미국 전문가들은 북한이 또다시 탄도미사일을 발사한 것과 관련해 북한이 대륙간탄도미사일(ICBM) 기술을 완성하는데 집중하고 있는 것으로 분석했습니다. 새로 출범하는 한국 정부를 압박하려는 의도가 있다는 지적도 나왔습니다. 김영교 기자가 보도합니다.
멜리사 해넘 스탠포드대 안보협력센터 객원연구원은 4일 VOA와의 전화 통화에서 현 시점에서는 사진 등 공개된 정보가 많지 않아 북한이 이번에 시험한 미사일이 화성-15형인지 화성-17형인지 정확히 파악하기는 어렵다고 밝혔습니다.
하지만 이번 시험이 올해 앞서 진행했던 대륙간탄도미사일(ICBM) 체계 시험과 비슷하다는 점에 주목한다며, 북한이 ICBM 기술을 완성하는데 집중하고 있는 것으로 분석할 수 있다고 말했습니다.
[녹취: 해넘 연구원] “This one went a little bit farther. I think it was 700. So in in February, it went 620 kilometers up. And then in March, it went 560 kilometers up. And then, so this one went a little bit higher and farther than the previous two… So, they would be wanting to test it going through the atmosphere to make sure that all the warheads survive, and that they can eject an object precisely in a way that could deliver to a target.”
해넘 연구원은 이번에 발사된 미사일의 비행거리가 700km 정도로, 지난 2월의 620km, 3월의 560km 보다 조금 더 멀리 발사된 것으로 생각한다고 말했습니다.
또 북한은 미사일에 실은 탄두가 대기 중에서 살아남을 수 있는지와 미사일을 목표를 향해 정확히 발사할 수 있는지에 대해서도 시험하고 싶어할 것이라고 말했습니다.
앞서 미국 정부는 북한이 2월과 3월 정찰위성 개발을 위한 기술을 시험한 것이라고 주장한 미사일 발사가 북한이 개발 중인 새로운 ICBM 체계와 연관돼 있다는 결론을 내린 바 있습니다.
카네기국제평화재단(CEIP)의 안킷 판다 선임연구원도 이번에 발사된 미사일이 2월과 3월 발사됐던 미사일과 비슷하다며, 이번 발사를 통해 다탄두의 미사일 탑재뿐 아니라 화성-15형이나 화성-17형에 쓸 수 있는 ICBM용 로켓 부스터의 비행 등을 시험할 수 있었을 것이라고 말했습니다.
또 시험을 통해 엔진 성능에 대한 데이터를 얻게 되면 전반적으로 미사일의 안정성을 개선하는 것이 가능하다고 말했습니다.
[녹취: 판다 연구원] “It's not just how this test might help them develop multiple warheads, but it's also the idea that this test allows them to on a flight test, probably an ICBM booster, either Hwasong-15 or 17. So they're getting data on how those engines perform that allow them to improve the reliability generally.”
브루스 벡톨 앤젤로주립대 교수는 이번 미사일 발사를 북한이 지난달 16일 발사한 화성-17형이 평양 상공에서 폭발한 것을 만회하려는 움직임으로 해석했습니다.
북한이 화성-17형을 제대로 발사시킬 수 있다는 것을 세계에 보여주려고 한다는 겁니다.
[녹취: 벡톨 교수] “This test shows they're still trying to prove to the world that they can make it work, because, I think, obviously, the last failed launch of the Hwasong-17 was very embarrassing for the North Korean.”
과거 북한과의 협상에 관여했던 미국의 전직 관리들은 북한 정권이 지난해 1월 발표한 ‘국방발전 5개년 계획’에 맞춰 무기 체계를 발전시켜 나가고 있다고 지적했습니다.
조셉 디트라니 전 미국 6자회담 차석대표는 4일 VOA와의 전화통화에서 북한이 또다시 탄도미사일을 발사한 것은 김정은 북한 국무위원장이 핵과 미사일 역량을 완성해 가는데 초점을 맞추고 있는 것이라고 말했습니다.
디트라니 전 차석대표는 김정은 위원장이 지난해 1월 이후 이 같은 의지를 명확히 했다며, 3월 24일 ‘화성-17형’ ICBM을 발사하고 지난달 25일 열병식에서 화성-17형 두 기를 등장시킨 것, 또 핵무기의 용도를 억지뿐 아니라 북한에 위협이 된다고 생각되면 공격에도 쓸 수 있다고 발언한 것 등은 모두 같은 맥락에 있다고 설명했습니다.
그러면서 김 위원장은 북한에 이러한 역량이 있다는 것, 또 세계가 핵보유국인 북한을 상대해야 한다는 것을 알리려는 의도로 해석했습니다.
