백악관 고위 관리는 이번 미한일 정상회의에서 3국 관계 강화를 위한 야심찬 이니셔티브가 나올 것이라고 말했습니다. 앞으로 3국의 어떤 지도자도 변화를 줄 수 없도록 하는 구체적인 방안도 마련할 계획이라는 점도 밝혔습니다. 함지하 기자가 보도합니다.
커트 캠벨 미국 백악관 국가안보회의(NSC) 인도태평양 조정관은 오는 18일로 예정된 미한일 정상회의는 현재는 물론 미래의 3국 관계를 강화하는 계기를 만들 것이라고 밝혔습니다.
캠벨 조정관은 16일 미국 브루킹스 연구소가 개최한 대담 행사 모두 발언에서 “(정상회의가 열리는) 금요일에 현재는 물론 미래의 3국 관여를 강화하기 위한 방안을 모색하는 매우 야심찬 이니셔티브를 보게 될 것”이라고 말했습니다.
[녹취: 캠벨 조정관] “I will just say that what you will see on Friday is a very ambitious set of initiatives that seek to lock in trilateral engagement, both now and into the future. And you will see it across many sectors, in the security realm, in technology and education. I think all three leaders will embrace the potential for what is possible among our three countries. And I will just simply say that, although there have been challenges in the past, we are more comfortable and confident now that the ballasts in our ship will take us through what will inevitably be moments of difficulty in the future.”
이어 “안보 영역과 기술, 교육 등 여러 분야에서 이를 보게 될 것”이라며 “3국 정상 모두 3국 간 가능성에 대한 잠재성을 포용할 것이라고 생각한다”고 밝혔습니다.
또한 “과거의 어려움에도 불구하고 지금 우리는 더 편안하고 자신감을 갖고 있다는 점을 말하고 싶다”며 “이는 배의 평형수가 미래에 필연적으로 닥칠 어려움의 순간을 헤쳐 나갈 수 있도록 우리를 이끌어줄 것이기 때문”이라고 강조했습니다.
캠벨 조정관은 “우리는 (이번 정상회의를 통해) 여러 내용을 발표할 것”이라며 그 중 하나로 3국 연례 정상회의를 꼽았습니다. 그러면서 국가안전보장회의와 국무장관이 이를 준비하는 노력을 기울일 것이라고 설명했습니다.
[녹취: 캠벨 조정관] “We will announce a number of things: trilateral annual summit between the three leaders, which we intend to abide by. The national security and Secretary of State effort that will help prepare the way for that. We're going to invest in technology, to have a three-way hotline for the leaders and others inside their governments to communicate. We are going to make commitments to dialogue and engage in critical circumstances. However, we're going to go beyond this. We're going to invest in people to people and educational initiatives. We're going to try to invest in a much broader, deeper, thicker, trilateral set of engagements which brings our peoples together in important ways.”
아울러 “우리는 3국 정상과 정부 내 다른 관리 등이 소통할 수 있는 3자 핫라인을 구축하는 기술 분야에 투자할 것”이라며 “우리는 중요한 상황에서 대화와 관여를 할 수 있는 약속도 할 것”이라고 덧붙였습니다.
캠벨 조정관은 “그러나 우리는 그 이상으로 나아갈 것”이라며 3국 간 인적 교류와 교육에 대한 투자를 사례로 제시했습니다.
이어 “3국 국민을 중요한 방식으로 하나로 모으는 훨씬 더 광범위하고 깊으며 두터운 3자 간 관여에 투자하기 위해 노력할 것”이라고 덧붙였습니다.
캠벨 조정관은 “근본적인 약속이라는 것은 있을 수 없겠지만 우리는 3국의 어떤 지도자에게도 어려울 방식으로 이 사안을 우리의 정치에 포함시키려고 노력할 것”이라고 강조했습니다.
[녹취: 캠벨 조정관] “You can never make a fundamental commitment... But we're going to try to embed this in our politics in such a way that it will be hard for any leader in either of the three countries. And remember you were gracious enough to talk about both Japan and South Korea, each of these countries are aware that it was not long ago that we were debating pulling out of these alliances, or at least one of them. We're hoping to embed this in our own national psyche in a bipartisan way that will be enduring and will be critical for the infrastructure and the architecture of the Indo Pacific going forward.”
그러면서 “일본과 한국 혹은 이중 한 나라를 우리 동맹에서 제외하자는 논의를 한 게 불과 얼마 전이라는 사실을 기억할 것”이라고 캠벨 조정관은 덧붙였습니다.
