 안보리 결의를 또다시 노골적으로 위반한 것으로 강력히 규탄한다”면서 “프랑스는 한국과 일본에 대한 전폭적인 연대를 확언한다”고 밝혔습니다.

[프랑스 외무부 성명] “France strongly condemns North Korea’s launch of a short-range ballistic missile and an intercontinental ballistic missile on December 17 and 18 in yet another flagrant violation of UN Security Council resolutions. France assures the Republic of Korea and Japan of its total solidarity.”

이어 “북한이 불안정을 야기하는 이런 행동을 즉각 중단하고, 지체 없이 국제 의무를 준수하는 한편, 핵과 탄도미사일 프로그램의 완전하고 검증 가능하며 불가역적인 폐기로 이어지는 과정에 참여하기 위해 협상 테이블로 복귀할 것을 촉구한다”고 강조했습니다.

[프랑스 외무부 성명] “It urges North Korea to immediately put an end to these destabilizing actions, to comply with its international obligations without delay, and to return to the negotiating table in order to engage in a process leading to the complete, verifiable, irreversible dismantlement of its nuclear and ballistic missile programs. Together with its partners, France is fully committed to ensuring the implementation of relevant UN Security Council resolutions.”

그러면서 “프랑스는 파트너들과 함께 관련 유엔 안보리 결의가 반드시 이행되도록 하는 데 전적으로 전념하고 있다”고 밝혔습니다.

앞서 북한은 한반도 시각으로 17일 밤 단거리 탄도미사일에 이어 18일 오전 ICBM으로 추정되는 장거리 탄도미사일을 동해상으로 발사했습니다.

북한의 ICBM 발사는 올해 들어 5번째이고 지난 7월 신형 고체연료 ICBM 화성-18형을 시험 발사한 지 5개월여만입니다.
