바이든 대통령 '한국전 정전일' 선포..."강력한 미한동맹 토대"

미국이 올해도 7월 27일을 한국전쟁 참전용사 정전협정 기념일로 선포하며 북한군과 중공군에 맞서 싸운 미한 연합군의 희생을 기렸습니다. 참전용사들의 숭고한 자유 수호 의지가 한국의 비약적인 발전과 굳건한 미한동맹의 토대가 됐다고 강조했습니다. 함지하 기자가 보도합니다.

조 바이든 대통령이 한국전쟁 정전일인 27일을 ‘한국전쟁 참전용사 정전기념일’로 선포했습니다.

바이든 대통령은 26일 발표한 포고문에서 “1950년 6월 미국은 북한 공산정권, 그리고 궁극적으로는 중국에 대항해 벌이는 한국의 싸움에 동참함으로써 해외에서의 자유를 수호하라는 부름에 응했다”고 밝혔습니다. (>>>포고문 바로가기)

[조 바이든 미국 대통령] “In June of 1950, the United States answered the call to defend freedom abroad by joining the Republic of Korea in its fight against the communist regime in North Korea and eventually the People's Republic of China. After 3 years of violent combat across the Korean peninsula, an armistice was signed by representatives of the United States as head of the United Nations Command, the People's Republic of China, and North Korea. For nearly 70 years, the ensuing peace and the abiding relationship between the Korean and American people has been the foundation for the thriving democracy and incredible economic progress of the Republic of Korea.”

이어 “한반도를 가로지르는 3년간의 격렬한 전투 끝에 유엔군 사령부를 지휘하는 미국, 그리고 중국과 북한 대표단이 정전협정에 서명했다”며 “이후 70년 가까이 이어진 평화와 미국과 한국 국민 간 지속적인 관계는 한국의 번영하는 민주주의와 놀라운 경제 발전의 토대가 됐다”고 평가했습니다.

바이든 대통령은 “한국전쟁 때 180만 명의 미국인이 오늘날 한국이 누리는 자유와 보편적 가치를 수호하라는 부름에 응했다”면서 “이들은 수적으로 우세한 적에 맞서고 한반도의 산과 계곡, 논과 바위 지형에서 싸우면서 극도의 더위와 추위를 만나는 등 엄청난 도전에 직면했다”고 밝혔습니다.

[바이든 대통령] “During the Korean War, nearly 1.8 million Americans answered the call to serve and defend the freedoms and universal values that the people of South Korea enjoy today. They faced enormous challenges -- often outnumbered by the enemy, facing extreme heat and cold while fighting in the mountains and valleys and in the rice paddies and rocky terrain of the Korean Peninsula. More than 36,000 of those American service members were killed in action, along with more than 7,000 Korean Augmentation to the United States Army soldiers that fought with the United States Armed Forces -- sacrificing everything to defend freedom and democracy on the Peninsula. Thousands were held in brutal captivity. Thousands remain unaccounted for to this day. Many more service members returned home with wounds of war, both visible and invisible.”

아울러 “3만 6천 명의 미군 병사와 7천 명의 카투사 병력이 한반도의 자유와 민주주의를 수호하기 위해 모든 것을 희생하며 목숨을 잃었고, 수천 명은 잔혹한 포로 상태에 놓였으며, 유해 수천구는 현재까지 행방이 묘연하다”고 지적했습니다.

또 “훨씬 많은 미군은 전쟁의 상처를 입고 집으로 돌아왔다”고 덧붙였습니다.

바이든 대통령은 “최근 한국을 방문하는 동안 유엔 참전국과 더불어 미국인과 어깨를 나란히 하며 전투를 벌이고 희생한 한국군에 경의를 표했다”고 밝혔습니다.

아울러 “오늘날 우리는 그처럼 자신을 돌보지 않고 싸운 미군을 기린다”며, “이들의 용기와 희생은 정전 체제를 만들고, 지속적인 양국 동맹과 한국의 영속적인 자유 유산을 구축하는 데 도움이 됐다”고 강조했습니다.

[바이든 대통령] “During my recent visit to the Republic of Korea, I paid tribute to those Korean troops who fought and sacrificed shoulder‑to-shoulder with Americans, along with our United Nations counterparts, to defend their country. Today, our Nation honors those selfless American service members whose courage and sacrifice helped forge the armistice, the enduring Alliance between our two nations, and a lasting legacy of freedom in the Republic of Korea.”

바이든 대통령은 “오늘날 한국은 우리의 강력한 동맹이자 세계 혁신의 중심이고 활기찬 민주주의 국가”라면서 “서울에 있는 동안 윤석열 한국 대통령과 함께 미한동맹이 역내 평화와 안정의 핵심축 역할을 유지하기 위해 진화하고 세계 무대로 점차 확장되면서 그 어느 때보다도 굳건하다는 사실을 확인했다”고 소개했습니다.

[바이든 대통령] “Today, the Republic of Korea is our strong ally, a global center of innovation, and a vibrant democracy. In Seoul, I affirmed with President Yoon that the U.S.-ROK Alliance is stronger than ever, evolving to maintain its role as a linchpin of peace and stability in the region and increasingly expanding to the global stage. At Osan Air Base, I met with some of the brave American troops and their families who are stationed in the Republic of Korea, still serving side-by-side with our South Korean allies and strengthening the bonds between our people.”

아울러 “오산 공군기지에서 한국에 주둔 중인 용맹한 미군과 가족들을 만났다”며 “이들은 여전히 동맹인 한국과 나란히 복무하며 우리 국민들 간 유대를 강화하고 있다”고 강조했습니다.

바이든 대통령은 “오늘 그리고 매일 우리는 계속해서 미국의 한국전쟁 참전용사를 기억하고, 국가와 우리의 최고 이상에 대한 헌신을 통해 그들이 가능케 한 모든 것을 기린다”며 헌법과 법률이 부여한 권한을 근거로 미국 대통령으로서 2022년 7월 27일을 한국전쟁 참전용사 정전협정 기념일로 선포한다고 밝혔습니다.

그러면서 모든 미국인이 적절한 기념식과 행사를 통해 한국전 참전용사들에게 경의와 감사를 표하길 바란다고 덧붙였습니다.
