미국 정부가 핵을 포함한 모든 범위의 확장 억지 공약을 재확인했습니다. 북한이 도발을 중단할 때까지 제재 등 다양한 조치로 책임을 묻겠다는 의지도 분명히 했습니다. 함지하 기자가 보도합니다.
국무부는 한국에 대한 방위 공약을 거듭 확인했습니다.
네드 프라이스 국무부 대변인은 11일 정례브리핑에서 ‘한국이 미국에 전술 핵무기 재배치를 요구했느냐’는 질문에 “군사적 태세나 한국 정부의 요청과 관련한 질문은 각각 미 국방부와 한국 정부에 해야 한다”고 답했습니다.
그러면서도 “한국을 포함한 조약 동맹에 대한 우리의 방어와 억지 공약이 여전히 철통같다는 점을 확실히 하기 위해 할 수 있는 모든 것을 하겠다고 약속했다는 점은 말할 수 있다”고 강조했습니다.
[녹취: 프라이스 대변인] “Well, for questions on force posture need to refer you to the Department of Defense. For questions on requests that the ROK government may have made, I would need to refer you to the ROK. But what I can tell you is that we have placed a premium on doing everything we can to ensure that our commitments to defense and to deterrence when it comes to our treaty allies, including the ROK in this case, remain iron clad.”
이어 미국이 한국에 제시한 방위 공약을 구체적으로 나열했습니다.
“바이든 대통령은 미국이 재개한 핵과 재래식, 미사일 방어를 포함한 모든 범위의 미국의 방위 역량과 지난달 열린 확장억제전략협의체 등을 활용해 한국에 대한 미국의 확장억제 공약을 확인했다”는 것입니다.
[녹취: 프라이스 대변인] “President Biden affirmed that US extended deterrence commitment to the ROK… he confirmed that commitment to the ROK using the full range of US defense capabilities including nuclear, conventional and missile defense capabilities we have reactivated, including with the engagement last month the high level extended deterrence strategy group, a consultation group, excuse me, which as I mentioned before, met last month. And we also committed to further strengthen deterrence by reinforcing the combined defense posture and reiterated our joint commitment to a conditions based transition of wartime operational control.”
이어 “우리는 연합 방위태세를 증강하는 방식으로 억지력의 추가 강화를 약속했고, 전시작전통제권 전환을 바탕으로 한 공동의 약속도 거듭 강조했다”고 밝혔습니다.
북한의 잇따른 무력 도발에 대해서는 “최근 미 국방부와 우리의 조약 동맹인 일본, 한국이 (북한의) 도발 이후 취한 조치를 봤을 것”이라며 “이는 준비태세와 우리의 방위, 억지력이 있어야 할 곳에 있도록 확실히 하기 위함”이라고 말했습니다.
[녹취: 프라이스 대변인] “When it comes to the DPRK’s recent provocations, you heard from the Department of Defense, you've heard from our treaty allies Japan and the ROK in this case, of the steps that we've taken in the aftermath of these provocations to ensure that readiness is where it needs to be to ensure that our defenses are where they need to be to ensure that our deterrence deterrent capabilities are where they need to be. These provocations are just that. They are provocations. But even so they are dangerous, they are destabilizing. We made clear through early and regular dialogue with our treaty allies and other partners that our commitments to our obligations are ironclad.”
그러면서 “(북한의) 도발은 그저 도발일 뿐이지만, 여전히 위험하고 불안정하다”며 “우리는 조약 동맹, 다른 파트너와 조속하고 정기적인 대화를 통해 우리의 의무에 대한 약속이 철통같다는 점을 분명히 했다”고 거듭 확인했습니다.
프라이스 대변인은 “방위와 억지에 집중하는 동안에도 우리는 ‘도발의 시기’를 ‘실용적 관여의 시기’로 바꾸고 싶다는 점을 분명히 했다”면서도 “우리는 도발의 시기를 경험했고, 분명 그 시기에 있다”고 말했습니다.
[녹취: 프라이스 대변인] “And all the while even as we focus on our defense and deterrence, we are making very clear that we want to make this transition back from an era of provocation to an era of pragmatic engagement. The DPRK has… with the DPRK, we've experienced periods of provocation. Clearly we're in one of those now. We've experienced periods of engagement. It is our goal through the various multilateral and US tools we have at our disposal to make clear that we are prepared to engage in dialogue and diplomacy and to make clear that we will continue to impose and to enforce costs unless and until the DPRK is ready to…”
이어 “우리는 관여의 시기를 경험한 적이 있다”며 “우리에게 가용한 다양한 다자와 미국의 도구를 이용해 우리가 대화와 외교에 관여할 준비가 됐다는 점과 북한이 준비될 때까지 대가를 치르게 할 것이라는 점을 분명히 하는 게 우리의 목적”이라고 확인했습니다.
프라이스 대변인은 ‘북한이 대화를 거부하는 상황에서 미국이 어떤 도구를 쓸 수 있느냐’는 추가 질문에는 “우리는 이것을 대화와 외교를 통해 가장 잘 해결될 수 있는 도전으로 본다”고 답했습니다.
[녹취: 프라이스 대변인] “We view this as a challenge that can be best addressed through dialogue and diplomacy. We want to see the complete denuclearization of the Korean Peninsula. We believe that the best way to do that is through diplomacy is through principled, hardnosed diplomacy with the DPRK, alongside our allies and partners. Now, clearly the DPRK is not there, is not there yet in terms of seeking that same dialogue and diplomacy. To your question, we do have other tools at our disposal, sanctions, other forms of accountability that we will continue to impose on the DPRK, along the lines of what we announced against the DPRK last week, until and unless these provocations come to an end.
그러면서 “우리는 한반도의 완전한 비핵화를 보고 싶다”며 “동맹·파트너와의 원칙적이고 단호한 대북 외교가 최선이라고 믿는다”고 덧붙였습니다.
이어 “분명히 북한은 이와 같은 대화와 외교를 추구하는 지점에 있지 않다”고 프라이스 대변인은 지적했습니다.
프라이스 대변인은 “우리는 제재를 비롯해 북한에 계속 부과할 수 있는 다른 형태의 수단이 있다”며 “북한이 도발을 끝내지 않는 한 그런 조치를 계속할 것”이라고 말했습니다.
