미 국무부 대북특별대표가 북한의 잇단 탄도미사일 발사를 규탄하며 정세를 불안정하게 하는 행동을 중단할 것을 촉구했습니다. 북한이 태양절을 계기로 핵실험에 나설 가능성도 있다며, 북한이 어떤 행동을 취하든 대처할 준비가 돼 있다고 강조했습니다. 조상진 기자가 보도합니다.
성 김 국무부 대북특별대표는 6일 “바이든-해리스 행정부는 출범 이후 북한이 제기하는 위협을 줄이는 것이 우선 순위임을 분명히 밝혀왔다”고 강조했습니다.
[녹취 : 성 김 대표] “Since taking open, the Biden Harris administration has made clear its priority to reduce the threat posed by the DPRK. We are determined to protect the security of the United States along with that of our allies and partners in the region and beyond. We are of course closely following developments in the DPRK and we maintain the ultimate goal of the complete denuclearization of the Korean Peninsula. We know there are challenges and these will not be easily resolved. But we remain fully committed to working closely with our allies and partners in a global effort to make progress towards this end goal.
성 김 대표는 이날 전화 브리핑에서 이같이 말하며 “우리는 그 과정에 어려움이 있다는 것을 알고 있으며, 이러한 문제는 쉽지 해결되지 않을 것”이라면서도 “우리는 이 같은 최종 목표를 향한 전 세계적인 노력에서 동맹, 파트너와 긴밀히 협력하기 위해 최선을 다하고 있다”고 말했습니다.
북한의 최근 ICBM 발사 등을 논의하기 위해 지난 3일부터 나흘 일정으로 워싱턴을 방문 중인 성 김 대표는 “동시에 우리는 외교의 문을 닫지 않았다”며, “우리는 진지하고 지속적인 대화를 추구하기 위해 최선을 다하고 있다”고 밝혔습니다.
[녹취 : 성 김 대표] “At the same time. We have not closed the door on diplomacy. We're committed to pursuing serious and sustained dialogue. As we have said many times we're prepared to meet the DPRK without preconditions. A Pyongyang must make the choice to halt its destabilizing actions and instead choose engagement. The US government at all levels has engaged rigorously on the DPRK with our allies and partners around the world. The Secretary, Deputy Secretary Sherman and I have consulted regularly with our counterparts in ROK and Japan, bilaterally as well as trilateral.
성 김 대표는 “여러 번 강조했듯이 우리는 전제조건 없이 북한을 만날 준비가 돼 있다”며 “이를 위해 북한은 불안정한 행동을 중단하고 관여를 택해야 할 것”이라고 말하고, “미국 정부는 모든 수준에서 전 세계의 동맹, 파트너들과 함께 북한에 대해 적극적으로 관여해 왔다”고 말했습니다.
아울러 “토니 블링컨 국무장관, 웬디 셔먼 부장관과 함께 한국, 일본과 양자, 3자간 정기적으로 협의해 왔으며, 모든 문제를 논의하기 위해 북한에 만남을 거듭 제의해왔다”고 강조했습니다.
성 김 대표는 그럼에도 불구하고 북한이 미국의 잇단 대화 제의를 거부하고 세 차례의 대륙간탄도미사일(ICBM) 발사 등 일련의 미사일 시험을 이어갔다며, 북한의 이런 행동이 역내 안정에 심각한 위협이 된다고 비판했습니다.
[녹취 : 성 김 대표] “We have repeatedly offered to meet the DPRK to discuss any and all issues. And yet the DPRK has declined our invitation dialogue instead, they have initiated a series of missile tests that recently culminated in under three ICBM launches. These actions pose a serious threat to regional stability. The US strongly condemns these tests, each of which was a blatant violation of multiple Security Council resolutions. These launches demonstrates the DPRK continues to prioritize its weapons of mass destruction and ballistic missile programs at the expense of regional and international security. This prioritization is also at the expense of the North Korean people. The government has chosen to deploy its limited resources to fund illegal weapons programs, even as the humanitarian situation in the countries has grown increasingly dire. The potential range of these ICBMs should also remind us that the DPRK his actions are a global security concern. It is not merely about the United States and the DPRK. And response to DPRK is recent escalatory actions as part of our effort to impede the DPRK ability to advance its missile program. We have taken a series of diplomatic, economic and military measures.”
성 김 대표는 “미국은 각각 유엔 안보리 결의의 노골적 위반인 이 발사들을 강력히 규탄한다”며 “이런 발사는 북한이 역내와 국제 안보를 희생하면서 대량살상무기와 탄도미사일 프로그램을 계속 우선시하고 있다는 것을 보여준다”고 비판했습니다.
또한 “이 같은 북한의 우선순위는 주민들을 희생시키는 것”이라며, “북한 정권은 국가적 인도주의 상황이 점점 더 심각해짐에도 불구하고 불법 무기 프로그램에 자금을 지원하기 위해 제한된 자원을 사용하기로 선택했다”고 지적했습니다.
이어 “북한 ICBM의 잠재적 발사 범위는 북한의 행동이 단지 미국과 북한 만의 문제가 아니라 국제 안보 문제임을 상기시키는 것”이라고 규탄했습니다.
성 김 대표는 북한 문제 해결에 있어 가장 중요한 것은 “북한이 앞으로 나아갈 수 있는 유일한 길은 외교라는 점”이라며, “미국 정부는 북한에 대해 어떠한 적대적 의도도 없으며, 북한의 모든 우려 사항을 경청하고 어려운 주제를 다룰 용의가 있다”고 강조했습니다.
[녹취 : 성 김 대표] “Most importantly, we want to make clear to the DPRK that its only viable path forward is through diplomacy. We harbored no hostile intent towards the DPRK. This administration is willing to listen to the DPRK his full range of concerns and adress difficult topics. But this can only happen through dialogue. The DPRK finds itself isolated in unprecedented ways and has shut itself off during the COVID pandemic. Only the resumption of diplomacy can break this isolation. And only then can we pick up the important work that has been done before building on its singapore joint statement. But even as we take steps to further determine the DPRK reduce it to the threat but it poses to the region and beyond. We will continue to reach out with a sincere commitment to diplomacy. I sincerely hope this message will make its way to Pyongyang and that they will respond positively.”
이어 “이것은 대화를 통해서만 가능하다며, 북한은 코로나 팬데믹 기간 동안 전례 없는 방식으로 스스로를 고립시켰으며, 외교를 재개하는 것만이 그러한 고립을 깨뜨릴 수 있다”고 강조했습니다.
성 김 대표는 또 북한이 오는 15일 김일성의 생일인 태양절 110주년을 계기로 북한이 도발할 가능성을 묻는 질문에 “너무 많은 추측을 하고 싶지는 않다”면서도 “그것이 또 다른 미사일 발사가 될 수도 있고 핵실험이 될 수도 있다”고 말했습니다.
[녹취 : 성 김 대표] “So in terms of the upcoming anniversary, and what provocative action the DPRK may take, I don't want to speculate too much. But I think it could be about missile launch, it could be a nuclear test. The important thing is that we in cooperation and coordination with our allies, and partners are prepared to deal with whatever they may undertake. And I want to emphasize that we obviously hope that they will refrain from further publication. ”
성 김 대표는 “하지만 중요한 것은 우리가 동맹, 파트너 국가들과 협력과 조정을 통해 북한이 취하는 것이 무엇이든 이에 대처할 준비가 돼 있다는 것”이라며 “우리는 분명히 그들이 추가 도발을 자제하기를 희망한다는 점을 강조하고 싶다”고 덧붙였습니다.
