미국 "북한 7차 핵실험 우려 여전...강력 대응할 것"

미국 정부가 북한의 7차 핵실험 가능성에 여전히 무게를 두고 강경 대응 방침을 확인했습니다. 추가 핵실험이 한반도의 불안정성을 가중시킬 것이라며 동맹과 적절히 대응할 것이라고 밝혔습니다. 함지하 기자가 보도합니다.

네드 프라이스 국무부 대변인은 “북한의 7차 핵실험 가능성에 대한 우려가 줄어들지 않았다”고 밝혔습니다.

[녹취: 네드 프라이스 미 국무부 대변인] “Our concerns regarding the potential for a seventh North Korean nuclear test have not abated. We have spoken publicly to these concerns for a couple of months now. You have heard assessments that our ROK counterparts have made public that the DPRK regime has conducted all necessary preparations for a potential nuclear test. That has not changed.”

프라이스 대변인은 26일 정례브리핑에서 북한의 추가 핵실험 가능성에 대한 질문에 “우리는 지난 두 달여 동안 이러한 우려에 대해 공개적으로 말해왔다”면서 이같이 설명했습니다.

이어 “북한 정권이 핵실험에 필요한 모든 준비 절차를 밟았다는 한국 정부의 분석을 접했을 것”이라면서 “그것(분석)은 변하지 않았다”고 확인했습니다.

특히 “북한이 실시하는 어떤 핵실험도 엄청난 비용을 치를 것이라는 점을 분명히 하기 위해 우리는 계속 공개적인 성명을 통해 이를 매우 명확히 할 뿐 아니라 인도태평양과 그 너머에 있는 동맹, 파트너와 긴밀히 협력하고 있다”고 말했습니다.

[녹취: 프라이스 대변인] “We have continued to be very clear in our public statements, but also working closely with our allies and partners in the Indo-Pacific and beyond to make clear that any additional nuclear testing that the DPRK conducts would carry tremendous costs. And we've been working with allies and partners in New York, capitals in the Indo-Pacific and around the world to send a very clear message to the DPRK regarding this.”

또한 “이와 관련한 매우 분명한 메시지를 북한에 보내기 위해 뉴욕(유엔) 주재 동맹과 파트너, 인도태평양과 전 세계 나라들과 함께 일해왔다”고 강조했습니다.

백악관도 북한의 추가 핵실험에 대한 강경 대응 의지를 분명히 했습니다.

존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 이날 언론 브리핑에서 북한의 7차 핵실험과 관련한 질문에 “우리는 북한이 핵실험을 할 준비가 돼 있다는 점을 매우 분명히 해왔다”며 “이는 우리가 매우 공개적으로 밝힌 사안”이라고 답했습니다.

[녹취: 존 커비 백악관 NSC 전략소통조정관] “We've been very clear that North Korea could be ready to conduct a nuclear test. That's something you said very openly. I won't speculate about the timing here, or what that can look like. We're not in a position to confirm reports that you're that you're seeing.”

이어 “(핵실험) 시점, 또는 그것이 어떤 모습일지 예측하진 않을 것”이라며 “우리는 언론 보도를 확인할 위치에 있지 않다”고 선을 그었습니다.

다만 “우리는 (핵실험 가능성을) 매우 긴밀히 주시할 것”이라며 “어떤 핵실험에 대해서도 우리는 동맹, 파트너와 함께 강력히 대응할 것으로 예상한다”고 밝혔습니다.

[녹취: 커비 조정관] “We are obviously going to watch this very, very closely. For any possibility of nuclear testing, and for which we would expect to have a robust reaction in concert with allies and partners. And these tests have done in the past, and if they test in the future, ruin the future, just add to the insecurity and instability on the Korean Peninsula. We would react appropriately with our allies and partners.”

이어 “그들이 추후 핵실험을 할 경우 과거에도 그랬듯 미래를 망칠 것이고, 한반도에 불안감과 불안정을 더할 것”이라며 “우리는 우리의 동맹, 파트너와 적절히 대응할 것”이라고 거듭 확인했습니다.

한편 이날 프라이스 대변인은 ‘한국의 새 정부 출범에 맞춰 미국의 대북정책도 변화가 있느냐’는 질문에 “바이든 행정부는 취임 초기 수 개월간 미국의 (대북) 정책을 검토해 전임 행정부가 북한과 관련해 무엇을 했고 무엇이 작동했는지를 살펴봤다”고 답했습니다.

[녹취: 프라이스 대변인] “When this administration first came into office, we spent several months conducting our own policy review taking a look at what the prior administration had done vis a vis the DPRK, what previous administrations had done vis a vis the DPRK, what had worked. But unfortunately, more of what has not worked over the course of decades when it comes to the DPRK, specifically its WMD programs.”

그러면서 “안타깝게도 수십 년 동안 북한과 관련해 작동하지 않은 정책이 더 많았고, 북한의 대량살상무기 프로그램에 관해선 특히 그렇다”고 덧붙였습니다.

프라이스 대변인은 “따라서 우리는 포괄적인 검토를 실시했다”며 “이에 따른 결과로 나온 것이 바로 우리가 공개적으로 밝힌 정책이자 우리가 2년 가까이 추구한 정책”이라고 말했습니다.

[녹취: 프라이스 대변인] “So we undertook a comprehensive review, the policy that resulted from that is the policy that we have articulated publicly and the one that we've pursued for the better part of almost two years now. It is a policy that believes that dialogue and diplomacy and engagement are the best courses by which we can achieve the complete denuclearization of the Korean Peninsula. We've made clear, as a result of that policy review, that we harbor no hostile intent towards the DPRK. In fact, we have made clear our willingness to engage in dialogue with the DPRK to determine how we might be able to move forward with that diplomacy. Unfortunately, those requests, those invitations have gone substantively unanswered.”

그러면서 “이건 대화와 외교, 관여가 한반도의 완전한 비핵화를 이룰 수 있는 최선의 길이라고 믿는 정책”이라면서 “정책 검토 결과 우리는 북한을 향해 적대적인 의도를 품고 있지 않다는 것을 분명히 했다”고 강조했습니다.

이어 “우리는 그러한 외교를 어떻게 진전시킬 수 있을지 알아내기 위해 북한과 대화에 관여할 의지를 분명히 했지만, 안타깝게도 그러한 요청과 초대는 사실상 응답받지 못했다”고 프라이스 대변인은 덧붙였습니다.
