미국과 일본, 인도, 호주 4개국 안보협의체 쿼드(Quad) 외무장관들이 북한의 탄도미사일 발사와 핵개발을 규탄했습니다. 북한이 유엔 안보리 결의에 따른 의무를 준수할 것도 촉구했습니다. 함지하 기자가 보도합니다.
미국과 인도, 일본, 호주 4개국 안보협의체 쿼드(Quad) 외무장관들이 북한을 강하게 비판했습니다.
[공동성명] “We condemn North Korea’s destabilizing launches using ballistic missile technology and its continued pursuit of nuclear weapons in violation of multiple UN Security Council resolutions (UNSCRs). We express our grave concern over North Korea’s use of proliferation linkages, malicious cyber activity and workers abroad to fund its unlawful weapons of mass destruction and ballistic missile programs. We reaffirm our commitment to the complete denuclearization of the Korean Peninsula consistent with relevant UNSCRs, and we urge North Korea to abide by all its obligations under the UNSCRs and engage in substantive dialogue.”
토니 블링컨 미국 국무장관과 가미카와 요코 일본 외무상, 페니 웡 호주 외무장관, 수브라마냠 자이샨카르 인도 외무장관은 29일 일본 도쿄에서 개최된 쿼드 외무장관 회의 뒤 발표한 공동성명에서 “우리는 다수의 유엔 안보리 결의 위반인 탄도미사일 기술을 이용한 북한의 불안정한 발사와 지속적인 핵무기 추구를 규탄한다”고 밝혔습니다.
이어 “우리는 불법적인 대량살상무기와 탄도미사일 프로그램 자금 조달을 위한 북한의 확산 연결고리, 악의적인 사이버 활동, 해외 노동자 활용에 심각한 우려를 표명한다”고 말했습니다.
그러면서 “우리는 관련 유엔 안보리 결의에 따른 한반도의 완전한 비핵화에 대한 우리의 결의를 재확인하고, 북한이 유엔 안보리 결의 아래 모든 의무를 준수하고 실질적인 대화에 임할 것을 촉구한다”고 덧붙였습니다.
쿼드 외무장관들은 직접적으로 러시아를 언급하지 않은 채 최근 북한의 무기 거래에 대한 우려도 공동성명에 담았습니다.
[공동성명] “We stress the need to prevent any proliferation of nuclear and missile technologies related to North Korea in the region and beyond. In that context, we urge all UN Member States to abide by the related UNSCRs including the prohibition on the transfer to North Korea or procurement from North Korea of all arms and related materiel. As the mandate of the UN Panel of Experts tasked with monitoring violations of North Korea-related UNSCR sanctions was not renewed, we reiterate our commitment to continued implementation of the relevant UNSCRs which remain in full force. We reconfirm the necessity of immediate resolution of the abductions issue.”
“우리는 역내와 그 너머 지역에서 북한과 관련된 핵과 미사일 기술에 대한 확산 방지 필요성을 강조한다”는 것입니다.
이어 “이러한 맥락에서 우리는 모든 유엔 회원국이 모든 무기와 관련 물자에 대한 북한 이전 혹은 북한으로부터의 조달 금지를 포함한 관련 안보리 결의를 준수할 것을 촉구한다”고 밝혔습니다.
또한 유엔 안보리 대북제재위원회 전문가패널의 임기가 갱신되지 않은 점을 언급하고 “우리는 여전히 유효한 관련 안보리 결의의 지속적인 이행에 대한 우리의 약속을 재확인한다”고 강조했습니다.
아울러 납치 문제에 대한 즉각적인 해결의 필요성을 재확인한다는 내용도 공동성명에 담았습니다.
VOA는 유엔 주재 북한대표부에 쿼드 외무장관 공동성명에 대한 입장을 문의하고 답변을 기다리고 있습니다.
한편 쿼드 외무장관들은 북한 문제 외에도 동중국해와 남중국해에서의 일방적인 현상 변경 시도와 우크라이나에서 벌어지고 있는 전쟁에 따른 부정적인 영향 등을 비판했습니다.
다만 직접적으로 중국과 러시아를 거론하진 않았습니다.
블링컨 장관은 이날 공동 기자회견에서 “우리는 쿼드의 관여와 리더십이 큰 차이를 만들 수 있는 역내 및 글로벌 안보 우선순위에 대해 논의했다”며 “집단적 재원과 전략적 사고, 협의”를 변화를 이끌어낼 수 있는 방안으로 꼽았습니다.
[녹취: 블링컨 장관] “We also talked about regional and global security priorities where Quad engagement and leadership makes a big difference: our collective resources, our strategic thinking, our relationships, our consultations. All of these are important to address the challenges: the DPRK’s destabilizing and unlawful missile launches, Russia’s ongoing war of aggression against Ukraine, and of course, the conflict in the Middle East, the war in Gaza.”
그러면서 이들 방안은 “북한의 불안정하고 불법적인 미사일 발사와 러시아의 지속적인 침략 전쟁 그리고 중동 분쟁과 가자지구 전쟁 등 이 모든 것을 해결하는 데 있어 중요한 역할을 할 것”이라고 강조했습니다.
