유엔이 북한의 위성 발사를 비판하며 조건없이 대화를 재개할 것을 촉구했습니다. 유럽연합은 북한의 위성 발사가 안보리 결의에 대한 노골적 위반이라고 지적했습니다. 안소영 기자가 보도합니다.
안토니우 구테흐스 유엔 사무총장이 북한의 또 다른 군사위성 발사 시도를 강력히 규탄했습니다.
[UN 대변인]” The Secretary-General strongly condemns the attempted launch of yet another military satellite by the Democratic People’s Republic of Korea. Any launch by the DPRK using ballistic missile technology is contrary to the relevant Security Council resolutions. The Secretary-General reiterates his call on the DPRK to cease such acts and to swiftly resume dialogue without preconditions to achieve the goal of sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula.”
유엔 대변인은 24일 성명을 통해 이같이 전하며 “탄도미사일 기술을 이용한 북한의 어떤 발사도 관련 안보리 결의에 위배된다”고 지적했습니다.
이어 “사무총장은 북한에 이 같은 행위를 중단하고 지속 가능한 평화와 한반도의 완전하고 검증 가능한 비핵화 목표 달성을 위해 전제 조건 없이 신속하게 대화를 재개할 것을 거듭 촉구한다”고 덧붙였습니다.
유럽연합(EU)도 이날 “8월 24일 탄도미사일 기술을 이용한 북한의 발사를 강력하게 규탄한다”고 밝혔습니다.
[EU 대변인] “The EU strongly condemns the Democratic People’s Republic of Korea’s (DPRK) launch using ballistic missile technology on 24 August. This was a clear and flagrant violation of UN Security Council resolutions that prohibit such launches.
The only route to sustainable peace and security on the Korean peninsula lies in the DPRK ceasing actions that raise military tensions, resuming dialogue with relevant parties and taking action to comply with UN Security Council resolutions.”
피터 스타노 EU 대변인은 24일 북한 발사에 대한 VOA의 논평 요청에 이같이 밝히며 “이는 이 같은 발사를 금지하는 유엔 안보리 결의에 대한 명백하고 노골적인 위반”이라고 말했습니다.
이어 “한반도의 지속 가능한 평화와 안보로 가는 유일한 길은 북한이 군사적 긴장을 고조시키는 행동을 중단하고 관련 당사국과 대화를 재개하며 유엔 안보리 결의를 준수하는 조치를 취하는 것”이라고 덧붙였습니다.
스타노 대변인은 아울러 “모든 유엔 회원국, 특히 안보리 이사국들이 안보리 결의에 명시된 제재의 완전한 이행을 보장함으로써 이것이 유일한 선택이라는 점을 보여주는 것이 중요하다”고 강조했습니다.
[EU 대변인] “It is critical that all UN Member States, especially Members of the UN Security Council, demonstrate that this is the only option by ensuring the full implementation of sanctions set out in Security Council resolutions. The EU is ready to work with all relevant partners in promoting a meaningful diplomatic process aimed at the complete, verifiable and irreversible denuclearisation of the Korean peninsula.”
그러면서 “EU는 한반도의 완전하고 검증가능하며 되돌릴 수 없는 비핵화를 목표로 하는 의미 있는 외교적 프로세스를 촉진하기 위해 모든 관련 파트너와 협력할 준비가 돼 있다”고 전했습니다.
스웨덴은 북한에 국제적 의무 이행을 촉구했습니다.
[스웨덴 외무부] “The UN Security Council has previously declared that the DPRK’s nuclear weapons and missile programmes constitute a threat to international peace and security. We urge the DPRK to fulfil its international commitments and undertake a complete, verifiable and irreversible disarmament of its nuclear weapons and missile programme in accordance with UN Security Council resolutions. Sweden has a long-term commitment to a peaceful solution to the situation on the Korean Peninsula and continues to offer its support to dialogue and confidence-building processes.”
스웨덴 외무부 대변인은 이날 VOA의 관련 논평 요청에 “유엔 안보리는 앞서 북한의 핵무기와 미사일 프로그램이 국제 평화와 안보에 위협이 된다고 선언한 바 있다”며 “우리는 북한이 국제적 약속을 이행하고 유엔 안보리 결의에 따라 핵무기와 미사일 프로그램의 완전하고 검증 가능하며 되돌릴 수 없는 군축에 착수할 것을 촉구한다”고 밝혔습니다.
타이완도 “북한의 이번 발사를 다시 한번 엄중히 규탄한다”는 입장을 전했습니다.
