북한 ICBM 발사에 각국 규탄 잇따라…우크라 “러시아도 대가 치러야”

북한의 탄도미사일 도발에 세계 각국이 잇따라 규탄에 나섰습니다. 무모하고 불법적인 행위로 역내 안정이 위협받고 있다고 비판했는데요. 우크라이나는 북한을 지원하는 러시아도 대가를 치러야 한다고 했고, 타이완은 범세계적 대북 압박을 촉구했습니다. 이조은 기자입니다.

영국 외무부의 앤-마리 트레빌리언 인도태평양부 담당 국무상은 18일 성명을 통해 북한의 대륙간탄도미사일(ICBM)과 단거리탄도미사일 발사를 규탄하면서 “이런 행위는 여러 유엔 안보리 결의에 대한 명백한 위반”이라고 지적했습니다.

[트레빌리안 국무상] “These actions clearly breach multiple UN Security Resolutions. This repeated escalation of testing is deeply damaging for regional stability and further destabilises the peace and security of the Korean Peninsula. The UK strongly urges North Korea to refrain from illegal launches, return to dialogue swiftly and to abandon its nuclear and ballistic missile programmes in a complete, verifiable and irreversible manner.”

이어 “이런 반복적인 실험 확대는 역내 안정을 심각하게 훼손하고 한반도의 평화와 안보를 더욱 불안정하게 만든다”고 비판했습니다.

그러면서 “영국은 북한이 불법적인 발사를 자제하고 신속하게 대화에 복귀하는 한편, 완전하고 검증 가능하며 불가역적인 방식으로 핵과 탄도미사일 프로그램을 포기할 것을 강력히 촉구한다”고 밝혔습니다.

독일 외무부 대변인도 이날 성명을 내고 이틀 연속 강행된 북한의 미사일 발사를 강력히 규탄했습니다.

[독일 외무부 대변인] “With these missile launches, North Korea has once again blatantly violated relevant United Nations Security Council Resolutions, increased tensions in the region in an irresponsible manner and endangered regional and international peace. We urge North Korea to refrain from further tests, to fully implement the Security Council decisions, to accept the offers of dialogue put forward by the United States and South Korea and to enter into serious negotiations on the dismantling of its nuclear and missile programmes. North Korea is bound to the complete, verifiable and irreversible ending of its programmes to develop weapons of mass destruction and ballistic missiles.”

특히 “북한은 이번 미사일 발사를 통해 다시 한번 관련 유엔 안보리 결의를 노골적으로 위반했고 무책임한 방식으로 역내 긴장을 고조시키며 역내 및 국제 평화를 위험에 빠뜨렸다”고 비판했습니다.

이어 “우리는 북한이 추가 실험을 자제하고 안보리 결의를 완전히 이행하며 미국과 한국의 대화 제안을 수용하는 한편, 핵과 미사일 프로그램 폐기를 위한 진지한 협상에 나설 것을 촉구한다”고 밝혔습니다.

그러면서 “북한은 대량살상무기와 탄도미사일 개발 프로그램을 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 중단해야 한다”고 강조했습니다.

러시아와 전쟁 중인 우크라이나는 북한의 이번 미사일 발사와 관련해 러시아의 대북 협력에도 대응해야 해야 한다고 밝혔습니다.

[우크라이나 외무부] “The launch of the intercontinental ballistic missile on December 18, 2023, is yet another piece of evidence of the North Korean regime’s systematic disregard for relevant UN Security Council resolutions on the DPRK’s nuclear and missile programs. Ukraine supports the efforts of partner countries to exert pressure on Pyongyang in order to uphold the international order and prevent actions that could lead to further aggravation of the security situation on the Korean Peninsula and in the whole world. A strong response should also be taken against the actions of those countries, primarily the russian federation, that, in violation of the international obligations, provide assistance to the development of North Korean nuclear and missile programs and continue prohibited cooperation with the DPRK.”