가미카와 외무상도 기자회견에서 “우크라이나에 대한 러시아의 침략은 지금 이 순간에도 지속되고 있고, 동중국해와 남중국해에서 무력으로 현상을 바꾸려는 일방적인 시도와 북한의 탄도미사일 발사도 계속되고 있다”며 “국제 질서는 점점 더 불확실해지고 세계 정세는 더욱 예측하기 어려워지고 있다”고 지적했습니다.
[녹취: 가미카와 외무상 (영어 통역)] “At the same time, Russia’s aggression against Ukraine continues as we speak, and unilateral attempts to change the status quo by force in the East and South China Seas or the launch of ballistic missiles by North Korea are continuing. The international order is becoming increasingly uncertain and global affairs even more unforeseeable. Under this backdrop, the foreign ministers of like-minded countries got together and engaged in strategic dialogue and managed to confirm that we, the Quad, will listen to the needs of the region, that we will commit to resolve the issues, and that we will continue to steadfastly deliver on our commitments.”
이어 “이러한 상황에서 뜻을 같이하는 나라 외무장관들이 모여 전략적 대화를 했다”면서 “우리 쿼드는 역내의 요구에 귀를 기울이고 문제 해결을 위해 노력하며 약속을 꾸준히 이행해 나갈 것임을 확인했다”고 밝혔습니다.
쿼드는 미국, 인도, 일본, 호주 등 4개국으로 이뤄진 정부 간 안보 협의체입니다.
카밀 도슨 국무부 동아태 담당 부차관보는 23일 국무부 외신기자클럽(FPC) 간담회에서 “한국은 쿼드 실무그룹의 구체적인 일부 노력 분야에서 향후 잠재적인 협력 파트너로 논의되는 나라 중 하나”라며 한국과의 협력 방안에 대한 논의가 이뤄지고 있다고 말한 바 있습니다.
앞서 토머스 시퍼 전 주일 미국대사는 지난 4월 VOA와의 인터뷰에서 한국의 쿼드 가입과 관련해 “우리 모두가 목표로 삼아야 할 일이라고 생각한다”면서 “이는 태평양 지역에서 평화를 유지하려는 공동의 목표를 토대로 통합하는 것”이라고 말했습니다.
[녹취: 시퍼 전 대사] “I think that is certainly something that all of us should aspire to. I think the more that we can integrate our desires to do the same thing because we got the same interest, the same interest is to have peace in the Pacific, and each of us can contribute to that”
한편 쿼드 회의와 미일 외교∙국방장관(2+2) 회담을 위해 도쿄를 방문한 블링컨 장관은 이날 로이드 오스틴 국방장관과 함께 기시다 후미오 일본 총리를 예방했습니다.
매튜 밀러 국무부 대변인은 이날 보도자료에서 “두 장관은 2+2 안보 회담의 성공을 축하하고 미일 동맹을 강화하겠다는 의지를 확인했다”고 밝혔습니다.
[밀러 대변인] “Secretary of State Antony J. Blinken and Secretary of Defense Lloyd J. Austin, III met with Japanese Prime Minister Kishida Fumio today in Tokyo. They celebrated the success of the Security 2+2 and affirmed their commitment to strengthening the U.S.-Japan Alliance. The Secretaries and Prime Minister discussed significant progress on defense commitments made during the Prime Minister’s official visit to Washington, D.C. in April and committed to continue advancing the U.S.-Japan Alliance as the cornerstone of security and prosperity in the Indo-Pacific region. Secretary Blinken expressed deep concern about the DPRK’s growing military cooperation with Russia and its unlawful nuclear weapons and ballistic missile programs. He also emphasized the importance of maintaining peace and stability across the Taiwan Strait and in the South China Sea.”
이어 “양측은 지난 4월 (기시다) 총리의 워싱턴 DC 방문 시 이뤄진 방위공약에 대한 상당한 진전을 논의하고 인도태평양 지역의 안보와 번영의 초석으로서 미일 동맹을 지속적으로 발전시켜 나가기로 약속했다”고 덧붙였습니다.
밀러 대변인은 “블링컨 장관은 북한이 러시아와 군사 협력을 강화하고 불법적인 핵무기와 탄도미사일 프로그램을 개발하는 것에 깊은 우려를 표명했으며, 타이완 해협과 남중국해에서 평화와 안정을 유지하는 것이 중요하다는 것도 강조했다”고 확인했습니다.
한편 린젠 중국 외교부 대변인은 29일 정례 브리핑에서 이번 쿼드 외무장관 회담과 관련한 질문에 “중국은 항상 국가 간 협력과 지역 이니셔티브가 역내 평화, 안정, 번영을 촉진하는 데 기여해야 한다고 믿는다”고 말했습니다.
[린젠 대변인] “China believes that cooperation between countries as well as regional initiatives should be conducive to peace, stability, and prosperity in the region, rather than focused on forming exclusive clubs that undermine trust and cooperation among regional countries. Quad keeps chanting the slogan of a free and open Indo-Pacific, and all the while, it has been scaremongering, inciting antagonism and confrontation, and holding back other countries’ development.
이어 “쿼드는 자유롭고 개방적인 인도태평양이라는 구호를 계속 외치며 유언비어를 퍼뜨리고 적개심과 대립을 선동하며 다른 나라의 발전을 억제하고 있다"고 주장했습니다.
