미국이 유엔 군축회의에서 북한의 지속적인 국제법 위반을 비판했습니다. 한국과 북한은 한반도 안보 상황을 놓고 책임 공방을 벌였습니다. 이조은 기자입니다.
미국은 26일 스위스 제네바 유엔본부에서 열린 군축회의에서 주요 회원국들과 함께 계속되는 북한의 불법 무기 프로그램을 비판했습니다.
[녹취:스톨스브 차석대사] “Russia 's unilateral aggression against Ukraine and irresponsible nuclear rhetoric, China 's nuclear buildup, the DPRK 's defiance of myriad UN security council resolutions and Iran 's nuclear and ballistic missile programs and unarmed aerial vehicle shipments to Russia run counter to the practical steps I've outlined for progress toward irreversible verifiable and transparent nuclear disarmament.”
앨리슨 스톨스브 미국 군축 담당 차석대사는 이날 회의에서 “우크라이나에 대한 러시아의 일방적인 침략과 무책임한 핵 수사, 중국의 핵 증강, 그리고 수많은 유엔 안보리 결의에 대한 북한의 무시, 이란의 핵 및 탄도미사일 프로그램과 러시아로의 무인기 수송은 불가역적이고 검증 가능하며 투명한 핵 군축을 향한 실질적인 조치에 역행하는 것”이라고 지적했습니다.
북한은 이날 회의에서 무기 개발의 정당성을 내세우면서 강력히 반발했습니다.
[녹취:주영철 참사관] “Mr. President, for my country which is located in hot spot where the danger of war have lingered for several decades and is exposed under direct threat from the United States-- nuclear weapon state, the possessing the powerful military capability is an inevitable choice in order to safeguard the security of our country and protect the destiny of nation.”
주영철 제네바주재 북한대표부 참사관은 “수십 년 동안 전쟁의 위험이 끊이지 않고 핵보유국인 미국의 직접적인 위협에 노출된 우리나라의 입장에서 강력한 군사력 보유는 국가 안보를 지키고 나라의 운명을 지키기 위한 불가피한 선택”이라고 주장했습니다.
이에 한국은 북한 무기 프로그램은 불법이라고 지적했습니다.
[녹취:김일훈 참사관] “It is deeply regrettable that the DPRK persists with its soft history in yet another futile attempt to conflate the causality of the situation unfolding on the Korean peninsula when the facts are clear. DPRK has developed its unlawful nuclear and ballistic missile programs for the past decades in total disregard for international law, including multiple UN security council resolutions which are not fabrications as it often argues but consensus decisions made by all members of the security council. The DPRK is blaming the non-existent so-called hostile policy to justify its unjustifiable WMD pursuit. The DPRK 's blind WMD pursuit will lead only to further weakening of its own security and last but not least, the DPRK is yet to respond to our repeated calls for dialogue with no preconditions. The door for dialogue and diplomacy remains wide open.”
김일훈 제네바주재 한국대표부 참사관은 “사실관계가 명백함에도 불구하고 북한이 한반도 상황의 인과관계를 왜곡하려는 헛된 시도를 계속하고 있는 것은 매우 유감스러운 일”이라며 “북한은 지난 수십 년 동안 여러 유엔 안보리 결의를 포함한 국제법을 완전히 무시한 채 불법적인 핵과 탄도미사일 프로그램을 개발해 왔다”고 비판했습니다.
특히 해당 안보리 결의는 “북한이 자주 주장하는 것처럼 조작이 아니라 모든 안보리 회원국이 합의를 통해 결정한 것”이라고 꼬집었습니다.
이어 “북한은 자신들의 부당한 대량살상무기 추구를 정당화하기 위해 존재하지도 않는 소위 ‘적대시 정책’을 탓하고 있다”며 “북한의 맹목적인 대량살상무기 추구는 자국의 안보를 더욱 약화시킬 뿐”이라고 말했습니다.
그러면서 “북한은 전제조건 없는 우리의 거듭된 대화 요청에 아직 응답하지 않고 있다”며 “대화와 외교의 문은 여전히 활짝 열려 있다”고 강조했습니다.
북한은 다시 발언권을 요청하고 한국과의 대화에 관심이 없다는 입장을 재차 강조했습니다.
[녹취:주영철 참사관] “ROK is distorting the fact with unjustifiable sophistry. The security situation on the korean peninsula is extremely deteriorating due to reckless military provocations by the ROK in collaboration with outside forces. ROK is resorting to extremely confrontational policy by staging numerous joint military exercises and inviting U.S. strategic assets in and around the korean peninsula, driving the situation into the brink of war…And as for the dialogue, DPRK is not interested in any dialogue with ROK. I once again would like to stress that the right to self defense is an issue of defending sovereignty thus there will be no compromise in defending our sovereignty.
주 참사관은 “한국이 부당한 궤변으로 사실을 왜곡하고 있다”며 “한반도의 안보상황은 외부세력과 연계한 한국의 무모한 군사적 도발로 인해 극도로 악화되고 있다”고 주장했습니다.
이어 “한국은 수많은 연합군사훈련을 벌이고 미국의 전략자산을 한반도 안팎에 끌어들이는 등 극도의 대결정책에 매달리며 정세를 전쟁 직전으로 몰아가고 있다”고 말했습니다.
그러면서 대화와 관련해 “북한은 한국과의 대화에 관심이 없다”며 “자위권은 주권을 수호하는 문제이기 때문에 우리의 주권을 수호하는 데는 그 어떤 타협도 있을 수 없다는 점을 다시 한번 강조하고 싶다”고 말했습니다.
그러자 한국도 다시 발언권을 요청하고 대화와 외교를 촉구하는 국제사회의 목소리를 경청할 것을 북한에 촉구했습니다.
[녹취:김일훈 참사관] “It is with great regret to hear from the DPRK delegate that its delegation is not interested in any form of dialogue with the ROK. We have, however, once again advised the DPRK to heed the calls for dialogue and diplomacy without further delay.”
김 참사관은 “북한 대표단이 한국과 어떤 형태의 대화에도 관심이 없다는 입장을 밝힌 데 대해 매우 유감스럽게 생각한다”며 “그러나 우리는 북한이 더 이상 지체하지 말고 대화와 외교 요청에 귀를 기울일 것을 다시 한번 권고한다”고 밝혔습니다.
북한을 포함해 65개 회원국의 제네바 군축회의는 1979년 설립된 세계 유일의 다자 군축 협상 포럼으로 핵무기와 화학무기 등 대량살상무기와 재래식무기 등의 군축과 국제안보, 신뢰구축 등의 문제를 논의하고 있습니다.
