주요 7개국(G7)이 북한의 대륙간탄도미사일(ICBM) 시험발사를 규탄하고 유엔 안보리 추가 조치 등 국제사회가 공동대응에 나서야 한다고 강조했습니다. 또 북한이 대량살상무기를 포기하고 대화에 나설 것을 촉구했습니다. 조은정 기자가 보도합니다.
미국과 영국, 프랑스, 독일, 이탈리아, 캐나다, 일본 등 주요 7개국(G7) 외무장관은 25일 유럽연합(EU) 외교안보정책 고위대표와 함께 성명을 내고 24일의 대륙간탄도미사일(ICBM) 시험을 포함한 북한의 거듭된 탄도미사일 시험들을 강력히 규탄한다고 밝혔습니다.
[G7 외무장관 성명] “Since the beginning of 2022, the DPRK has conducted an unprecedented series of missile tests which build on ballistic missile tests conducted in 2021, including launches of new so-called hypersonic missiles, and has claimed a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK, with the most recent launches, has also abandoned its self-declared moratorium on ICBM launches. We strongly condemn these acts which are in blatant violation of the DPRK’s obligations under numerous UN Security Council resolutions including resolution 2397 (2017). These reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region, and demand a united response by the international community, including by further measures to be taken by the UN Security Council.”
G7 외무장관들은 “북한이 2021년 탄도미사일 시험들을 토대로 2022년 초부터 전례 없는 수준의 미사일 시험들을 실시했다”며 “소위 극초음속 미사일, 잠수함 발사 탄도미사일 등을 시험했다”고 지적했습니다.
이어 “이러한 시험들은 탄도미사일 능력을 확대하고 더욱 발전시키려는 북한의 계속된 노력을 보여준다”며 “우리는 북한이 최근 발사들을 통해 스스로 선언한 ICBM 발사 유예를 파기한 것에 깊은 유감을 표시한다”고 밝혔습니다.
또 “ 2397호 등 수많은 유엔 안보리 결의에 따른 의무들을 노골적으로 위반하는 북한의 이러한 행동들을 강력히 규탄한다”라고 밝혔습니다.
G7 외무장관들은 “이러한 무모한 행동은 지역과 국제적 평화와 안전을 위협하고 역내 국제 민간항공과 해상운항에 예상할 수 없는 위험을 제기하는 만큼 유엔 안보리의 추가 조치를 포함한 국제사회의 공동 대응이 필요하다”고 밝혔습니다.
[G7 외무장관 성명] “We strongly urge the DPRK to fully comply with all legal obligations arising from the relevant Security Council resolutions. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea and Japan. We, the G7 foreign ministers and the High Representative of the European Union, also call on the DPRK to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable, and irreversible manner.”
이어 “북한이 유엔 안보리 결의들의 법적 의무를 철저히 이행할 것을 강력히 촉구하며, 미국, 한국, 일본을 포함한 당사국들의 거듭된 대화 제의에 응할 것을 촉구한다”고 밝혔습니다.
또한 “북한이 탄도미사일 프로그램을 포함한 대량살상무기를 완전하고 돌이킬 수 없으며 검증 가능한 방식으로 포기할 것을 촉구한다”고 밝혔습니다.
[G7 외무장관 성명] “We are clear that the dire humanitarian situation in the DPRK is the result of the DPRK’s diversion of the DPRK’s resources into weapons of mass destruction and ballistic missile programs rather than into the welfare of its people.”
G7 외무장관들은 “북한의 심각한 인도주의적 상황은 북한 당국이 주민들의 복지가 아닌 탄도미사일을 포함한 대량살상무기로 자원을 전용한 결과라는 것을 분명히 밝힌다”라고 지적했습니다.
또 “모든 국가들은 유엔 안보리가 북한의 대량살상무기 위험에 대응해 취한 모든 제한적 조치들을 긴급한 우선순위를 가지고 철저하고 효과적으로 이행할 것을 촉구한다”며 계속해서 불법 환적이 이뤄지고 있다는 안보리 대북제재위원회 전문가패널 보고서에 우려를 나타낸다고 밝혔습니다.
이어 “효과적인 제재 이행 능력을 강화하는데 도움을 줄 준비가 돼 있다”고 밝혔습니다.
또한 신종 코로나바이러스 감염증과 관련해 “북한에 대한 코로나 관련 인도주의적 지원을 위한 제재면제 요청을 모두 신속하게 승인한 1718 위원회의 활동을 높이 평가한다”고 밝혔습니다.
G7 외무장관들은 G7은 한반도 평화와 규칙에 기반한 국제 질서 수호를 위해 모든 관련 파트너들과 협력할 의지가 있다고 밝혔습니다.
