유럽연합이 북한의 연이은 탄도미사일 발사를 국제 평화에 대한 위협으로 규정하며 강력히 규탄했습니다. 북한이 핵과 탄도미사일 관련 활동을 즉각 중단하는 것이 한반도 평화를 위한 유일한 길이라고 강조했습니다. 조상진 기자가 보도합니다.
유럽연합(EU)은 북한이 지난 17일 단거리 탄도미사일 발사에 이어 18일 올해 들어 5번째로 또다시 대륙간탄도미사일(ICBM)을 발사한 것을 “강력히 규탄한다”고 밝혔습니다.
[EU 성명] “The EU strongly condemns the Democratic People’s Republic of Korea’s (DPRK) launch of another intercontinental ballistic missile on 18 December, for the fifth time this year, following the launch of a short-range ballistic missile the day before. The DPRK must cease these illegal and dangerous launches, which blatantly violate UN Security Council resolutions (UNSCRs) and undermine international peace and security as well as the global non-proliferation regime.”
EU는 19일 성명을 통해 “북한은 유엔 안보리 결의안을 노골적으로 위반하고 국제 평화와 안보는 물론, 세계 비확산 체제를 훼손하는 불법적이고 위험한 발사를 중단해야 한다“고 말했습니다.
또한 북한이 모든 핵무기와 기타 대량살상무기, 탄도미사일 프로그램과 기존 핵 프로그램을 완전하고 검증 가능하며 불가역적인 방식으로 포기하고, 모든 관련 활동을 중단함으로써 유엔 안보리 결의 의무를 즉각 준수해야 한다는 점을 강조했습니다.
[EU 성명] “The DPRK must comply immediately with its obligations under UNSCRs by abandoning all its nuclear weapons, other weapons of mass destruction, ballistic missile programmes and existing nuclear programmes, in a complete, verifiable and irreversible manner and cease all related activities. This is the only viable route to sustainable peace and security on the Korean peninsula.”
그러면서 “이것이 한반도의 지속 가능한 평화와 안보를 위해 실행할 수 있는 유일한 길”이라고 지적했습니다.
EU는 또 북한이 핵확산금지조약(NPT)에 따라 핵보유국 지위를 절대 가질 수 없다는 점도 거듭 분명히 했습니다.
[EU 성명] “The DPRK cannot and will never have the status of a nuclear weapon state in accordance with the Non-Proliferation Treaty (NPT). The EU urges the DPRK to return immediately to full compliance with the NPT as a non-nuclear weapon state and the International Atomic Energy Agency (IAEA) Comprehensive Safeguards Agreement, bring into force the Additional Protocol and sign and ratify the Comprehensive Nuclear Test Ban Treaty. The DPRK’s use of resources to support its unlawful weapons programmes exacerbates the difficult living conditions and human rights situation endured by much of its population.”
이어 “EU는 북한이 비핵국가로서 NPT와 국제원자력기구(IAEA)의 포괄적 안전조치 협정을 즉각 준수하고 추가의정서를 발효하며 포괄적핵실험금지조약(CTBTO)에 서명 및 비준할 것을 촉구한다”고 밝혔습니다.
그러면서 “북한이 불법 무기 프로그램 지원을 위해 자원을 사용하는 것은 많은 주민들이 겪고 있는 어려운 생활 조건과 인권 상황을 악화시킨다”고 비판했습니다.
EU 이사회는 이러한 문제를 해결하기 위해서는 “모든 유엔 회원국, 특히 안보리 이사국들이 북한에 의미 있는 대화 재개와 유엔 제재의 완전한 이행을 촉구하는 것이 매우 중요하다”고 강조했습니다.
[EU 성명] “It is critical that all UN Member States, especially Members of the UN Security Council, urge the DPRK to resume meaningful dialogue, and ensure the full implementation of UN sanctions. The EU urges the DPRK and Russia to refrain from any exchanges of military equipment, missile technology or ammunition and abide by the successive UNSCRs that clearly prohibit any arms exports or imports involving the DPRK. The EU condemns any military support for Russia’s war of aggression against Ukraine provided by the DPRK, and reiterates its deep concern about reports of DPRK arms transfers to Russia.”
이어 “EU는 북한과 러시아가 군사 장비와 미사일 기술, 탄약 거래를 자제하고 북한과 관련된 모든 무기 수출입을 명백히 금지한 일련의 유엔 안보리 결의들을 준수할 것도 촉구한다”고 밝혔습니다.
아울러 “EU는 북한이 우크라이나에 대한 러시아의 침략 전쟁을 군사적으로 지원하는 것을 규탄하며. 북한이 러시아에 무기를 이전했다는 보도에 대해서도 깊은 우려를 거듭 표명한다”고 덧붙였습니다.
EU는 또 한국, 일본과의 전폭적인 연대 의지도 확인했습니다.
[EU 성명] “The EU expresses its full solidarity with the Republic of Korea and Japan. The EU is ready to work with all partners in promoting a meaningful diplomatic process aimed at building sustainable peace and security through the complete, verifiable and irreversible denuclearisation of the Korean peninsula.”
그러면서 “EU는 한반도의 완전하고 검증 가능하며 불가역적인 비핵화를 통해 지속 가능한 평화와 안보를 구축하는 것을 목표로 하는 의미 있는 외교 과정을 촉진하는 데 있어 모든 파트너와 협력할 준비가 돼 있다”고 밝혔습니다.
앞서 북한은 17일 동해상으로 단거리 탄도미사일을, 18일에는 대륙간탄도미사일(ICBM)을 발사했습니다.
이에 한국 합동참모본부는 18일 “한국 군은 미국 측과 긴밀한 공조 아래 탄도미사일 발사 준비 활동을 추적해 왔다”면서 “이번에 발사된 북한의 탄도미사일 경보 정보는 한미일 3자 간 긴밀하게 공유됐다”고 밝혔습니다.
