커트 캠벨 미국 국무부 부장관은 2일 워싱턴의 카네기국제평화재단이 주최한 화상 대담에서, “지난 2년 동안 러시아 군대가 놀라울 정도로 신속하게 재건됐다”며 이는 중국과 북한, 이란의 지원 덕분이라고 밝혔습니다.

[녹취:캠벨 부장관] “What we've seen over the course of the last two years is a reconstitution of the Russian military with a rapidity and determination that, frankly, surprises us, the level of Russian militarization, its ability to rebuild its tanks, its missiles, its UAVs with the assistance of China, support from North Korea, also from Iran. That has been a topic of real anxiety...So ultimately, what we have is a really quite profound partnership between China and Russia… It's probably the most formal, noble and important bilateral engagement globally today that we have to take note of and respond to.”

캠벨 부장관은 “러시아의 군사력 수준, 중국의 지원과 더불어 북한과 이란의 도움으로 탱크, 미사일, 무인항공기(UAV)를 재건하는 능력은 심각한 우려의 대상이 되고 있다”고 덧붙였습니다.

특히 중국과 러시아의 관계를 “상당히 심오한 파트너십”으로 규정하며, 이는 “오늘날 전 세계적으로 가장 공식적이고 중요한 양자 관계”라고 강조했습니다.

북한과 러시아는 국제사회, 특히 미국이 구체적인 증거를 제시했음에도 불구하고 양국 간 무기 거래 사실을 거듭 부인하고 있습니다.

한국, 우크라이나 지원 주요 국가로 부상

캠벨 부장관은 한국이 우크라이나 전쟁에서 주요 군사 및 민간 장비를 공급하는 국가 중 하나로 자리 잡았다는 점을 강조했습니다. “우크라이나에 장비를 제공하는 주요 국가들에는 유럽뿐만 아니라 일본과 한국도 포함된다”는 설명입니다.

[녹취:캠벨 부장관] “If you ask Aaron, who are some of the biggest providers of equipment, both civil and military, to Ukraine. It's not simply Europe. It's Japan. It's South Korea. The linkage of the theaters and the recognition that the challenges here have consequences not just for Europe but for the Indo-Pacific are absolutely clear…We cannot afford to accept outcomes that are suboptimal to the extent that either Russia or China would come away from this, thinking that this kind of experience should be replicated elsewhere.”

캠벨 부장관은 이날 대담에서 이스라엘을 공격한 이란에 대한 대응 필요성을 강조하면서도 확전 가능성을 경계했습니다.

[녹취:캠벨 부장관] “What Iran has undertaken is deeply irresponsible, escalatory and dangerous, and that there must be a return, message. And so I think there are some, deliberations that are ongoing at the same time. I think we recognize, as important as a response of some kind should be, there is a recognition that the region is really balancing on a knife's edge, and real concerns about an even broader escalation or a continuing one, not just simply an exchange of sort of isolated salvos, but of more sustained hostility, which could imperil not just Israel, but our strategic interests as well.”

캠벨 부장관은 이란의 행동을 “매우 무책임하고 긴장을 고조시키며 위험하다”고 규정하며, 이에 대한 대응이 필요하다고 강조했습니다. 그러면서도 "이 지역이 지금 칼날 위에서 균형을 잡고 있다"며, 더 광범위한 확전 가능성에 대한 우려를 언급했습니다.

또한 단순한 무력 충돌이 아닌 지속적인 적대 행위로 이어질 경우, 이스라엘뿐만 아니라 미국의 전략적 이익도 위태로워질 수 있다고 경고했습니다.