[녹취: 디트라니 전 차석대표] “This is, in my view, Kim Jong Un perfecting his nuclear and missile capabilities. He's made it very clear. Since January of 2021, this is indeed his intention going back, almost a year and a half ago and then most recently saying it again with the ICBM launch on the 24th of March, Hwasong-17 intercontinental ballistic missile, and then at the parade on the 25th of April, showing two Hwasong-17s, talking about using nuclear weapons not only as a deterrent, but also, using it actively if there's a perception of a threat to the DPRK… He's showing the world he has these capabilities. And he's basically saying you've got to deal now with a nuclear North Korea.”
에반스 리비어 전 국무부 동아태 담당 수석부차관보도 북한 정권이 특정 목표를 달성하고 특정 역량을 개발하겠다는 점을 명확히 해 왔다면서, 북한 정권은 이런 역량을 보유하고 있다는 것을 과시하고 싶어할 것이라고 말했습니다.
리비어 전 수석부차관보는 그러면서 북한은 무기 체계를 시험할 적절한 때가 되었기에 시험을 하는 것이라고 말했습니다.
[녹취: 리비어 전 수석부차관보] “North Koreans have made it clear that they're going to attain certain goals and develop certain capabilities and they're doing that and so to some extent, we should not be surprised at almost anything that we see. They want to develop certain capabilities. They want to demonstrate that they have these capabilities. And when they're ready to test the systems, they test them.”
필립 윤 전 국무부 선임보좌관은 북한의 미사일 시험이 지난해에는 4번에 그쳤지만 올해 들어 이미 14번에 달하는 것에 대해 미사일 체계를 진전시키고자 하는 북한 정권의 의지가 분명해 보인다고 지적했습니다.
[녹취: 윤 전 선임보좌관] “There's a clear military purpose to doing this. They are testing this is their 14 tests this year already. Last year, they only did four. And clearly, they want to make advances… When they launch stuff, it's going to be not for one sole reason. It's right before the inaugural of the new president, President Yoon. So, there's an element of putting pressure on South Korea saying we're not going to be intimidated despite your tough rhetoric, see where it goes.”
윤 전 선임보좌관은 그러나 북한이 미사일을 발사할 때는 한 가지 목적만 있는 것은 아니라면서, 한국에서 윤석열 신임 대통령의 취임이 1주일도 채 남지 않은 상황에서 북한이 한국 새 정부를 압박하려는 의도도 있어 보인다고 말했습니다.
한국에 새로 들어올 대통령이 북한에 대해 강경한 입장을 내놓고 있지만, 북한은 그것에 위협을 느끼지 않는다는 것을 보여주려고 한다는 겁니다.
로버트 갈루치 전 국무부 북핵 특사도 VOA에 보낸 이메일에서 북한의 이번 발사는 새로운 한국 정부가 출범하는 상황에서 북한이 한국과 한국의 동맹인 미국을 압박하기 위한 의도로 판단된다고 말했습니다.
현재 세계 지정학적 여건이 북한이 미사일 시험을 하는데 유리하다는 지적도 나왔습니다.
게리 세이모어 전 백악관 대량살상무기 조정관은 중국이 추가 대북 제재를 반대하고 러시아의 우크라이나 공격이 이어지는 상황에서, 김정은 위원장은 미사일 시험을 이어가도 별다른 처벌 없이 넘어갈 수 있다고 판단한 것으로 보인다고 말했습니다.
세이모어 전 조정관은 북한은 이번 미사일 시험을 통해 장거리 미사일의 성능을 개선하고 동시에 훗날 재개될 미국과의 협상에 대비해 우위를 점하려는 의도가 있을 것이라고 해석했습니다.
[녹취: 세이모어 전 조정관] “I think Kim Jong Un has correctly calculated that they can test these missiles with impunity, because China's not willing to support any additional sanctions against North Korea. Given the current circumstances and even if China was willing to, Russia would block it because of the Ukraine. So, Kim Jong Un basically has a free pass to carry out these missile tests and I assume that the tests serve both a technical purpose in order to improve the quality of their long range missiles, and it serves a political purpose to set the stage for a resumption of diplomacy at some point in the future.”
리비어 전 부차관보는 미사일 개발과 김정은 위원장의 연설, 새로운 핵 독트린, 그리고 핵 실험을 통해 북한은 자신들이 이렇게 모든 걸 다 하고 있는데 미국과 한국, 국제사회가 어떻게 나올 것이냐고 도전하고 있는 셈이라고 지적했습니다.
[녹취: 리비어 전 수석부차관보] “I think what North Korea is trying to convey by missile development, by the speech, by the new nuclear use doctrine, and hence, the nuclear test is ‘North Koreans are doing all of this. What are you going to do about it?’ That's the message directed against the United States and the Republic of Korea and the international community. They are trying to get a reaction out of Washington and Seoul and others. But they are not getting the reaction that they want."
리비어 전 부차관보는 그러면서 북한의 이어지는 도발에는 미국과 한국 등으로부터 자신들이 원하는 반응을 이끌어내고 싶어하는 의도가 있겠지만, 미국과 한국은 북한에 양보를 할 의사가 없는 상태라고 말했습니다.
