독일 정부는 북한과 러시아가 포괄적 전략 동반자 협정을 체결한 데 대해 양국 군사 협력 강화를 강력하게 규탄하고 파트너 국가들과 계속 북러의 불법 행위에 대응해 나갈 방침이라고 밝혔습니다.
독일 외무부는 19일 VOA의 관련 논평 요청에 “러시아의 우크라이나에 대한 불법 침략 전쟁이 시작된 이래 북한과 러시아가 협력을 상당히 강화했다”며 “특히 북한이 우크라니아 공격에 사용되는 무기를 러시아에 불법 이전하는 것을 통해 그렇게 했다”고 지적했습니다.
[독일 외무부 대변인] “Since the start of Russia’s illegal war of aggression against Ukraine, DPRK and Russia have considerably deepened their cooperation - not least through the unlawful transfer of arms from the DPRK to Russia which are used for attacks against Ukraine. These transfers flagrantly violate multiple UN Security Council resolutions and pose a direct threat to European security. We strongly condemn the increasing military cooperation between North Korea and Russia and are deeply concerned about regional and international security implications. “
이어 “이 같은 이전은 다수의 유엔 안보리 결의에 명백히 위반되며 유럽 안보에 직접적인 위협을 가한다”며 “우리는 북한과 러시아 간 군사 협력 강화를 강력히 규탄하며 역내 및 국제 안보에 미치는 영향에 대해 깊이 우려하고 있다”고 말했습니다.
그러면서 “우리는 북한과 러시아가 관련 유엔 안보리 결의를 준수하고 이를 위반하는 모든 활동을 즉각 중단할 것을 촉구한다”고 밝혔습니다.
독일 외무부 대변인은 또한 “독일은 상황을 면밀히 주시하고 있다”면서 “최근 유럽연합과 파트너 국가들이 부과한 제재는 북한과 러시아에 불법 무기 이전에 대한 책임을 묻기 위한 공동 노력의 일환”이라고 설명했습니다.
[독일 외무부] ”We call on the DPRK and Russia to abide by relevant UNSC resolutions and to immediately cease all activities that violate them. Germany is closely monitoring the situation. Recently imposed sanctions by the EU and partners represent a coordinated effort to hold the DPRK and Russia to account for the unlawful arms transfers. We will continue to closely coordinate appropriate measures with our partners
아울러 “우리는 파트너들과 계속해서 적절한 조치를 취하기 위해 긴밀히 조율해 나갈 것”이라고 덧붙였습니다.
앞서 블라디미르 푸틴 러시아 대통령과 김정은 북한 국무위원장은 19일 평양에서 열린 정상회담 후 공동언론발표를 통해 양국이 포괄적 전략적 동반자 관계 조약을 체결했다고 밝혔습니다.
