미국 정부가 북한의 최근 정찰위성과 탄도미사일 발사를 강력하게 비판했습니다. 이같은 발사가 국제 평화와 안보에 심각한 위협을 가하고 북한의 고립만 심화시킬 것이라고 지적했습니다. 이조은 기자입니다.
미 국무부는 30일 “미국은 다수의 유엔 안보리 결의에 직접적으로 위배되는 위반한 북한의 5월 27일과 5월 29일 탄도미사일 기술을 이용한 발사를 가능한 가장 강력한 용어로 규탄한다”고 밝혔습니다.
[국무부 대변인] “The United States condemns in the strongest possible terms the Democratic People’s Republic of Korea’s (DPRK) May 27 and May 29 launches using ballistic missile technology in direct violation of multiple UN Security Council resolutions (UNSCRs). These launches continue the DPRK’s reckless behavior, which poses a grave threat to the Korean Peninsula, the region, and international peace and security and undermine the global non-proliferation regime. The United States reiterates that its commitments to the defense of the ROK and Japan are ironclad.”
국무부는 이날 매튜 밀러 대변인 명의로 발표한 성명에서 북한이 최근 정찰위성과 탄도미사일을 잇따라 발사한 것과 관련해 이같이 밝히며 “이런 발사들은 북한의 무모한 행동을 지속시킨다”며 “이는 한반도와 역내, 그리고 국제 평화 및 안보에 심각한 위협을 가하고 세계 비확산 체제를 약화시킨다”고 말했습니다.
그러면서 “미국은 한국과 일본에 대한 방위 공약이 철통같다는 점을 다시 한번 강조한다”고 밝혔습니다.
북한의 고립과 불법 무기 프로그램 자금 조달 문제도 지적했습니다.
[국무부 대변인] “The DPRK’s actions will only intensify its isolation as it undermines stability and security on the Korean Peninsula. We will continue to work closely with the international community to disrupt the DPRK’s illicit revenue generation, which supports its UNSCR-prohibited weapons programs through the exploitation of overseas workers and malicious cyber activities. We condemn the DPRK regime’s decision to divert scarce resources away from the North Korean people toward its weapons programs.
“북한의 행동은 한반도의 안정과 안보를 훼손하는 가운데 북한의 고립만 심화시킬 뿐”이라는 것입니다.
이어 “우리는 해외 노동자 착취와 악의적인 사이버 활동을 통해 유엔 안보리가 금지한 무기 프로그램을 지원하는 북한의 불법 수익 창출을 차단하기 위해 국제사회와 긴밀히 협력할 것”이라고 밝혔습니다.
또한 “우리는 부족한 재원을 주민들로부터 빼돌려 무기 프로그램으로 전용하려는 북한 정권의 결정을 규탄한다”고 말했습니다.
모든 국가의 대북 압박 동참도 촉구했습니다.
[국무부 대변인] “These launches serve as a reminder of the need for all countries to fully implement DPRK-related UNSCRs that prohibit the DPRK from acquiring technologies and materials to advance its WMD and ballistic missile programs. We urge the DPRK to abide by relevant UNSCRs and immediately cease all activities that violate them. Together with the international community, we call on the DPRK to refrain from further provocations and accept our call for engaging in substantive dialogue without preconditions. ”
국무부는 “이번 발사는 북한이 대량살상무기 및 탄도미사일 프로그램을 발전시키기 위한 기술과 물질을 획득하는 것을 금지하는 북한 관련 유엔 안보리 결의를 모든 국가가 완전히 이행해야 할 필요성을 상기시키는 계기가 될 것”이라고 말했습니다.
또한 “우리는 북한이 관련 유엔 안보리 결의들을 준수하고 이를 위반하는 모든 활동을 즉각 중단할 것을 촉구한다”고 밝혔습니다.
아울러 “ 우리는 국제사회와 함께 북한이 추가 도발을 자제하고 전제조건 없는 실질적 대화에 나서라는 우리의 요청을 받아들일 것을 촉구한다”고 말했습니다.
앞서 북한은 지난 27일 평안북도 동창리 일대에서 서해 남쪽으로 군사정찰위성을 발사했지만 공중 폭발해 실패했습니다
이어 사흘 만인 30일 동해상으로 단거리 탄도미사일 10여 발을 발사했습니다.
