미 국무장관이 푸틴 러시아 대통령의 방북과 관련해 북한의 대러시아 지원을 차단하기 위해 총력을 기울일 것이라고 밝혔습니다. 북대서양조약기구(NATO·나토) 사무총장은 북한이 러시아 지원 대가로 핵과 미사일 기술을 제공 받을 가능성에 우려를 나타냈습니다. 조상진 기자가 보도합니다.
토니 블링컨 미 국무장관이 18일 북한을 러시아 지원 관련 우려국으로 지목하며 양국의 협력 강화에 우려를 나타냈습니다.
블링컨 장관은 이날 워싱턴 DC에서 옌스 스톨텐베르그 북대서양조약기구(NATO·나토) 사무총장과 회담한 뒤 개최한 기자회견에서 푸틴 대통령의 방북을 거론하며 “러시아는 우크라이나에 대한 침략 전쟁을 계속하는 데 필요한 것을 제공할 수 있는 국가와의 관계를 발전시키고 강화하기 위해 필사적으로 노력하고 있다”고 지적했습니다.
[녹취: 블링컨 장관] “With regard to Mr. Putin and his travels to North Korea. Look, we've seen as you've said, Russia try in desperation to develop and to strengthen relations with countries that can provide it with what it needs to continue the war of aggression that it started against Ukraine. North Korea is providing significant munitions to Russia and other weapons for use in Ukraine. Iran has been providing weaponry including drones that have been used against civilians and civilian infrastructure. And as I mentioned a moment ago, the deep concerns we have about China, not in terms of providing weapons but in providing what Russia needs to keep its defense industrial base going and to produce itself more tanks, more munitions, more missiles. Yes, these are the countries of concern.”
이어 “북한은 러시아에 상당한 양의 군수품과 우크라이나에서 사용할 다른 무기를 제공하고 있으며, 이란은 민간인과 민간 인프라를 공격하는 데 사용되는 드론을 포함한 무기를 제공하고 있다”고 지적했습니다.
또한 “중국은 단순 무기 제공이 아닌 러시아가 방위 산업 기반을 유지하고 더 많은 탱크와 탄약, 미사일을 생산하는 데 필요한 것을 제공한다는 측면에서 깊은 우려를 낳고 있다”고 말했습니다.
그러면서 “이들은 우려되는 국가들”이라고 밝혔습니다.
블링컨 장관은 북한과 이란, 중국의 계속되는 대러 지원에 대해 “이것이 전쟁을 지속시키는 요인이기 때문에 우리는 이에 대해 매우 우려하고 있다”고 거듭 강조했습니다.
[녹취: 블링컨 장관] “So we are very much concerned about this because this is what's keeping the war going. And the fastest way to end the war is for Putin to be disabused of the notion that he can outlast Ukraine and outlast all of Ukraine's supporters but also if he knows that the fuel he needs for his war machine won't be there anymore. So if China in particular, which professes to have a strong interest in ending the war, if it really means it, it will stop fueling the war machine. And we'll continue to do everything we can to cut off the support that countries like Iran and North Korea are providing.”
이어 “전쟁을 끝내는 가장 빠른 방법은 푸틴이 우크라이나와 우크라이나를 지지하는 모든 이들보다 오래 버틸 수 있다는 생각에서 벗어나고 전쟁 무기에 필요한 연료가 더 이상 제공되지 않을 것임을 알게 되는 것”이라고 말했습니다.
블링컨 장관은 “(우크라이나) 전쟁 종식에 큰 관심을 갖고 있다는 중국의 공언이 진심이라면, (러시아의) 전쟁 무기에 연료를 공급하는 것을 중단해야 한다”고 지적했습니다.
그러면서 “우리는 이란과 북한 같은 국가들이 제공하는 지원을 차단하기 위해 할 수 있는 모든 일을 계속할 것”이라고 강조했습니다.
옌스 스톨텐베르그 나토 사무총장도 이날 기자회견에서 “푸틴 대통령의 북한 방문은 러시아가 북한, 중국, 이란과 같은 권위주의 국가들과 매우 긴밀히 협력하고 있음을 보여주고 확인시켜 주는 것”이라고 지적했습니다.
[녹취: 스톨텐베르그 사무총장] “Putin's visits to North Korea demonstrates and confirms the very close alignment between Russia and authoritarian states like North Korea but also China and Iran.”
특히 “우리는 러시아가 북한의 미사일 및 핵 프로그램과 관련해 북한에 제공할 수 있는 잠재적 지원에 대해서도 우려하고 있다”고 밝혔습니다.
[녹취: 스톨텐베르그 사무총장] “We are of course also concerned about the potential support that Russia provides to North Korea when it comes to supporting their missile and nuclear programs. And we see how much military support Russia gets from North Korea but also from Iran and how China is propping up their war economy. And this is also one of the reasons why at NATO and at the NATO Summit here in Washington next month, we will further strengthen our partnership with our partners in the Asia Pacific region, Australia, New Zealand, South Korea and Japan.
아울러 “러시아가 북한 뿐 아니라 이란으로부터 얼마나 많은 군사적 지원을 받고 있는지, 또 중국이 러시아의 전쟁 경제를 어떻게 뒷받침하고 있는지도 잘 알고 있다”고 덧붙였습니다.
그러면서 “이것이 바로 다음 달 워싱턴에서 열리는 나토 정상회의에서 우리가 아시아 태평양 지역의 파트너인 호주, 뉴질랜드, 한국, 일본과의 협력 관계를 더욱 강화해야 할 이유 중 하나”라고 강조했습니다.
스톨텐베르그 사무총장은 또 푸틴의 방북은 유럽과 아시아 지역의 안보가 서로 긴밀히 연계돼 있음을 시사하는 것이라고 말했습니다.
[녹취: 스톨텐베르그 사무총장] “And this also demonstrates that our security is not regional it's global. What happens in Europe matters for Asia and what happens in Asia matters for us. And this is clearly demonstrated in Ukraine where Iran, North Korea China or propping up fueling Russia's war of aggression against Ukraine. So this idea that we can divide security into regional theaters doesn't work anymore. Everything is intertwined and therefore we need to address these challenges together.”
푸틴의 방북은 “우리의 안보가 지역적인 것이 아니라 전 세계적인 것이라는 점을 보여주는 것”이며 “이는 이란과 북한, 중국이 러시아의 우크라이나 침략 전쟁을 부추기고 있는 것을 통해 분명히 드러나고 있다”는 것입니다.
그러면서 “안보를 지역 별로 나눌 수 있다는 생각은 더 이상 통하지 않으며, 모든 것이 서로 얽혀 있는 만큼 우리는 이러한 도전에 함께 대처해야 한다”고 말했습니다.
