미국 국방부가 북한과 러시아 간 추가 무기 거래 가능성을 주시하고 있다며 시민 학살에 사용되는 무기를 제공해선 안 된다고 거듭 강조했습니다. 북러 연합훈련 가능성과 관련해선 미한일 훈련에 어떤 영향도 주지 않는다고 확인했습니다. 안소영 기자가 보도합니다.
사브리나 싱 미 국방부 부대변인은 14일 정례브리핑에서 북러 정상회담을 통한 북한의 추가적인 대러 무기 지원 가능성에 대해 “우리는 우크라이나 전쟁이 이어지면서 푸틴과 러시아가 계속 고립되는 것을 보고 있다”며 “아직 공식적인 합의문은 보지 못했지만 이는 분명 우리가 지켜보고 있는 것”이라고 말했습니다.
[녹취: 싱 부대변인] “We've certainly seen Putin and Russia to be continued to be more isolated as the war progresses in Ukraine. And so what we're seeing right now is Russia in a quite a desperate mode and seeking support from North Korea when it comes to ammunition. I haven't seen a formal agreement announced from either country, but it's something that we're certainly monitoring.”
이어 “러시아에 무기를 제공하는 어떤 나라도 갈등을 연장할 뿐 아니라 무고한 우크라이나 민간인과 관리, 그리고 전장에 있는 사람들을 직접 살해하는 데 관여하는 것”이라며 “따라서 우리는 북한에 매우 공개적으로 경고해 왔다”고 강조했습니다.
[녹취: 싱 부대변인]”And I think that any country that supports Russia is, of course, going to not only prolong the conflict, but is directly engaging in the killing of innocent Ukrainian civilians and officials and those on the battlefield. So we have been very public about our warnings to North Korea providing any type of arms to Russia would again violate the U.N. Security Council resolutions that Russia itself voted for. So we would encourage that North Korea, you know, not pursue a deal with Russia.”
“북한이 러시아에 어떤 종류든 무기를 지원하는 것은 러시아가 자기도 찬성한 유엔 안보리 결의를 또다시 위반하는 것”이라는 지적입니다.
그러면서 북한은 러시아와 무기 거래를 하지 말 것을 촉구했습니다.
싱 부대변인은 북러 간 군사훈련 가능성이 제기되는 것과 관련해 미한일 훈련에 어떤 영향도 주지 못한다고 강조했습니다.
[녹취: 싱 부대변인] “I can't speak to what their intention is behind the joint military exercise in terms of a message to us. I don't think that deters any type of exercises that we would engage with ROK or Japan or any trilateral exercises. And we continue to deepen our partnership with Japan and ROK with following the Camp David summit. So I don't think any type of exercise between the DPRK and Russia would deter our own advances and our own relationships with ROK or Japan”
싱 부대변인은 ‘북러 군사훈련 가능성 제기가 미한 훈련에 대한 견제 차원이냐’는 질문에 “그들의 의도가 무엇인지에 대해서는 말할 수 없다”면서도 “그것이 한국이나 일본, 혹은 미한일 3국의 공동 훈련을 어떻게도 억제할 수 없다고 생각한다”고 답했습니다.
이어 “우리는 캠프 데이비드 정상회담 이후 일본, 한국과 파트너십을 강화하고 있다”며 “북한과 러시아의 어떤 훈련도 우리의 관계를 억제할 것으로 보지 않는다”고 덧붙였습니다.
미한일 방위 협력이 강화하는 가운데 한국 국방장관이 교체되는 것과 관련해선 3국의 긴밀한 협력을 강조했습니다.
[녹취: 싱 부대변인] “I think you've never seen a stronger alliance right now between ROK and Japan and the United States. And as you saw at the Camp David summit, our leaders charted a very ambitious course for our mutual defense and for our security of our people. And so right now, we're working more closely than ever when it comes to the rock in Japan in support of a common goal, which is a free and open Indo-Pacific.”
싱 부대변인은 지금처럼 미한일 동맹이 강력한 적은 없었다면서 캠프 데이비드 정상회담에서 본 것과 같이 3국 정상은 상호 방어와 국민 안보를 위한 매우 야심 찬 계획을 세웠고 자유롭고 개방된 인도 태평양이라는 공동의 목표를 지원하기 위해 그 어느 때보다 긴밀하게 협력하고 있다고 설명했습니다.
한편 싱 대변인은 15일 ‘미군전쟁포로와 실종자 인식의 날’을 맞아 실종자 가족에게 위로의 뜻을 전한다고 말했습니다.
싱 부대변인은 “이어지는 기다림은 고통의 과정”이라며 계속해서 할 수 있는 모든 일을 다할 것이라고 덧붙였습니다.
