유엔 사무총장이 북한의 중거리 탄도미사일(IRBM) 발사를 무모한 행위라고 규탄하며 비핵화 대화 재개를 촉구했습니다. 유럽연합(EU)은 북한이 군사적 긴장을 더욱 고조하기 전에 국제사회가 대응해야 한다고 강조했습니다. 북한의 중거리 탄도미사일 발사에 대한 국제사회의 반응을 조상진 기자가 전해드립니다.
안토니우 구테흐스 유엔 사무총장이 4일 “중거리 미사일(IRBM)로 추정되는 북한의 탄도미사일 발사를 강력히 규탄한다”고 밝혔습니다.
구테흐스 사무총장은 이날 스테판 두자릭 대변인을 통해 발표한 성명에서 북한의 전날 중거리 탄도미사일 발사와 관련해 “무모한 행동이자 안보리 결의 위반이었다”며 이같이 지적했습니다.

또한 “북한이 또다시 국제 항공과 해상 안전에 대한 어떠한 고려도 무시한 것 역시 심각한 우려 사안”이라고 비판했습니다.
[유엔 대변인 성명] “The Secretary-General strongly condemns the launch of a ballistic missile of possible intermediate range by the Democratic People’s Republic of Korea (DPRK) on 4 October. This was a reckless act and a violation of Security Council resolutions. It is also of serious concern that the DPRK has again disregarded any consideration for international flight or maritime safety.
이어 “북한이 지속 가능한 평화와 한반도의 완전하고 검증 가능한 비핵화를 달성하기 위해 주요 당사국들과 대화를 재개할 것을 촉구한다”고 밝혔습니다.
[유엔 대변인 성명] “The Secretary-General urges the DPRK to resume dialogue with the key parties concerned with a view to achieving sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.”
앞서 두자릭 유엔 대변인은 이날 정례브리핑에서 북한의 중거리 탄도미사일 발사에 대해 “이것은 분명히 유엔 사무총장이 규탄하는 긴장 고조 행위”라고 지적했습니다.
[녹취: 스테판 두자릭 유엔 대변인] “This is clearly an escalation something that the Secretary General condemns. We again reiterate the call to the authorities to the government of the DPRK to resume dialogue with the key parties concerned, you know, with a view of achieving what we've been calling for a long time, which is a complete and verifiable denuclearization of the Korean Peninsula.”
그러면서 “우리는 북한 당국에 우리가 오랫동안 요구해 온 완전하고 검증 가능한 한반도의 비핵화라는 목표를 달성하기 위해 주요 당사국들과 대화를 재개할 것을 거듭 촉구한다”고 밝혔습니다.
두자릭 대변인은 또 북한의 이번 탄도미사일 발사에 대한 유엔 안보리 차원의 대응과 관련해 “극히(Extremely) 중요하다”고 강조했습니다.
유럽연합(EU) 대변인실도 4일 북한의 중거리 탄도미사일 발사에 대한 VOA의 논평 요청에 “북한이 오늘 일본 상공을 넘어가는 미사일을 발사한 것은 유엔 안보리 결의를 노골적으로 위반하는 무모하고 고의적인 도발 행위였다”고 비판했습니다.
[유럽연합 대변인실] “The launch of a missile over Japan by the Democratic People´s Republic of Korea (DPRK) today was a reckless and deliberately provocative action in blatant violation of UN Security Council resolutions. The DPRK must cease missile launches, refrain from a nuclear test and engage in meaningful dialogue with the United States, the Republic of Korea and other members of the international community.
그러면서 “북한은 미사일 발사를 중단하고 핵실험을 삼가며 미국과 한국, 그리고 다른 국제사회 구성원들과의 의미 있는 대화에 관여해야 한다”고 강조했습니다.
EU는 또한 “북한의 행동이 역내 군사적 긴장을 더욱 고조시키기 전에 유엔 안보리가 국제사회와 역내 평화, 안보에 대한 점증하는 이 위협에 적절히 대응하는 것이 중요하다”고 말했습니다.

The EU will play its full role in garnering international support for action to convince the DPRK that the only route to sustainable peace and security lies in abiding by international law and engaging with the international community in a way that helps the people of the DPRK.”
그러면서 “EU는 지속가능한 평화와 안보에 이르는 유일한 길은 국제법을 준수하고 북한 주민들을 돕는 방식으로 국제사회와 관여하는 것뿐이라는 점을 북한에 설득하는 행동을 위한 국제적 지지를 결집하는 데 모든 역할을 할 것”이라고 강조했습니다.

