블라디미르 푸틴 러시아 대통령의 방북과 관련해 미국 정부는 북러 간 협력 심화가 미국뿐 아니라 국제사회가 우려하는 사안이라고 지적했습니다. 이를 막기 위해 동맹, 파트너와의 협력을 더 강화하겠다고 밝혔습니다. 함지하 기자가 보도합니다.
국무부는 북러 협력 심화에 대한 우려 입장을 재확인했습니다.
밀러 대변인은 17일 브리핑에서 관련 질문에 “미국 만의 우려는 아니다”라며 “북한과 러시아의 협력 심화는 한반도의 평화와 안정 유지, 글로벌 비확산 체제 수호, 유엔 안보리 결의 준수, 러시아의 잔혹한 침략에 맞서 자유와 독립을 수호하는 우크라이나 국민에 대한 지원에 관심이 있는 사람이라면 누구라도 크게 우려해야 할 동향”이라고 말했습니다.
[녹취: 밀러 대변인] “So, it's not just that these are concerns of the United States. We believe that deepening cooperation between Russia and the DPRK is something that should be of great concern to anyone that is interested in maintaining peace and stability on the Korean Peninsula, upholding the global nonproliferation regime, abiding by UN Security Council resolutions and of course, supporting the people of Ukraine as they defend their freedom against Russia's invasion. We've seen other countries express concern about this deepening security partnership.”
그러면서 “우리는 (북러 간) 안보 협력 심화에 대해 다른 나라들이 우려를 표명하는 것을 봤다”고 강조했습니다.
밀러 대변인은 “지난 몇 달 동안 북한이 러시아의 전쟁 노력을 지원하기 위해 수십 개의 탄도미사일과 1만1천 개가 넘는 군수품 콘테이너를 불법적으로 이전하는 것과 이들 군수품이 우크라이나 전장에서 사용되는 것도 봤다”고 지적했습니다.
[녹취: 밀러 대변인] “We have seen over the past few months, the DPRK unlawfully transfer dozens of ballistic missiles and over 11,000 containers of munitions to aid Russia's war effort, we have seen those munitions show up on the battlefield in Ukraine. So, we know that they are using DPRK ammunition to threaten Ukraine and kill Ukrainians, and so we will continue to make clear our concerns. We don't believe any country should support this deepening relationship and we will continue to call for Russia to respect all UN Security Council resolutions with respect to nonproliferation, including ones that they voted for.”
이어 “러시아가 북한 탄약으로 우크라이나를 위협하고 우크라이나인을 죽이는 데 사용하고 있다는 것을 알고 있는 만큼 우리는 계속해서 우리의 우려를 분명히 할 것”이라고 말했습니다.
또한 “우리는 어떤 나라도 이러한 심화되는 관계를 지지해선 안 된다고 믿는다”면서 “우리는 러시아가 자신이 찬성한 결의를 포함해 비확산과 관련된 모든 안보리 결의를 존중할 것을 계속 촉구할 것”이라고 밀러 대변인은 밝혔습니다.
밀러 대변인은 ‘푸틴 대통령이 이번 방북을 계기로 무기 확보에 더 나설 것으로 보느냐’는 질문에는 “그가 우크라이나 전쟁을 뒷받침할 무기를 계속 찾고 있는 게 확실하다고 생각한다”고 답했습니다.
[녹취: 밀러 대변인] “Oh, I think it is quite certain that he is continuing to look for arms to support his war against Ukraine. We have seen him get incredibly desperate over the past few months and look to Iran to re-bolster the military, his military equipment that he has lost in Ukraine to look to North Korea to rearm himself.”
이어 “우리는 푸틴이 지난 몇 달 동안 믿을 수 없을 정도로 절박해졌으며 우크라이나에서 잃은 군사 장비를 다시 강화하기 위해 이란을 바라보고 재무장하기 위해 북한을 바라본다는 것을 목격했다”고 말했습니다.

그러면서 “파트너십을 따져보자면 북한과 이란보다는 민주주의와 경제를 선도하는 나라들이 훨씬 더 신뢰할 수 있는 파트너일 것”이라고 덧붙였습니다.
한편 밀러 대변인은 ‘안보리에서 중국과 러시아의 행동이 북러 간 무기 거래에 대한 미국의 감시 역량에 영향을 끼쳤느냐’는 질문에는 “물론 그렇다”고 답했습니다.
이어 그것이 대북제재위원회 전문가패널 임기 연장에 거부권을 행사한 러시아에 “우리가 실망한 이유”라며 “우리는 동맹 및 파트너와 계속 협력해 이러한 확산 문제를 감시하고 가능한 한 효과적으로 대응하기 위해 노력할 것”이라고 말했습니다.
한편 국무부는 앞서 블라디미르 푸틴 러시아 대통령의 방북 일정 발표와 관련한 VOA의 관련 논평 요청에 “우리는 푸틴 대통령이 곧 평양을 방문할 것이라는 보도를 알고 있다”고 밝혔습니다.
[국무부 대변인] “We are aware of reports that President Putin will visit Pyongyang soon. Deepening cooperation between Russia and the DPRK is a trend that should be of great concern to anyone interested in maintaining peace and stability on the Korean Peninsula, upholding the global non-proliferation regime, abiding by UN Security Council resolutions, and supporting the people of Ukraine as they defend their freedom and independence against Russia’s brutal invasion.”
그러면서 “북한과 러시아의 협력 심화는 한반도의 평화와 안정 유지, 글로벌 비확산 체제 수호, 유엔 안보리 결의 준수, 러시아의 잔혹한 침략에 맞서 자유와 독립을 수호하는 우크라이나 국민에 대한 지원에 관심이 있는 사람이라면 누구라도 크게 우려해야 할 동향”이라고 말했습니다.