[타이완 외교부 대변인] “North Korea launched a reconnaissance satellite rocket southward from the Dongchangli area of North Pyongan Province at around 2:50 am on August 24, Taiwan time. Although the rocket failed to launch and fell into the sea, it used intercontinental ballistic missile (ICBM) technology and violated relevant UN Security Council resolutions. The Ministry of Foreign Affairs once again expressed its solemn condemnation of this, and called on North Korea to abandon darkness and turn to light, and abide by relevant UN Security Council resolutions.”
타이완 외교부는 VOA의 관련 서면 논평 요청에 비록 로켓이 발사에 실패해 바다로 추락했지만 “대륙간탄도미사일 (ICBM) 기술을 이용했고 유엔 안보리 결의를 위반했다”고 비판했습니다.
이어 “북한이 관련 유엔 안보리 결의를 준수할 것을 촉구한다”고 강조했습니다.
[타이완 외교부 대변인] “Taiwan is an important member of the Indo-Pacific community, and will continue to stand on the same stance as the United States and other like-minded countries to jointly defend the rules-based international order and strive to maintain regional stability, peace and prosperity.”
아울러 “타이완은 인도태평양 공동체의 주요 일원이며 앞으로도 미국 및 기타 같은 생각을 가진 국가들과 동일한 입장을 견지해 규칙에 기반한 국제 질서를 공동으로 수호하고 역내 안정과 평화, 번영 유지를 위해 노력할 것”이라고 타이완 외교부는 덧붙였습니다.
이런 가운데 북한의 정찰위성 2차 발사를 규탄하는 각국의 성명도 이어졌습니다.
프랑스 외무부는 “유엔 안보리 결의들을 위반한 북한의 8월 24일 군사위성 발사 시도를 강력히 규탄한다”고 밝혔습니다.
이어 “관련 결의들은 북한이 핵무기를 운반하기 위해 설계된 탄도미사일과 관련한 모든 활동에 관여하는 것을 금지하고 있다”며 “이 같은 미사일 발사도 포함된다”고 덧붙였습니다.
[프랑스 외무부 성명] “France strongly condemns North Korea’s attempted launch of a military satellite on August 24, in violation of UN Security Council resolutions. These resolutions prohibit North Korea from engaging in any activity connected with ballistic missiles designed to carry nuclear weapons, including the launch of those missiles.
이어 “프랑스는 북한이 지체 없이 국제 의무를 준수하고, 핵과 탄도미사일 프로그램의 완전하고 검증 가능하며 되돌릴 수 없는 방식의 포기로 이어지는 절차에 착수할 것을 촉구한다”고 강조했습니다.
그러면서 “프랑스와 파트너들은 관련 유엔 안보리 결의의 이행을 보장하고 모든 당사자 간의 대화를 독려하는데 전념하고 있다”고 덧붙였습니다.
[프랑스 외무부 성명] “France urges North Korea to comply with its international obligations without delay and to undertake a process leading to the complete, verifiable and irreversible renunciation of its nuclear and ballistic programs. France and its partners remain fully committed to ensuring the implementation of relevant UN Security Council resolutions and encourage dialogue among all the parties.”
우크라이나 외무부도 이날 이례적으로 성명을 내고 “우크라이나는 북한의 탄도미사일 기술을 이용한 군사위성 우주 발사 시도를 강력히 규탄한다”고 밝혔습니다.
[우크라이나 외무부 성명] “Ukraine strongly condemns North Korea's use of ballistic missile technology for the attempted military satellite space launch. Conducted on 23 August 2023 act constitutes yet another grave violation of the UN Security Council resolutions on DPRK’s missile and nuclear programs. Ukraine supports efforts by the international community to put pressure on Pyongyang to maintain the international order in the world and ensure stability and security on the Korean Peninsula.
그러면서 이번 위성 발사는 북한의 핵과 미사일 프로그램에 관한 유엔 안보리 결의를 또다시 심각하게 위반하는 것이라고 지적했습니다.
이어 우크라이나는 세계에서 국제 질서를 유지하고 한반도의 안정과 안보를 보장하기 위해 북한을 압박하는 국제 사회의 노력을 지지한다고 덧붙였습니다.
앤-마리 트레빌리안 영국 외무부 인도태평양 담당 부장관은 24일 자신의 사회연결망 서비스 엑스(옛 트위터)에 올린 글에서 “북한의 무모한 위성 발사 시도는 닷의 유엔 안보리 결의를 위반하고 역내 평화와 안정을 위협한다”고 밝혔습니다.
트레빌리안 부장관은 이어 “영국은 북한이 대화에 복귀하고 비핵화를 향한 신뢰할 수 있는 조치를 취할 것을 강력히 촉구한다”고 말했습니다.
앞서 북한은 현지 시각 24일 오전 3시 30분쯤, 동창리 일대에서 우주 발사체 1발을 발사했지만 실패했습니다.