이어 “우리는 초당파적인 방식으로 이 문제를 우리 국가의 정신에 심기를 희망하고 있다”며 “이는 인도태평양이 앞으로 나아가는 데 있어 그 기반과 구조에 매우 중요할 것”이라고 말했습니다.
이날 토론회에 참석한 람 이매뉴얼 일본 주재 미국대사는 “(3국 정상의) 목표는 매우 분명하다”며 “(3자 관계가) 새로운 표준이 돼 정보와 안보, 정치, 외교, 경제 등 모든 곳에 뿌리를 내려 그 어떤 개인이나 국가 혹은 어떤 미래의 지도자도 이를 되돌려 놓지 못하게 하자는 것”이라고 설명했습니다.
[녹취: 이매뉴얼 대사] “…the goal here, just be clear, is that this becomes a new normal and that you weave it into the DNA of all the institutions whether it's intelligence, security, political, diplomatic, economic, and that nobody or no one country or no one future leader rolls a rock back down the hill.”
특히 “분명히 기억해야 할 것 중 하나는 미국의 외교 정책이 우리 동맹과 동맹국에 대한 것이라는 점”이라며 “그건 동전의 양면과도 같다”고 강조했습니다.
[녹취: 이매뉴얼 대사] “One of the things that I think people should remember in the realm of obviously, American foreign policy is our alliances and our allies. That's the coin of the realm. Six weeks ago, the President was in Vilnius, and Sweden and Finland joined NATO. Six weeks later, he's hosting Japan and Korea at Camp David, that bookends tells you a lot about where we are under this president in the sense, I think in the core piece of what makes America strong is alliances and its allies.”
이어 “6주 전 바이든 대통령은 (리투아니아) 빌니우스에 있었고, 이어 스웨덴과 핀란드는 북대서양조약기구(나토)에 가입했다”며 “6주 후 바이든 대통령은 캠프 데이비드에 일본과 한국 정상을 초청했다”고 덧붙였습니다.
이매뉴엘 대사는 “일련의 사건들은 현 바이든 대통령 아래에서 우리가 현재 어디에 있는지를 매우 잘 말해준다”며 “미국을 강하게 만드는 핵심 요소는 동맹과 동맹국이라고 생각한다”고 말했습니다.
미라 랩 후퍼 NSC 동아시아·오세아니아 담당 선임국장은 이번 정상회의에서 3국 정상이 북한 문제도 의제 중 하나로 다룰 것이라는 사실을 확인했습니다.
특히 3국이 북한의 다양한 위협에 대한 대응을 다각화하는 노력을 해왔다는 점을 강조했습니다.
[녹취: 랩 후퍼 선임국장] “We're using those fora to talk about things like ballistic missile defense cooperation, joint exercises, which we conduct regularly. We're increasingly looking closely and cooperating on areas including DPRK cyber challenges and cryptocurrency challenges, and you'll see more on that in the statements, on fact sheet that we released on Friday.”
“(3국 간 협의 기회를 통해) 탄도미사일 방어 협력과 정기적으로 실시하는 연합 훈련과 같은 사안을 논의하고, 북한의 사이버 도전과 암호화폐 문제 등에 있어서도 더 긴밀히 검토하고 협력해 왔다”는 것입니다.
그러면서 오는 18일 발표하게 될 성명이나 설명자료에 더 자세한 내용이 담길 것이라고 말했습니다.
랩 후퍼 선임국장은 작년 11월 3국 정상이 채택한 ‘프놈펜 선언’에 3국 간 미사일 경보 정보 공유안이 담겨 있다면서 이와 관련한 추가 논의가 있을 것이라는 점도 시사했습니다.
[녹취: 랩 후퍼 선임국장] “.And one of the things we'll be able to report out on Friday is that we're well on our way to being able to do that, as well as make progress in a number of other information sharing areas that allow us to pull data and information to better understand the picture that we are facing. There'll be a number of other areas that we can point to coming out of Friday to include a more comprehensive exercise program, other cooperation on measures that are intended to strengthen extended deterrence and improved stability.
이어 “우리가 직면한 상황을 더 잘 이해하기 위해 서로의 데이터와 정보를 열람할 수 있는 다른 정보 공유에 대한 진전에 관한 내용도 공개될 것”이라고 설명했습니다.
그 밖에 “보다 포괄적인 훈련과 확장 억지력을 강화하고 그 안정성을 개선하기 위한 조치들에 대한 협력 등 다른 여러 분야와 관련한 사안도 (결과로) 도출될 것”이라고 랩 후퍼 선임국장은 덧붙였습니다.