최근 한국을 비롯한 인도태평양 지역의 파트너 국가들과 협력을 확대하고 있는 북대서양조약기구(NATO) 나토도 “유엔 안보리 결의를 위반한 북한의 위험하고 불안정한 미사일 시험을 강력히 규탄한다”고 밝혔습니다.
[옌스 스톨텐베르그 나토 사무총장] “I strongly condemn North Korea’s dangerous & destabilising missile tests that violate UN Security Council resolutions. DPRK must abandon its nuclear & ballistic missile progs & engage in diplomacy. NATO stands in solidarity w/our Indo-Pacific partners, Japan & South Korea.”
나토 대변인실은 이날 북한의 최근 중거리탄도미사일 발사에 대한 VOA의 논평 요청에 옌스 스톨텐베르그 사무총장의 이 같은 성명을 소개했습니다.
스톨텐베르그 나토 사무총장은 “북한은 핵과 탄도미사일 프로그램을 포기하고 외교에 관여해야 한다”며 “나토는 인도태평양 파트너인 일본, 한국과 연대하고 있다”고 밝혔습니다.
안보리 상임이사국인 프랑스는 유엔 안보리 대북 결의 준수의 중요성을 강조했습니다.
[프랑스 외교부 대변인실] “Regarding DPRK, France remains committed to supporting the importance of compliance with UNSC sanctions and the goal of complete, irreversible and verifiable disarmament.
프랑스 외교부 대변인실은 4일 VOA에 “프랑스는 북한과 관련해 유엔 안보리 제재 준수와 완전하고 돌이킬 수 없으며 검증 가능한 군축 목표를 지원하는 데 전념하고 있다”고 밝혔습니다.
뉴질랜드 외교부는 “일본 상공을 날아간 북한의 탄도미사일 발사는 매우 우려스럽고 도발적 고조 행위”라고 비판했습니다.
그러면서 “뉴질랜드는 인도태평양 지역에서 우리의 가장 가까운 파트너 중 하나인 일본과 함께 한다”고 강조했습니다.
또한 “북한의 미사일과 핵 개발 프로그램은 유엔 안보리 결의를 위반하고 한반도와 더 광범위한 인도태평양 지역의 안보와 안정을 위협한다”고 지적했습니다.
[뉴질랜드 외교부 대변인 논평] North Korea’s launch of a ballistic missile that flew over Japan is deeply concerning, and a provocative escalation by North Korea. Aotearoa New Zealand stands with Japan, which is one of our closest partners in the Indo-Pacific region. North Korea’s missile and nuclear development programmes violate UN Security Council resolutions, and threaten security and stability on the Korean Peninsula and the broader Indo-Pacific region.”
뉴질랜드는 이어 “북한에 국제 의무를 준수하고 추가 시험을 삼가며 한반도의 항구적이고 안정적인 평화 구축을 위한 건설적인 대화에 관여할 것을 촉구한다”고 밝혔습니다.
또한 뉴질랜드는 “북한의 미사일과 핵개발 프로그램이 제기하는 위협에 대응하기 위한 유엔에서의 관여를 환영한다”며 “더 광범위한 국제사회가 유엔 안보리 대북 결의를 지지하는 것이 중요하다”고 강조했습니다.
[뉴질랜드 외교부 대변인] “Aotearoa New Zealand urges North Korea to abide by its international obligations, refrain from further testing, and engage in constructive dialogue towards building a lasting and stable peace on the Korean Peninsula. New Zealand welcomes engagement in the UN to respond to the threat posed by North Korea’s missile and nuclear development programmes. It is important that the wider international community upholds UN Security Council resolutions on North Korea.”
북한의 탄도미사일이 자국의 상공을 지나간 일본은 정부 대변인인 마쓰노 히로카즈 관방장관 명의의 성명을 통해 북한 발사를 강력하게 규탄했습니다.
[일본 관방장관 성명] “The countries concerned including Japan, as well as the international community as a whole, have repeatedly urged North Korea to fully comply with relevant United Nations Security Council Resolutions, condemned North Korea’s repeated provocations including ballistic missile launches, and urged North Korea to abandon its nuclear and ballistic missile development programs. It is extremely regrettable and totally unacceptable for Japan that against this backdrop North Korea once again, in violation of relevant UN Security Council Resolutions, launched a ballistic missile, which also flew over Japan.”
특히 “일본을 비롯한 관련국과 국제사회 전체가 북한에 대해 유엔 안보리 결의를 충실히 이행할 것을 거듭 촉구하고 탄도미사일 발사 등 북한의 거듭된 도발을 규탄하며 북한의 핵과 미사일 프로그램 포기를 촉구해왔다”는 점을 상기했습니다.
이어 이번 발사가 지난 2017년 9월 15일 이후 약 5년 만에 일본 상공을 통과한 미사일이었다면서 “이는 일본의 국가 안보에 중대하고 임박한 위협을 제기한다”고 지적했습니다.
또 “나아가 역내와 국제사회의 평화와 안전을 더욱 위협한다”고 덧붙였습니다.
[일본 총리실] “This is the first missile to fly over Japan since September 15, 2017, an interval of roughly five years. This launch of ballistic missiles over Japan poses a grave and imminent threat to Japan’s national security. It furthermore threatens the peace and security of the region and the international community.”
일본 정부는 이어 “북한의 이런 행동은 유엔 안보리 관련 결의는 물론 ‘북일 평양선언’에도 위배된다”며 “일본은 엄중한 항의를 제기하고 가장 강한 언어로 규탄한다”고 밝혔습니다.
[일본 총리실] “Such an action by North Korea violates the relevant UN Security Council Resolutions as well as the Japan-DPRK Pyongyang Declaration. Japan lodges its serious protest and it condemns North Korea in the strongest possible terms. Japan once again strongly urges North Korea to immediately and fully implement the relevant UN Security Council Resolutions as well as to take concrete actions towards the comprehensive resolution of outstanding issues of concern, including the abductions, nuclear, and missile issues.”
그러면서 일본은 “북한이 관련 유엔 안보리 결의를 즉각적이고 완전히 이행하고, 납치와 핵, 미사일 문제 등 대두된 현안들을 포괄적으로 해결하기 위해 구체적 조치에 나설 것을 거듭 강력히 촉구한다”고 말했습니다.
앞서 한국 합동참모본부는 한반도 시각으로 4일 오전 7시 23분경 북한 자강도 무평리 일대에서 발사돼 동쪽으로 일본 상공을 통과한 중거리 탄도미사일 1발을 포착했다고 밝혔습니다.
북한의 미사일이 일본 열도를 통과한 것은 지난 2017년 이후 5년 만입니다.