우크라이나 외무부는 성명에서 “18일 북한의 ICBM 발사는 북한 정권이 북 핵과 미사일 프로그램에 대한 관련 유엔 안보리 결의를 조직적으로 무시하고 있다는 또 다른 증거”라고 비판했습니다.

이어 “우크라이나는 국제 질서를 유지하고 한반도와 전 세계의 안보 상황을 더욱 악화할 수 있는 행동을 막기 위한 파트너 국가들의 대북 압박 노력을 지지한다”고 밝혔습니다.

아울러 “국제적 의무를 위반하면서 북한의 핵과 미사일 프로그램 개발을 지원하고 금지된 북한과의 협력을 지속하는 국가들, 그중에서도 우선 러시아의 행동에 대해서 강력히 대응해야 한다”고 강조했습니다.

슬로베니아 외무부는 19일 VOA에 북한이 유엔 안보리 결의에 대한 “노골적인 위반”을 지속하는 군사적 도발 행위를 중단하고 대화에 복귀할 것을 촉구했습니다.

[슬로베니아 외무부] “We call on the DPRK to stop increasing military provocations that represent continued blatant violations of UNSC resolutions and urge the DPRK to return to dialogue.”

리투아니아 외무부 대변인도 이날 VOA에 북한의 이번 미사일 발사는 “유엔 안보리 결의를 무모하게 무시한 것”이라며 “북한은 불안정한 행동의 대가를 치러야 한다”고 밝혔습니다.

[리투아니아 외무부 대변인] “It is a reckless disregard of UNSC resolutions. DRPK must face the consequences of its destabilizing behaviour.”

캐나다 외무부도 VOA에 “국제 및 역내 평화와 안보에 직접적인 위협이 되는 북한의 핵무기와 탄도미사일 프로그램을 강력히 규탄한다”며 “우리는 북한의 비핵화와 관련 유엔 안보리 결의 준수를 촉구하기 위해 파트너들과 함께 계속 노력할 것”이라고 밝혔습니다.

[캐나다 외무부] “Global Affairs Canada strongly condemns North Korea's nuclear weapons and ballistic missile programmes, which pose a direct threat to international and regional peace and security. We will continue working side-by-side with our partners to press for North Korea's denuclearization and compliance with relevant United Nations Security Council resolutions.”'

앞서 북한은 한반도 시각으로 17일 밤 단거리 탄도미사일에 이어 18일 오전 ICBM을 동해상으로 발사했습니다.

북한의 ICBM 발사는 올해 들어 5번째이고 지난 7월 신형 고체연료 ICBM 화성-18형을 시험 발사한 지 5개월여만입니다.

이런 가운데 중국과 긴장 관계에 있는 타이완은 북한의 도발을 저지하기 위한 국제사회의 협력을 거듭 촉구했습니다.

[타이완 외교부 대변인] “Ignoring the concerns and warnings of the international community, North Korea has successively taken provocative actions such as launching military reconnaissance satellites, tearing up the 9.19 Military Agreement with South Korea, and launching intercontinental ballistic missiles. This has further escalated military tensions on the Korean Peninsula. We once again called on members of the international community to actively cooperate to stop North Korea's reckless actions that continue to escalate regional tensions.”

타이완 외교부 대변인은 19일 VOA에 “북한은 국제사회의 우려와 경고를 무시하고 군사 정찰위성 발사, 한국과의 9.19 군사합의 파기, ICBM 발사 등 도발적인 행동을 이어가고 있다”며 “이는 한반도의 군사적 긴장을 더욱 고조시키고 있다”고 비판했습니다.

그러면서 “역내 긴장을 계속 고조시키는 북한의 무모한 행동을 중단하기 위한 국제사회의 적극적인 협력을 다시 한번 촉구한다”고 밝혔습니다.

북한의 미사일 발사에 대응해 최근 열린 유엔 안보리 회의에서는 미국 등 대부분의 이사국이 안보리의 단합된 대응을 촉구했지만, 중국과 러시아가 북한을 비호하며 추가 대응 조치를 내놓지 못하고 있습니다.
