유엔, 가자지구 연료 제공 촉구…안보리 결의안 또다시 채택 불발

유엔은 어제(25일) 팔레스타인 가자지구에 대한 연료 제공이 시급하다고 거듭 밝혔습니다.

유엔 팔레스타인난민구호기구(UNRWA)는 이날 웹사이트를 통해 “생명을 구하는 인도주의 활동을 계속하기 위해 연료가 시급히 필요하다”며, 그렇지 못할 경우 가자지구 전역에서 UNRWA의 인도주의 활동을 크게 줄이거나 중단해야 한다고 전했습니다.

그러면서, 앞으로 24시간이 매우 중요하다고 강조했습니다.

이스라엘은 가자지구 내 연료 제공이 이뤄질 경우 하마스 수중에 들어가 군사용으로 쓰일 수 있다는 이유로 연료 공급에 반대하고 있습니다.

한편 유엔 안전보장이사회(안보리)는 이날 이스라엘과 하마스 간 분쟁 확산 방지 등을 내용으로 하는 결의안 채택에 또다시 실패했습니다.

이날 회의에서는 이스라엘의 자위권 인정과 인도주의 지원을 위한 (교전) 일시 중지를 내용으로 하는 미국의 결의안 초안에 15개 이사국 중 10개국이 찬성했지만 러시아와 중국이 거부권을 행사해 채택되지 못했습니다.

또한 이스라엘의 가자지구 봉쇄를 규탄하고 인도주의 목적의 휴전을 촉구한 러시아 측 초안도 미국과 영국의 반대로 부결됐습니다.

안보리에서 결의안이 통과되려면 상임이사국인 미국 영국 프랑스 중국 러시아 5개국의 거부권 행사 없이 최소 9개 이사국의 찬성이 필요합니다.

UNRWA - Wednesday, October 25, 2023 - More than 613,000 internally displaced people (IDPs) are sheltering in 150 UNRWA facilities across the Gaza Strip.
In the last 24 hours another three UNRWA staff members have been killed, bringing the total to 38 staff killed since 7 October. Two have been injured, one of whom is in a critical condition.
One school in Rafah, sheltering 4,600 IDPs, sustained severe collateral damage due to a close proximity strike. One IDP was killed and 44 more were injured, including nine children.
Fuel is urgently needed to continue the UNRWA lifesaving humanitarian operations. If fuel is not received into Gaza, UNRWA will be forced to significantly reduce and in some cases bring its humanitarian operations across the Gaza Strip to a halt. The coming 24 hours are very critical.

NHK - The UN Security Council has rejected US-drafted and Russian-backed resolutions on the conflict between Israel and Hamas militants in the Gaza Strip.
The US-sponsored resolution acknowledged states' inherent right to self-defense and backed all necessary measures, such as a humanitarian pause, to allow aid to enter Gaza.
Of the 15 council members, 10 countries, including the United States and Japan, voted for the draft resolution on Wednesday. But Russia and China used their veto powers to block it.
The Russian-backed resolution condemned the blockade of the Gaza Strip and sought an immediate ceasefire for humanitarian purposes.
Russia, China, the United Arab Emirates and Gabon voted in favor of the resolution, while the United States and Britain voted against it. Nine member countries abstained.
