미국 정부가 탈북민 정착 지원을 위한 새로운 프로젝트를 발표했습니다. 탈북민 지원 네트워크를 강화하고 정부와 공공 기관의 파트너십인 ‘외교 연구소’에서 처음으로 북한 인권 증진 관련 프로그램을 진행합니다. 안소영 기자가 보도합니다.
미국 국무부가 21일 탈북민의 성공적인 정착을 돕기 위한 의지를 재확인했습니다.
국무부는 이날 매튜 밀러 대변인 명의로 발표한 ‘북한인 생존자를 위한 참여와 교육 및 권한 부여’라는 제목의 보도자료에서 “국무부는 교육 기관과 시민 사회, 민간 부문과 협력해 탈북민의 새로운 삶 구축 지원을 위한 자원과 모범 사례를 공유해 왔다”고 밝혔습니다.
그러면서 “오늘 교육 및 영어 연수 지원과 북한 인권 문제를 다루는 이해 관계자를 연결하는 네트워크 구축을 포함한 ‘자원 허브’를 발표하게 돼 기쁘다”고 밝혔습니다.
[보도자료] “The State Department has engaged with educational institutions, civil society, and the private sector to share resources and best practices to support North Koreans in building new lives. Today, we are pleased to announce a resource hub, which includes support for education and English language training and the establishment of a network to connect stakeholders working on DPRK human rights issues.”
특히 유엔 북한인권조사위원회(COI) 보고서 발간 10주년을 맞아 지난 18일 워싱턴 디씨에서 커트 캠벨 국무부 부장관과 한국의 김영호 통일부 장관, 일본의 야마다 시게오 주미대사가 참여한 북한 인권 증진을 위한 3자 회의가 열린 사실을 상기하고 “미국은 북한 주민들의 인권 증진을 위해 생존자 중심의 접근 방식을 채택하고 있다”고 강조했습니다.
“장기적 목표는 탈북민의 미국 사회 통합”
그러면서 미국 내 탈북민을 위한 자원 공유 네트워크인 ‘미래를 위한 친구들’의 출범을 알렸습니다.
[보도자료] “The network aims to advance their dignity and long-term integration into U.S. society. This U.S.-based network consists of community-based organizations, student volunteers, educational institutions, and other professionals from different cities, each offering services and resources essential for the North Koreans. Many organizations in the network have experience supporting immigrant, refugee, Asian American, and other communities and are now expanding their outreach to North Korean escapees.”
국무부는 ’미래를 위한 친구들’이 탈북민들의 존엄성을 높이고 장기적으로 미국 사회에 통합하는 것을 목표로 한다고 설명했습니다.
그러면서 미국 기반의 이 네트워크는 지역 사회 기반 단체와 학생 자원봉사자, 교육 기관 및 각 도시의 기타 전문가들로 구성된다고 설명했습니다.
국무부는 아울러 2013년 외교 정책 도전 과제를 연구하기 위해 출범시킨 ‘공공 민간 프로젝트’인 ‘외교 연구소’(Diplomacy Lab)에서는 처음으로 북한 인권 증진 및 미국과 동맹국의 안보 강화를 목표로 한 세 가지 프로젝트를 진행한다고 밝혔습니다.
[보도자료]” For the first time, Diplomacy Lab will offer three specific projects aimed at advancing the human rights of North Koreans and enhancing the security of the United States and its allies. These projects, available for over 60 U.S. universities participating in Diplomacy Lab during the Spring 2025 semester, include:Analyzing technology solutions to increase North Koreans’ access to independent information;Fostering global business due diligence by identifying forced labor by the DPRK regime and supply chain risks; andExploring potential avenues for accountability and transitional justice through survivor-centered documentation.”
그러면서 관련 프로젝트가 2025년 봄 학기 동안 ‘외교 연구소’에 참여하는 60여 개 미국 대학에서 진행될 예정이라고 덧붙였습니다.
국무부는 ‘외교 연구소’에 참여하는 학생들은 국무부의 관련 프로젝트를 탐구하고, 전문 분야 교수의 지도를 받으며 직접 정책 결정에 참여하는 기회를 얻게 된다고 설명했습니다.
“맞춤형 접근 방식 측면에서 중요”
워싱턴의 민간단체인 북한인권위원회의 그레그 스칼라튜 사무총장은 22일 VOA와의 통화에서 탈북민의 미국 정착을 지원하는 국무부의 신규 프로그램 발표는 ‘맞춤형 접근 방식’ 측면에서 “매우 중요하다”고 말했습니다.
[녹취: 스칼라튜 사무총장] “One of the biggest challenges dealing with the resettlement of North Korean refugees, former North Koreans in the United States has been that the numbers have been low. It is very difficult to have a program customized for former North Koreans if you don't have higher numbers. Other refugees have resettled here in much, much higher numbers. That's why this program is so important, because it adopts a targeted approach. This program is meant to help North Korean refugees, in particular former North Korean refugees, in particular in a variety of areas that are truly areas of need.”
스칼라튜 사무총장은 미국에 탈북민이 정착하기 어려운 이유 중 하나가 타국의 난민 규모보다 훨씬 적다는 데 있다고 지적했습니다.
그러면서 난민 규모가 크지 않으면 이들을 위한 맞춤형 프로그램을 운영하기 힘든데, 이번에 국무부가 발표한 프로젝트는 탈북민이 실제로 필요로 하는 다양한 분야에서 지원을 위해 설계된 만큼 의미가 있다고 말했습니다.
특히 ‘외교 연구실’ 관련 프로젝트를 거론하며 “북한 인권 문제를 캠퍼스에서 홍보하는 활동은 매우 중요하다”면서 “요즘 같은 시대에 미국 젊은 세대들이 이를 접할 수 있게 한 국무부의 결정은 고무적”이라고 덧붙였습니다.
